NOTICE IS HEREBY GIVEN that the San Diego County Superintendent of Schools/San Diego County Office of Education; San Diego County, California, hereinafter referred to as the "County Office," will receive up to, but not later than 10 o?clock a.m. on the 21st day of November, 2003 sealed bids for the purpose of:

A Mandatory/Must Attend Pre Bid Meeting will be held on November 7, 2003 at 10:00 am until 12:00 noon In Room 503 at the County Office. Bring and review your bid documents. Failure to attend the pre bid meeting will cause your bid to be rejected as nonresponsive.
Each bid must conform and be responsive to this notice, the Information for Bidders, and the Bid Specifications. Copies of the bid documents may be attained at the County Office.
Each bid shall be accompanied by a 10% security referred to in the contract documents, the noncollusion affidavit, the list of subcontractors, and all additional documentation required by the Instructions to Bidders.
The County Office reserves the right to reject any or all bids, to waive any irregularities or informalities in the bids or in the bidding process.
No bidder may withdraw their bid for a period of sixty (60) days after the date set for the opening of bids.
The director of the Department of Industrial Relations has determined the general prevailing rate of per diem wages in the locality in which this work is to be performed for each craft or type of worker needed to execute the contract which will be awarded to the successful bidder, copies of which are on file and will be made available to any interested party on request at Department of Industrial Relations, Division of Labor Statistics and Research, Prevailing Wage Unit, P.O. Box 420603, San Francisco, CA 94142-0603 or at www.dir.ca.gov
It shall be mandatory upon the contractor to whom the contract is awarded, and upon any subcontractor under them, to pay not less than the said specified rates to all workers employed by them in the execution of the contract.

The County of San Diego, as the Lead Agency under the California Environmental Quality Act (CEQA), has prepared a Draft Mitigated Negative Declaration (MND) for the project identified below.
Project Title:
Bonita/Sunnyside Branch Library
Project Location:
The library would be constructed on a vacant lot north of Bonita Road between Otay Lakes Road and Willow Street in the Community of Bonita (portion of Section 13, Township 17 South, Range 1 West, National City 7.5 Minute USGS Quadrangle, San Bernardino Base Meridian). Assessor?s Parcel Number (APN) 593-240-24.
Project Description:
The County of San Diego Department of General Services is proposing to build a new San Diego County branch library in the Community of Bonita of the City of Chula Vista. The proposed project would include an 8,300-square-foot library, a 1,600-square-foot community center, and a 4,400-square-foot museum/public safety center located on Bonita Road, adjacent to the Chula Vista Municipal Golf Course. The approximately 1.36-acre project would also involve improvements to a portion of the existing parking lot to the east of the new library, landscaping around the new library building, and the reconstruction and reconfiguration of an existing wetland habitat west of the project site. Site preparation would involve the importation of approximately 17,000 to 24,000 cubic yards of fill, to raise the level of the site approximately five feet and out of the floodplain. Prior to opening the library, the County will relocate the site access to Bonita Road, so that it lines up with the existing access to the shopping center south of Bonita Road. The County will also close the existing Bonita Road access to the golf course parking lot. Concurrently, the City of Chula Vista will install traffic signals at the new intersection, to be in place prior to opening of the library for public use.
The library would be staffed by seven to nine employees each day and would be open for approximately 54 hours per week. Hours of operation would be from 10 AM to 6 PM on Monday and Wednesday, 10 AM to 8 PM on Tuesday and Thursday, 10 AM to 5 PM on Friday and Saturday, and 1 PM to 5 PM on Sunday. The bookstore would be staffed by two to four volunteers each day and would be open for 36 hours per week. Bookstore hours of operation would be from 10 AM to 4 PM Monday through Saturday and closed on Sunday.
The Draft MND is available for public review at the following locations: County of San Diego, Department of General Services, Project Management Division Information Counter, 5555 Overland Drive, San Diego, CA 92123; City of Chula Vista Library, 365 F Street, Chula Vista, CA 91910; and Bonita-Sunnyside Library, 5047 Central Avenue, CA 91902.

The Draft MND is being circulated for a 30-day public review period beginning on October 22, 2003 and ending on November 21, 2003. Written comments regarding the adequacy of the Draft MND should be directed to Ralph Kingery, BRG Consulting, Inc., 304 Ivy Street, San Diego, California 92101-2030 and must be received by November 21, 2003. All comment letters received during the 30-day review period will be part of the environmental review record.
A Final MND incorporating public input will be prepared for consideration by the County of San Diego at a future public meeting. The date, time, and location of the public meeting will be provided by public notice when they are determined.

A qualified Contractor is being sought to provide Physical Health Services at A.B. and Jessie Polinsky Children?s Center (PCC). Contractor shall provide a physical health services program to meet the objective of providing a comprehensive health services delivery system for children who receive protective services from the County of San Diego at the PCC. The system will assure that each child receives a timely, comprehensive, and multidimensional assessment, as well as appropriate preventative, curative, and rehabilitative services. The Contractor is responsible for all physical health services including outpatient, inpatient and emergency medical care, medications and ancillary equipment/supplies. Contractor shall meet local community care standards and shall seek reimbursement from all eligible third party revenue sources. The competitive solicitation to be issued will require offerors to meet the objective of providing a comprehensive health services delivery system for children who receive protective services from the Health and Human Services Agency at the Polinsky Children?s Center
