Each proposal must conform and be responsive to this invitation, the Information to Bidders, the specifications, and all other documents comprising the pertinent Contract Documents. Prospective Bidders may obtain Bid Documents only from the District's web site at the following address: www.nsd.us, under Business/Purchasing & Contracts.
All proposals must be addressed, in a sealed envelope and received in the office of Assistant Superintendent, Business Services, National School District Administration Center, 1500 N Avenue, National City, CA 91950 no later than 2:00 PM of the 15th day of November, 2012.
The District reserves the right to reject any or all bids, to accept or to reject any one or more item of a proposal, or to waive any irregularities or informalities in the proposal.
Proposals shall be valid for Sixty (60) days after the proposal opening date.
The Director of Industrial Relations has determined the general prevailing rate of per diem wages in the locality in which this work is to be performed for each craft or type of worker needed to execute the contract which will be awarded to the successful bidder, copies of which are on file and will be made available to any interested party upon request. It shall be mandatory upon the Contractor to whom the contract is awarded, and upon any subcontractor under him, to pay not less than the said specified rates to all workers employed by them in the execution of the contract.
No bidder may withdraw his bid for a period of sixty (60) days after the date set for the opening of bids.

San Diego-Imperial 2012 Disparity Study
(For Use with Federal Transit Administration (FTA)-Funded Contracts)

SANDAG, the North County Transit District (NCTD), and the Imperial County Transportation Commission (ICTC), collectively referred to herein as the “San Diego-Imperial 2012 Disparity Study Consortium” or “Consortium”, is seeking proposals from qualified consulting firms with documented experience in conducting a comprehensive Disparity Study (“Project”) within the legal framework as established by 49 CFR Part 26, “Participation by Disadvantaged Business Enterprises in U.S. Department of Transportation Programs,” 9th Circuit Court of Appeals rulings, and California law and court rulings, to determine the absence or presence of discrimination in federal aid contracting within the market area for the Consortium, as well as how that relates to implementing an affirmative action program in public contracting. The selected consultant will develop three (3) separate disparity study reports to be used by the three (3) separate Consortium members in the Consortium.

A pre-proposal meeting will be held on Friday, October 19, 2012, at 10:00 a.m. in SANDAG Conference Room 7. Attendance at the pre-proposal meeting is not mandatory.

The Balboa Park Cultural Partnership (BPCP) is seeking “Request for Proposals” (RFP) from highly qualified vendors with expertise in providing accessibility services in compliance with ADA laws through a competitive bid process. No bids may exceed $410,000. This project is funded with C.D.B.G. grant money provided by the City of San Diego; all work Federal Prevailing Wage.
This proposal process requires Bidders to submit a proposal that includes a complete bid for the “Scope of Work” outlined in RFP; your experience with accessibility and CDBG projects in the last 3 years; your experience with Davis-Bacon; and whether you are a Women, Minority or Section 3 Enterprise. We are looking for a “Design-Build” team of contractor, architect and ADA specialist or expertise.
The RFP document is available at no charge only upon email request to sustainability@bpcp.org. Include your company contact information (name, address, phone, fax and email of the person responsible for receiving the RFP and any subsequent addenda) in your email request. The document will be provided in pdf format by return email.

The Carlsbad Unified School District (“District”) acting by and through its Governing Board, will receive up to but not later than November 1, 2012 2:00 PM, sealed bids to furnish all labor, material, equipment, transportation and services for:

Bids shall be received at the office of the Carlsbad Unified School District, located at 6225 El Camino Real, Carlsbad, CA 92009 at which time said bids will be opened and read aloud. Bids received after this time will be returned unopened. Bids shall be valid for 60 calendar days after the bid opening date.
Bids must be submitted on the District's Bid Forms in person or via mail by or before the due date and time listed above.
Each bid must conform and be responsive to the contract documents, all plans, specifications, and any other documents pertaining to the project.

Each bid shall be accompanied by the security referred to in the Contract Documents, the non-collusion affidavit, the list of proposed subcontractors, and all additional documentation required by the Instructions to Bidders.
The successful bidder will be required to furnish the District with a Performance Bond equal to 100% of the successful bid, and a Payment Bond equal to 100% of the successful bid, prior to execution of the Contract. All bonds are to be secured from a surety that meets all of the State of California bonding requirements, as defined in Code of Civil Procedure Section 995.120, and is admitted by the State of California. Contractor shall require all subcontractors providing labor and materials in excess of $100,000 to supply Payment and Performance Bonds in the amounts of the subcontract and in a manner required of the Contractor. The Contractor shall specify this requirement for subcontractor bonds in its written or published request for subcontractor bids in accordance with Public Contract Code Section 4108.
Pursuant to Public Contract Code Section 22300, the successful bidder may substitute certain securities for funds withheld by District to ensure his performance under the Contract.
The Director of Industrial Relations has determined the general prevailing rate of per diem wages in the locality in which this work is to be performed for each craft or type of worker needed to execute the Contract which will be awarded to the successful bidder, which can be viewed online at http://www.dir.ca.gov/dlsr. A copy of these rates shall be posted by the successful bidder at the job site. The successful bidder and all subcontractor(s) under him, shall comply with all applicable Labor Code provisions, which include, but are not limited to the payment of not less than the required prevailing rates to all workers employed by them in the execution of the Contract, the employment of apprentices, the hours of labor and the debarment of contractors and subcontractors.
Minority, Women and Disabled Veteran Contractors are encouraged to submit bids. This bid is subject to Disabled Veteran Business Enterprise requirements.
Each bidder shall be a licensed contractor pursuant to the Business and Professions Code and shall be licensed in the following appropriate classification(s) of contractor's license(s), for the work bid upon, and must maintain the license(s) throughout the duration of the Contract: License Classification: General Contractor B License.
Award of Contract: The District shall award the Contract for the Project to the lowest responsible bidder as determined from the base bid.
The District reserves the right to reject any or all bids or to waive any irregularities or informalities in any bids or in the bidding process.
