The City of San Diego is soliciting responses to a Request for Proposals (“RFP”) which describes an outstanding aviation development opportunity at Brown Field Airport in the Otay Mesa area of the City of San Diego. The site is approximately 10.7 acres at the west end of the exisiting ramp area. Development proposals may consist of any compatible, aeronautical real estate project on all or a portion of the site. Smaller proposals are welcome. Creative and capable developers or development teams are invited to submit sufficient information regarding their development expertise (including approaches to development, financial capability, and other relevant information) to enable the City to select a developer(s) for this important aviation development opportunity. T-Mobile Castille Way: NEIGBORHOOD USE PERMIT (NUP) The approved NUP would allow for the construction of a wireless facility located in the public right of way (PROW). The wireless facility would consist of the replacement of an existing light standard and the installation of 29 foot high light standard with wireless technology. Three antennas would be mounted on the light standard and a utility strongbox would be placed on a concrete pad to accommodate the meter and telco. In addition, the project would require the excavation of a 6'-6”x17'-5” equipment vault. The vault would include vents that extend 2' above the ground. The project site is located on the south side of the 11600 block of Castile Way in The Carmel Mountain Ranch Community Planning Area. This site is not included on any government code listings of hazardous waste sites.

Recommended Finding: The recommended finding that the project will not have a significant effect on the environment is based on an Initial Study. As such, neither mitigation nor an EIR would be required.

Qualified operators are invited to submit proposals conveying sufficient information regarding their operational expertise and other criteria as described in the RFP, to enable the City to select Concession Operators for use of City property.

Notice is hereby given that a public hearing will be held by the Council of the City of San Diego on October 27, 2008, at the hour of 2:00 p.m. in the Council Chambers of the City Administration Building, 202 C Street, 12th floor, San Diego, California, to consider the adoption of Ordinance No. O-2009-48 to authorize the issuance of the Public Facilities Financing Authority of the City of San Diego Water Revenue Bonds, Refunding Series 2009A and Series 2009B (Payable solely from installment payments secured by net system revenues of the Water Utility Fund of the City of San Diego.) At such hearing all persons interested shall be given an opportunity to be heard and said hearing may be continued from time to time as may be determined by the City Council. The decision of the City Council as to the adoption of the above ordinance as described above shall be final and conclusive.
This item may begin at any time after the time specified. Any interested person may address the City Council to express support or opposition to this issue. Time allotted to each speaker is determined by the Chair and, in general, is limited to three (3) minutes; moreover, collective testimony by those in support or opposition shall be limited to no more than fifteen (15) minutes total per side.
