As a property owner, tenant, or person who has requested notice, please be advised that the Civic San Diego ("CivicSD") Board of Directors will hold a hearing to either approve, conditionally approve or deny Centre City Development Permit/Planned Development Permit No. 2012-36 for the Lucia Nel Cielo Project: A proposal for a 21-story (240 foot tall) residential mixed-use towers containing 424 residential units, 3,370 square feet of retail/commercial space, and 470 parking spaces (5 levels of robotic parking above grade and 2 below grade parking levels). The project site is located on a 57,204 square feet parcel located on the block bounded by 17th and 16th street and F and G streets in the East Village Neighborhood of the Downtown Community Plan Area. Implementation of the project will require consideration of a Centre City Development Permit and Planned Development Permit to allow deviations to the street wall frontage requirements, the below grade parking requirements and structured facility standards of the Centre City Planned District Ordinance (CCPDO).

The decision of the CivicSD Board is final unless appealed to the City of San Diego Planning Commission. In order to appeal the decision you must be present at the public hearing and file a speaker slip concerning the application or have expressed interest by writing to the CivicSD Board before the close of the public hearing. The appeal must be made within ten (10) business days of the CivicSD Board decision. If the CivicSD Board decision is appealed, the decision made by the City of San Diego Planning Commission is the final decision.

This project is covered under the Final Environmental Impact Report (FEIR) for the Centre City Redevelopment Plan certified by the Agency on March 14, 2006 (Resolution R-04001), and subsequent addenda to the FEIR certified by the Agency on August 3, 2007 (Agency Resolution R-04193), April 21, 2010 (Agency Resolutions R-04508 and R-04510), and August 3, 2010 (Agency Resolution R-04544), in compliance with CEQA. The FEIR is a “Program EIR” prepared in compliance with State CEQA Guidelines Section 15168. An FEIR Consistency Determination will be prepared in accordance with CEQA and State and local guidelines. If the Consistency Determination determines that the environmental impacts of the proposed project were adequately addressed in the FEIR, and the proposed project is within the scope of the development program described in the FEIR no further environmental documentation will be required under CEQA.

If you wish to challenge either the CivicSD Board of Director's or the City's action on the above proceeding in court, you may be limited to addressing only those issues you or someone else have raised at the public hearing described in this notice, or written correspondence to CivicSD at or before the public hearing.

PLEASE BE ADVISED, the Governing Board of the Grossmont Union High School District will hold a public hearing on October 11, 2012. At the hearing, the Board will consider a proposal to retrofit all T-12 florescent lighting to an energy efficient T-8 or T-5 lighting. The current T-12 lighting will no longer be manufactured after December 31, 2012. In addition to the utility cost savings, SDG&E is offering an incentive rebate to perform this work by the end of this year.
The Governing Board will hold the hearing during its regularly scheduled meeting on October 11, 2012, beginning at 6:00 p.m., held at 924 East Main Street, El Cajon, CA. Members of the public are invited to attend the meeting if they desire to address this issue.
