interested citizen, that the Council of The City of San Diego, California will conduct a public hearing, as part of a scheduled City Council meeting, on the following project:
Notice is hereby given that the Council of the City of San Diego will consider a resolution to adopt the Seventh Amendment of the City of San Diego Nondisposal Facility Element (NDFE) and authorize the submittal of the Seventh Amendment of the NDFE to the California Integrated Waste Management Board. The NDFE is a general description of the solid waste facilities needed to implement the City's source reduction, recycling and composting activities. This NDFE has been prepared to comply with Public Resources Code (PRC) Section 41732 et seq. Consideration of the resolution will take place at the regular City Council meeting of Tuesday, October 28, 2008, in the City Administration Building, 202 C Street, San Diego, CA 92101 at 10:00 A.M. or soon thereafter as business allows.

This item may begin at any time after the time specified. Any interested person may address the City Council to express support or opposition to this issue. Time allotted to each speaker is determined by the chair and, in general, is limited to three (3) minutes; moreover, collective testimony by those in support or opposition shall be limited to no more than fifteen (15) minutes total per side.

FY 2010 FEDERAL ENTITLEMENT GRANT PROGRAMS
AND
FY2009 LAST CDBG REPROGRAMMING HEARING

Under Title I of the Housing and Community Development Act of 1974, as amended, cities such as San Diego, are provided with an opportunity to implement community improvement programs and/or projects not otherwise possible under the constraints of the regular City budget. In order to receive the funding, the City must submit an Action Plan that consists of proposed projects to the U.S. Department of Housing and Urban Development for FY 2010 (July 1, 2009 - June 30, 2010) by May 15, 2009. The City currently receives Federal entitlement grants for: Housing Opportunities for Persons with AIDS (HOPWA), Emergency Shelter Grant (ESG), Community Development Block Grant (CDBG), and the HOME Investment Partnership Programs (HOME).
To determine which CDBG activities will best meet the needs of the San Diego community, City officials believe it is important to obtain input from residents, non-profit organizations and others on how these funds should be spent. The City of San Diego therefore extends an invitation to the community to obtain and submit CDBG project proposals to the CDBG Office. CDBG applications will be made available November 3, 2008, and completed applications with project proposals are due to the CDBG Office by 5:00 p.m. on December 17, 2008. Applications will be available by visiting our webpage at: http://www.sandiego.gov/cdbg/ or contacting our office Monday - Friday from 8 a.m. to 5 p.m. at (619) 236-5990. The City welcomes and encourages citizen participation in the establishment and implementation of our thirty-fifth CDBG Program year.
The City estimates it will receive approximately $13.4 million in CDBG funds for FY 2010. In order to receive the funding, the City must submit a list of proposed projects/programs, which are operated by non-profit organizations and designed to meet one or more of the following national objectives:
1) Benefit a majority of low/moderate income residents; and/or
2) Alleviate an immediate and serious threat to the health and/or welfare of the community when no other source of funding is available; and/or
3) Serve to prevent or eliminate conditions of slum and blight.

The City's CDBG office anticipates holding two community meetings on the proposed CDBG projects in January 2009. The City Council will hold a Public Hearing on Tuesday, February 24, 2009 to finalize the adoption of funding allocations. The City of San Diego (City) is requesting proposals from highly qualified Airport Engineering firms for consultant services for Montgomery Field Airport (MYF) Rehabilitation of Runway 5/23 and Taxiway Golf, (H094581).
It is the policy of the City to provide equal opportunity in its Airport Engineering professional services contracts. Toward this end, proposals from small businesses, disabled owned businesses, women owned businesses, firms owned by African-Americans, American Indians, Asian-Americans, Filipinos, and Latinos, and local firms are strongly encouraged. Prime consultants are encouraged to subconsult or joint venture with these firms. The City endeavors to do business with firms sharing the City's commitment to equal opportunity and will not do business with any firm that discriminates on the basis of race, religion, color, ancestry, age, gender, sexual orientation, disability, medical condition or place of birth. This project has a voluntary Subcontracting Participation Level (SPL) goal of 15%. SPL goals are achieved by contracting with any combination of Minority Business Enterprises (MBE), Women Business Enterprises (WBE), Disadvantaged Business Enterprises (DBE), Disabled Veteran Business Enterprises (DVBE) or Other Business Enterprises (OBE) at the prime or subcontractor level. Definitions of MBE, WBE, DBE, DVBE and OBE are contained in the Request for Proposals (RFP). Attainment of the SPL goal is strongly encouraged, but strictly voluntary.
The City of San Diego will ensure that full access to programs, services, meetings and activities comply with Section 504, Title V, of the Rehabilitation Act and Americans with Disabilities Act (ADA) 1990, Public Law 101-336.
In-depth knowledge and a strong understanding of the local environment, and a local presence for interfacing with the City's project management staff are essential to the successful completion of this project. The proposal must address the consultant's knowledge and understanding of: the City and other local agencies regulations and policies; local environment; and local building codes and other design criteria. The proposal must also address how the consultant plans to interface with the City's project management staff and the consultant's workforce in San Diego County.
