Sealed bids will be received at the Office of Purchasing and Contracting, 5560 Overland Avenue, ite 270, San Diego, California, 92123-1294, until 2:00 p.m. on Novemer 1, 2012 at which time they will be publicly opened and read aloud. Notice is hereby given that the Procurement Department of the San Diego County Regional Airport Authority (the “Airport Authority”) will receive sealed bids at the Commuter Terminal, 3rd Floor Reception Desk, 3225 North Harbor Drive, San Diego, California 92101 until 2:00 p.m. on November 15, 2012 for:

Project No. 380610, Phase 6 Group 10

The magnitude of this work is in the range of $1,704,962.00. The bidder must possess a valid California State Contractor's License, classification B, at the time the bid is submitted. The Contractor shall also be certified by the Environmental Protection Agency as a Renovation Firm as defined by 40 CFR 745, Subpart E § 745.89 - Firm Certification at the time of contract award.

In addition, the contract work includes removal and disposal of asbestos-containing building materials. Bidder is not permitted to perform any asbestos-related work unless bidder possesses a California State Contractor's License and is certified pursuant to Section 7058.6 of the California State Business and Professions Code. If a certified subcontractor is used, the subcontractor's license and certification number shall be submitted by the bidder within the Bid Package Proposal.

Phase 6 Group 10 of the Quieter Home Program involves sound attenuation improvements for certain residences around San Diego International Airport. The project includes 32 dwelling units located on 32 residential properties.

Sound attenuation improvements may include, but are not limited to, replacement of windows and exterior doors, finely detailed, field-executed finish carpentry, added insulation and improvements to add air conditioning, ventilation, and electrical systems.
The work will include the demolition and modification of existing construction to install new windows and doors and, in some cases, may require temporary weatherproof closures.

This project includes treatment for non-historic units. Contractors wishing to bid this Project must demonstrate a minimum of three (3) years successful experience in residential sound attenuation projects or a minimum of five (5) years successful experience in residential remodeling or renovation projects of equal scope.
A mandatory prebid conference will be held at 2:00 p.m. on November 1, 2012, in the Conference Room at the Quieter Home Program office located in the Liberty Station Complex at 2722 Truxtun Road, San Diego, California, 92106. At the end of the conference, there will be a mandatory visit to the job site to tour a small number of homes that are representational of the overall scope of the anticipated work. In accordance with the provisions of the California State Labor Code, the Airport Authority has obtained the general prevailing rate of wages (which rate includes employer payments for health and welfare, vacation, pension and similar purposes) applicable to the work to be done, for straight time, overtime, Saturday, Sunday and holiday work. All labor employed on this project shall be paid no less than such minimum rates of wages.

It is the practice of the Airport Authority that certified Disadvantaged Business Enterprises (DBEs) shall have the maximum opportunity to participate in the performance of Airport Authority contracts. Certified DBEs with qualifying experience are encouraged to respond to the request for proposals/bids/quotes, etc.

Bidder shall file the bonds as required by the Contract and Civil Code section 3247. The provisions of Public Contract Code section 22300 apply to this Contract.

Bidders are hereby notified that the successful Bidder will be required to provide insurance in accordance with Section 1C-6.1, “Contractor's Insurance,” of the General Conditions.

In the public interest, the Airport Authority reserves the right to reject any or all bids, or to waive any informality in a bid.
