NOTICE OF PRELIMINARY DECISION
TO APPROVE A SOURCE OF AIR POLLUTION BY THE
SAN DIEGO AIR POLLUTION CONTROL DISTRICT
The San Diego County Air Pollution Control District hereby gives notice that in accordance with Rule 20.2 of the Districts Rules and Regulations, the Air Pollution Control Officer has made a preliminary decision to issue Authority to Construct to Orange Grove Energy LP for proposed installation of two natural gas fired simple cycle combustion turbines, one natural gas black start engine and a diesel fire pump engine to be located at 10300 Pala Road, San Diego, California.
A preliminary decision has been made to allow combined operation of both turbines for 6,400 hours per year, testing and maintenance operation of the black start engine for 52 hours per year, and testing and maintenance operation for the emergency standby engine for 50 hours per year.
An evaluation of the air pollution impacts of this proposal was performed by the District. Air quality impact analysis was conducted pursuant to District Rule 20.2. Results indicate that the operation of the equipment will not result in the violation of any State or Federal ambient air quality standard. It was determined that all the other applicable District Rules and Regulations will be met when the equipment complies with conditions prescribed by the District. Written comments concerning the Districts proposed action may be submitted to the Air Pollution Control District, 10124 Old Grove Road, San Diego, CA 92131, for a period of 30-days, commencing on October 9, 2008, and ending on November 7, 2008.
