PLEASE ACCEPT THIS AS A NOTICE TO INFORM YOU, as a property owner, tenant or interested citizen, that the Council of The City of San Diego, California will conduct a public hearing, as part of a scheduled City Council meeting, on the following project:
Matter of the appeal by David L. Clark of the decision of the Planning Commission denying an application for a Tentative Map, Coastal Development Permit, Hillside Review Permit and Variance (submitted under the Old Code) for a proposed lot split of a 1.49 acre property with an existing dwelling unit to remain and construction of a two story single family dwelling unit to total approximately 5,283 square feet of gross floor area to be located on the newly created 0.45 acre lot. The proposed Variance is for a residential structure to observe a six (6) foot setback where 20 feet is allowed within the front yard setback. The project site is located at 1301 Rhonda Drive, between Cabrillo Avenue and Mar Avenue, Zoned RS-1-4 (former R-1-10), Coastal Overlay Zone, Coastal Height Limitation Overlay Zone, Hillside Review Overlay and within the La Jolla Community Plan area.
The decision of the City Council is final.
COMMUNICATIONS
This item may begin at any time after the time specified. Any interested person may address the City Council to express support or opposition to this issue. Time allotted to each speaker is determined by the Chair and, in general, is limited to three (3) minutes; moreover, collective testimony by those in support or opposition shall be limited to no more than fifteen (15) minutes total per side.

A draft Negative Declaration has been prepared by the City of San Diego Land Development Review Division for the project listed below. Written comments regarding the adequacy of this Draft Mitigated Negative Declaration must be received by the Land Development Review Division at the address below by December 1, 2003. Alleghany #911: NEIGHBORHOOD USE PERMIT to construct, operate and maintain an unmanned, wireless communication facility to be installed on an existing San Diego Gas and Electric (SDG&E) utility pole, located within the right-of-way of Alleghany Street north of the intersection of Calle Serena and Alleghany Street. The existing utility pole is approximately 43 feet tall. The omni antennas are proposed to be positioned approximately 23 feet 6 inches from ground surface. Two omni antennas would be placed on a 10 foot long cable arm that is perpendicular to the existing utility pole. The omni antennas are 3 feet 6 inches in height. One GPS antenna is proposed to be located on the 10 foot cable arm. The existing light on the utility pole is located above the proposed 10 foot cable arm. The associated equipment would be located within an approximately 77 square foot enclosure to be installed below existing grade. The proposed equipment vault would not effect existing site surface conditions. One utility cabinet will be located above grade on the project site. The project site is located within the right-of-way of Alleghany Street, north of the intersection of Alleghany Street and Calle Serena. Applicant: Sprint.
This recommended finding that the project will not have a significant effect on the environment is based on an Environmental Initial Study conducted by the City. AT&T Soledad: NEIGHBORHOOD USE PERMIT to construct, operate and maintain an unmanned, wireless communication facility to be installed on two new light standards, replacing the existing light standards, located within the parking lot of an existing site currently improved with a church and associated church offices. The approximately 25 foot tall light standards would house three sectors of one panel antenna, for a total of six panel antennas on the project site. The associated equipment would be located within an approximately 200 square foot area with a seven foot high equipment enclosure. The proposed equipment enclosure would not effect existing site surface conditions. The equipment enclosure is proposed to be located near the church offices at the east end of the property. The project site is located at 6605 La Jolla Scenic Drive. Applicant: Velocitel / AT&T.

Applications are being accepted from emerging, local, small construction companies interested in participating in the (City of San Diego?s Mentor Prot?g? Program). The Mentor Prot?g? Program, in cooperation with the Associated General Contractors of San Diego, is a community-based effort involving leaders of major prime and subcontractor organizations, financial and bonding institutions, and several public agencies. The program is a deliberate effort to overcome barriers that typically inhibit or restrict the success of emerging construction companies and help these enterprises maximize their economic opportunities. The program is designed to produce a broad base of high quality, competitive and profitable construction companies through incremental improvement.
Selection is conducted through an application/interview process. To apply for participation, construction companies must meet the criteria listed below. Participation in the program begins only after the City of San Diego extends a formal offer of acceptance.
PARTICIPATION CRITERIA
? Company must be a construction prime or subcontractor desiring to perform public works.
? Company must have all appropriate licenses needed to perform.
? Company must be in good standing (current with federal/state taxes, worker?s compensation, etc.).
? Company must have been in business operating continuously for the past two (2) years.
? Company must be an emerging local small company as defined in the program guidelines.
? Company annual revenue must not be below $250,000, during the last three (3) years.
? Company must be willing to participate in accordance with the program rules, guidelines and processes for incremental growth and business success.
