The County of San Diego, Owner, invites sealed bids for CAMPO PLAYGROUND IMPROVEMENTS; ORACLE PROJECT NO. 1016992; (BID No. 5789).
Sealed bids will be received at the Office of Purchasing and Contracting, 5560 Overland Avenue, Suite 270, San Diego, California, 92123, until 2:00 p.m. on NOVEMBER 27, 2012, at which time they will be publicly opened and read aloud. Contract documents including Plans, Specifications and Bid Forms are available to be downloaded, free of charge, from the Department of Purchasing and Contracting BuyNet website at: http://buynet.sdcounty.ca.gov.
The Contractor shall possess, at the time of submitting the bid, a California contractor's license, Classification A, General Engineering Contractor or a Classification B - General Building Contractor. Work to be done consists in general of furnishing and installing a metal pavilion, concrete walks, concrete curb-in-gutter, asphalt driveway, various picnic equipment, lodge pole fence, landscape and irrigation.

The project is located at 976 Sheridan Road, Campo, CA.

The cost of construction is estimated to be from $180,000 to $200,000. Bid security of no less than 10% required at time of bid. Successful bidder shall provide Payment and Performance Bonds for 100% of the contract amount. Prevailing Wage rates apply. DVBE participation goal of 3% is encouraged. NOTICE OF PRELIMINARY DECISION
BY THE SAN DIEGO AIR POLLUTION CONTROL DISTRICT
TO APPROVE A NEW SOURCE OF AIR POLLUTION

The San Diego Air Pollution Control District hereby gives notice that in accordance with Rule 20.2 of the District's Rules and Regulations, the Air Pollution Control Officer has made a preliminary decision to issue an Authority to Construct to U.S. General Services for installation of a diesel fired emergency standby engine/generator, to be located at 720 E. San Ysidro Blvd., San Diego, CA 92173.
A preliminary determination has been made to allow limited operation of the engine for maintenance and testing purposes, as well as use during emergency situations (unforseen power outages). An evaluation of the air pollution impacts of this proposal was performed by the District, and it was determined that all applicable District Rules and Regulations will be met when the equipment complies with conditions prescribed by the District. An Air Quality Impact Analysis was conducted for Oxides of Nitrogen (NOx). Results indicate that the operation of this equipment will not result in the violation of any State or Federal ambient air quality standard.
The Air Quality Impact Analysis is available for review at the Air Pollution Control District, 10124 Old Grove Road, San Diego, CA 92131. Please refer to Application No. 2012-APP-002227 on all correspondence regarding this project. Written comments concerning the District's proposed action may be submitted for a period of 30 days commencing October 30, 2012, and ending on November 28, 2012. Notice is hereby given that the Procurement Department of the San Diego County Regional Airport Authority (the “Airport Authority”) will receive sealed bids at the Commuter Terminal, 3rd Floor Reception Desk, 3225 North Harbor Drive, San Diego, California 92101 until 2:00 p.m. on November 15, 2012 for:

QUIETER HOME PROGRAM
Project No. 380610, Phase 6 Group 10
SAN DIEGO INTERNATIONAL AIRPORT
SAN DIEGO, CALIFORNIA

The magnitude of this work is in the range of $1,704,962.00. The bidder must possess a valid California State Contractor's License, classification B, at the time the bid is submitted. The Contractor shall also be certified by the Environmental Protection Agency as a Renovation Firm as defined by 40 CFR 745, Subpart E § 745.89 - Firm Certification at the time of contract award.

In addition, the contract work includes removal and disposal of asbestos-containing building materials. Bidder is not permitted to perform any asbestos-related work unless bidder possesses a California State Contractor's License and is certified pursuant to Section 7058.6 of the California State Business and Professions Code. If a certified subcontractor is used, the subcontractor's license and certification number shall be submitted by the bidder within the Bid Package Proposal.

Phase 6 Group 10 of the Quieter Home Program involves sound attenuation improvements for certain residences around San Diego International Airport. The project includes 32 dwelling units located on 32 residential properties.

Sound attenuation improvements may include, but are not limited to, replacement of windows and exterior doors, finely detailed, field-executed finish carpentry, added insulation and improvements to add air conditioning, ventilation, and electrical systems.
The work will include the demolition and modification of existing construction to install new windows and doors and, in some cases, may require temporary weatherproof closures.

This project includes treatment for non-historic units. Contractors wishing to bid this Project must demonstrate a minimum of three (3) years successful experience in residential sound attenuation projects or a minimum of five (5) years successful experience in residential remodeling or renovation projects of equal scope.
A mandatory prebid conference will be held at 2:00 p.m. on November 1, 2012, in the Conference Room at the Quieter Home Program office located in the Liberty Station Complex at 2722 Truxtun Road, San Diego, California, 92106. At the end of the conference, there will be a mandatory visit to the job site to tour a small number of homes that are representational of the overall scope of the anticipated work. In accordance with the provisions of the California State Labor Code, the Airport Authority has obtained the general prevailing rate of wages (which rate includes employer payments for health and welfare, vacation, pension and similar purposes) applicable to the work to be done, for straight time, overtime, Saturday, Sunday and holiday work. All labor employed on this project shall be paid no less than such minimum rates of wages.

It is the practice of the Airport Authority that certified Disadvantaged Business Enterprises (DBEs) shall have the maximum opportunity to participate in the performance of Airport Authority contracts. Certified DBEs with qualifying experience are encouraged to respond to the request for proposals/bids/quotes, etc.

Bidder shall file the bonds as required by the Contract and Civil Code section 3247. The provisions of Public Contract Code section 22300 apply to this Contract.

Bidders are hereby notified that the successful Bidder will be required to provide insurance in accordance with Section 1C-6.1, “Contractor's Insurance,” of the General Conditions.

In the public interest, the Airport Authority reserves the right to reject any or all bids, or to waive any informality in a bid.
