NOTICE IS HEREBY GIVEN, that a meeting of the Commission is scheduled for 9:00 a.m., on December 1, 2008, in Room 302, County Administration Center, 1600 Pacific Highway, San Diego, to consider the above referenced proposal.
The subject territory includes approximately 1,210 acres and is located within the unincorporated community of Borrego Springs (Thos. Bros. Pg. 1079). Consolidation has been proposed by substantially similar resolutions of the two districts; the proposed expansion of the Borrego WD latent sewer power area, and the proposed activation of the Borrego WD's latent powers for park & recreation services, and latent powers for solid waste collection & disposal services, are proposed in order to provide continuity of the public services currently being provided within the Borrego Springs Park CSD service area following the proposed consolidation. State Law requires that this public hearing notice be published in a general circulation newspaper serving the affected area.

The facility includes a 62-foot tall lattice tower with 6 microwave dishes attached. Phase 4 Group 8 of the Quieter Home Program involves sound attenuation improvements for certain residences around San Diego International Airport. The project includes 15 dwelling units located on 14 residential properties.
Sound attenuation improvements may include, but are not be limited to, replacement of windows and exterior doors, adding storm windows, added insulation and improvements to add air conditioning, ventilation, and electrical systems.
The project may include special treatment for historically significant structures.
The work will include the demolition and modification of existing construction to install new windows and doors and, in some cases may require temporary weatherproof closures.
The magnitude of this work is in the range of $1,161,943.00. The bidder must possess a valid California State Contractors License, classification B at the time the contract is submitted.
Bids will be opened in public immediately following the time for receipt referenced above, in the PSA Conference Room at 2320 Stillwater Road, San Diego, California. No Bidder may withdraw a bid after the time and date set for bid opening.
A mandatory prebid conference will be conducted at 2:30 P.M. on November 19, 2008, in the PSA Room, at 2320 Stillwater Road, San Diego, California. At the end of the conference, a mandatory job site visit will be held or, if indicated in the Special Conditions, interested parties may make an appointment to visit the site. In accordance with the provisions of the California State Labor Code, the Airport Authority has obtained the general prevailing rate of wages (which rate includes employer payments for health and welfare, vacation, pension and similar purposes) applicable to the work to be done, for straight time, overtime, Saturday, Sunday and holiday work. All labor employed on this project shall be paid no less than such minimum rates of wages.
It is the practice of the Airport Authority that certified Disadvantaged Business Enterprises (DBEs) shall have the maximum opportunity to participate in the performance of Airport Authority contracts. Certified DBEs with qualifying experience are encouraged to respond to the request for proposals/bids/quotes, etc.
Bidder shall file the bonds as required by the Contract and Civil Code section 3247. The provisions of Public Contract Code section 22300 apply to this Contract.
