Sealed bids, addressed to the City of La Mesa, 8130 Allison Avenue, La Mesa, California, will be received at the City Hall Information Counter until 2:00 p.m., Tuesday, October 28, 2003, at which time they will be publicly opened, for furnishing plant, labor, material, and equipment and performing all work required for:
Construction of Maryland Avenue Street Improvements in the City of La Mesa. Engineers Estimate for the project is between $40,000 and $50,000.
Funding for the street improvements will be provided through the State Safe Routes to School Grant Program. The project consists of construction of curb, gutter, sidewalk, neck-down, striping, and street widening.
Classification of valid contractor's license which the Prime Contractor must have at the time of bid and contract award: "A" . No bid will be awarded to a Contractor who is not licensed in accordance with the provisions of Chapter 9, Division 3 of the Business and Professions Code.
A pre-bid meeting is scheduled for 2:00 p.m., Tuesday, October 21, 2003 , in City Hall, 8130 Allison Ave., La Mesa, CA 91941.
Bids will be submitted in sealed envelopes upon the blank forms of proposal furnished by the City. See Information for Bidders and other contract documents for bidding procedure and other requirements of said bid.
The right is reserved by the City to reject any and all bids and to waive any irregularities or informalities in bids received. Plans, Specifications, Information for Bidders, Bid Bond form, Performance and Payment Bond forms, Standard and Special Conditions, and Form of Agreement may be secured from the office of the City Engineer, 8130 Allison Avenue, on payment of $ 50.00 (non-refundable), plus $ 10.00 if mailing is requested.
Bids shall be made in accordance with the prevailing hourly rate of per diem wages for this locality and project as determined by the Director of Industrial Relations pursuant to Labor Code Section 1770 et seq., a copy of which is on file with the City Engineer at 8130 Allison Avenue, La Mesa, in accordance with the provisions of Labor Code Section 1773.2, which prevailing hourly rate of wages is made a part of this notice by reference as though fully set forth herein.
The City Council of the City of La Mesa, in accordance with Title VI of the Civil Rights Act of 1964 (78 Stat. 252) and the Regulations of the Department of Commerce (15 C.F.R., Part 8), issued pursuant to such Act, hereby notifies all Bidders that it will affirmatively insure that the contract entered into pursuant to this advertisement will be awarded to the lowest responsible Bidder without discrimination on the grounds of race, color, or national origin.
All bids will be compared on the basis of the total Bid price.
The particular attention of prospective Bidders is hereby directed to the applicable sections in the specifications for full directions and requirements as to submittal of bids, bonds, insurance, and agreements.

NOTICE IS HEREBY GIVEN that Grossmont-Cuyamaca Community College District of San Diego County, California, acting by and through its Governing Board, hereinafter referred to as the District, will receive up to, but not later than 2:00 pm, October 23, 2003, sealed bids for the award of a contract for:
Project: C5103 Grossmont College Exterior Painting and Repair. And other such work as more fully described in the contract documents and supplemental exhibits. Bids shall be received in the Purchasing and Contracts office of the Grossmont-Cuyamaca Community College District, located at 8800 Grossmont College Drive, El Cajon, CA, 92020-1799 and shall be opened and publicly read aloud at the above-stated time and place. Each bid must conform and be responsive to the Contract Documents and all plans, specifications and any other documents pertaining to the Project, copies of which are now on file and may be obtained after October 6, 2003, at the Purchasing and Contracts office of Grossmont-Cuyamaca Community College District, located at 8800 Grossmont College Drive, El Cajon, CA 92020-1799.
A mandatory pre-bid meeting has been scheduled for 10:00 am, October 16, 2003, to review the Project's existing conditions. The pre-bid meeting will take place at the offices of Grossmont-Cuyamaca Community College District, District Office South, Conference Room 850 and 851, 8800 Grossmont College Drive, El Cajon, CA, 92020-1799. Representatives of the District, Program Manager, Architect and consulting engineers will be present to answer any questions bidders have regarding this Project. Bids will not be accepted from any bidder who did not attend the mandatory pre bid meeting. Only bidders attending the pre-bid meeting will receive any additional addenda that are issued. Each bid shall be accompanied by the security referred to in the Contract Documents, the non-collusion affidavit, the list of proposed subcontractors, and all additional documentation required by the Instructions to Bidders. The District reserves the right to reject any or all bids or to waive any irregularities or informalities in any bids or in the bidding.
The Director of Industrial Relations has determined the general prevailing rate of per diem wages in the locality in which this work is to be performed for each craft or type of worker needed to execute the Contract which will be awarded to the successful bidder. A copy of these rates shall be posted at the job site. It shall be mandatory upon the bidder to whom the Contract is awarded, and upon any subcontractor under him, to comply with all Labor Code provisions, which include, but are not limited to the payment of not less than the said specified rates to all workers employed by them in the execution of the Contract, employment of apprentices, hours of labor and debarment of contractors and subcontractors. Each bidder shall be a licensed contractor pursuant to the California Business and Professions Code and shall be licensed in the appropriate classification(s) of contractor's license(s), for the work bid upon, and must maintain the license throughout the duration of the Contract. License required for the respective bid numbers are as follows: C33. The District shall award the Contract for the Project to the bidder submitting the lowest bid as determined from the base bid and is deemed responsible by the District. NCTD Environmental Mitigation

Notice is hereby given that sealed bids will be received by the North San Diego County Transit Development Board ("NCTD") at the NCTD offices, 810 Mission Avenue, Oceanside, CA 92054, up to 11:00 A.M., Thursday, November 6, 2003 for three individual NCTD ENVIRONMENTAL MITIGATION PROJECTS.
Project description for the three individual Projects:?
Project 1. Val Sereno Wetlands Mitigation for Sprinter Project. Remove invasive exotic plants, grading, provide erosion control, irrigation and re-vegetate site with native plants, monitor and maintain exotic free for up to 5 years depending on speed of native re-growth. Hereinafter, this Project will be referred to as "Project 1".
Project 2. Del Mar Bluffs Mitigation - Exotic Plant Removal. Remove invasive exotic plants, provide erosion control, re-vegetate site and monitor and maintain exotic free for up to 3 years. Hereinafter, this Project will be referred to as "Project 2".?
Project 3. Bridge 259.6 Mitigation - Remove invasive exotic plants from site and monitor and maintain exotic free for up to 3 years. Hereinafter, this Project will be referred to as "Project 3".
NOTE:
The three Projects listed above will be awarded independently based on the lowest responsive and responsible bidder for each of the three Projects. Therefore, all three Projects theoretically could be awarded to one contractor, or awarded to two or three contractors depending on the bids that are received. The above Project descriptions are for general information only. The Technical Specifications in Section 7 and Contract Drawings provide a complete and detailed description of the scope of the three individual Projects.
Contractor's License:?
The successful bidder shall possess, at the time the contract for the Project is awarded, the following license classifications for each individual Project that Contractor bids:
Project 1. California Contractor's License Classification A and C-27 with a valid Pesticide Applicators License, and 5 years experience at exotic plant removal and native plant re-vegetation. ?
Project 2. California Contractor's License Classification A and C-27 with a valid Pesticide Applicators License, and 5 years experience at exotic plant removal and native plant re-vegetation. ?
Project 3. California Contractor's License Classification A and C-27 with a valid Pesticide Applicators License, and 5 years experience at exotic plant removal and native plant re-vegetation.?
Pursuant to California Public Contract Code section 20103.5, no bid submitted shall be invalidated by NCTD for failure of the bidder to be licensed in accordance with the laws of this state at the time of bid submittal. Failure of the successful bidder to obtain proper and adequate licensing for award of the contract for the Project shall constitute a failure to execute the contract, and shall result in the forfeiture of its Bid Security, as required herein.
This work is valued by NCTD to be within this cost range:
Project 1. $400,000 to $550,000.
Project 2. $100,000 to $150,000.
Project 3. $15,000 to $25,000.

Bidder's Security: All bids must be submitted shall be presented under sealed cover and shall be accompanied by bidder's security in the form specified in the General Instructions For Bidders portion of this IFB.
Pre-Bid Conference: ?Bidders are strongly encouraged to attend the Pre-bid Conference held at 9:00 a.m., Monday October 13, 2003 at the NCTD Office located at 311 Tremont Street, Oceanside, CA. Optional site visits will follow the Pre-bid Conference approximately as follows: Project 1. Val Sereno in Encinitas at 9:30 a.m. - 10:30 a.m.; Project 2. Del Mar Bluffs at 11:00 a.m. - 1:00 p.m.; and Project 3. Bridge 259.6 in Rose Canyon at 1:30 p.m. - 2:00 p.m.
Subcontract Limitations:? The successful bidder shall perform not less than thirty-five percent (35%) of the Work with its own forces without subcontracting. This requirement refers to the work whose value will not be less than thirty-five percent (35%) of the Contract Price.
Bid Opening Process:? Bids are required for the entire work described in the specifications for each individual Project that Contractors are bidding. Contractors can bid on all three Projects, or just one or two of them. The bids for the three individual Projects will be opened and bid prices will be read aloud at the time and place listed above unless amended by addendum. The bids for each individual Project will be evaluated and a report will be made to the NCTD Board of Directors at a regularly scheduled meeting following the final evaluation of the bids.
Basis for Award of Contract:?The basis for award of a contract will be the lowest priced responsive and responsible bidder per each individual Project complying with the Contract Documents, Technical Specifications and Contract Drawings, as determined from the Bid Price Forms in Section 10. ?As mentioned above, all three Projects theoretically could be awarded to one contractor, or awarded to two or three contractors depending on the bids that are received.?
Compliance with Labor Code Requirements/Prevailing Wages: ??It has been determined that the work herein described falls into the category of public works construction projects for Federal and State requirements. The successful bidder will be required to comply with all of the terms and conditions (including Federal and State General Prevailing Wage requirements) prescribed for contractors performing public works construction projects. The latest General Prevailing Wage determinations for crafts associated with public works construction projects shall apply. In all instances where Federal and State Prevailing Wages for a given craft differ, the higher Prevailing Wage shall be paid. It shall be mandatory upon the successful bidder and all subcontractors to pay not less than the said specified rates to all workers employed by them in the performance of this contract. Copies of the Prevailing Wage Rates are on file at the NCTD Contracts Department located at 810 Mission Avenue, Oceanside, CA and are available upon request. Requests must specifically state which prevailing wage rates are required.?
It shall also be mandatory upon the successful bidder and all subcontractors to comply with all other California Labor Code or Federal requirements, which include, but are not limited to, the employment of apprentices, hours of labor, retention of payroll records and debarment of contractors and subcontractors, to the extent applicable.
The successful bidder will be required to comply with all applicable Equal Employment Opportunity Laws and Regulations.
Bonds: The successful bidder will be required to furnish NCTD with Performance and Payment (Labor and Material) Bonds in an amount equal to 100% of the successful bid prior to execution of the contract for the Project. All bonds are to be secured from a surety company that meets all of the State of California Bonding requirements, as defined in California Code of Civil Procedure section 995.120, and is authorized by the State of California, and all documents required by California Code of Civil Procedure section 995.660, to the extent required by law.
