NOTICE IS HEREBY GIVEN that the County of San Diego has established the Disadvantaged Business Enterprise Goal in compliance with 49 CFR Part 26. The following is the Federal Fiscal Year 2009 DBE contracting goal for San Diego County Airports:

CORRECTION-The County of San Diego, Owner, invites sealed bids for SPRING VALLEY COMMUNITY CENTER EXPANSION; PROJECT NO. 1006572; (RFB 3354).
Sealed bids will be received at the Office of Purchasing and Contracting, 10089 Willow Creek Road, Suite 150, San Diego, California, 92131, until 2:00 p.m. on NOVEMBER 14, 2008, at which time they will be publicly opened and read aloud. A pre-bid meeting is scheduled for 9:00 a.m. on OCTOBER 30, 2008 at the SPRING VALLEY COMMUNITY CENTER, 8735 JAMACHA BLVD. SPRING VALLEY, CA 91977 (THOMAS GUIDE PG. 1291, A4). These solicitations include a two-step process; prequalification followed by sealed bid. Notice is hereby given that the Facilities Development Department of the San Diego County Regional Airport Authority (the “Airport Authority”) will receive sealed bids at 2320 Stillwater Road, San Diego, California, until 10:00 a.m. on November 20, 2008 for:
QUIETER HOME PROGRAM

All questions shall be in writing and shall be directed towards the Contracts Representative. Questions will be received until 3:00 p.m. on November 12, 2008. Phase 4 Group 7 of the Quieter Home Program involves sound attenuation improvements for certain residences around San Diego International Airport. The project includes 31 dwelling units located on 11 residential properties.
Sound attenuation improvements may include, but are not limited to, replacement of windows and exterior doors, added storm windows, added insulation and improvements to add air conditioning, ventilation, and electrical systems. The project may include special treatment for historically significant structures. The work will include the demolition and modification of existing construction to install new windows and doors and, in some cases, may require temporary weatherproof closures.
The magnitude of this work is in the range of $1,500,000. The bidder must possess a valid California State Contractors License, classification B at the time the contract is submitted.
Bids will be opened in public immediately following the time for receipt referenced above, in the Air Cal Conference Room at 2320 Stillwater Road, San Diego, California. No Bidder may withdraw a bid after the time and date set for bid opening.
A prebid conference will be conducted at ¬¬¬¬¬¬¬3:00 p.m. on November 5, 2008, in the PSA Conference Room at 2320 Stillwater Road, San Diego, California. At the end of the conference, interested parties may visit the job site or, if indicated in the Special Conditions, make an appointment to visit the site. The Airport Authority's representative will be present at the prebid conference to receive questions. This will be the only job site tour given, please ensure your attendance. Failure to visit the job site shall be grounds for denial of claims for changed conditions.

In accordance with the provisions of the California State Labor Code, the Airport Authority has obtained the general prevailing rate of wages (which rate includes employer payments for health and welfare, vacation, pension and similar purposes) applicable to the work to be done, for straight time, overtime, Saturday, Sunday and holiday work. All labor employed on this project shall be paid no less than such minimum rates of wages.
It is the practice of the Airport Authority that certified Disadvantaged Business Enterprises (DBEs) shall have the maximum opportunity to participate in the performance of Airport Authority contracts. Certified DBEs with qualifying experience are encouraged to respond to the request for proposals/bids/quotes, etc.
Bidder shall file the bonds as required by the Contract and Civil Code section 3247. The provisions of Public Contract Code section 22300 apply to this Contract.
Bidders are hereby notified that the successful Bidder will be required to provide insurance in accordance with Section 1C-6.1, “Contractor's Insurance,” of the General Conditions.
In the public interest, the Airport Authority reserves the right to reject any or all bids, or to waive any informality in a bid.
