The City of San Diego is soliciting responses to a Request for Proposals (“RFP”) which describes an outstanding aviation development opportunity at Brown Field Airport in the Otay Mesa area of the City of San Diego. The site is approximately 10.7 acres at the west end of the exisiting ramp area. Development proposals may consist of any compatible, aeronautical real estate project on all or a portion of the site. Smaller proposals are welcome. Creative and capable developers or development teams are invited to submit sufficient information regarding their development expertise (including approaches to development, financial capability, and other relevant information) to enable the City to select a developer(s) for this important aviation development opportunity. FY2009 LAST CDBG
REPROGRAMMING HEARING

City Council will be holding the last CDBG Reprogramming Hearing for FY 2009. This hearing was originally scheduled for November 18, 2008. It has now been rescheduled to November 25, 2008. Check with the City Clerk's office for the scheduled time of the Hearing at (619) 441-1763.

The City of San Diego Defined Contribution Board is soliciting responses to a Request for Proposals (RFP) from qualified individual consultants or firms to provide Investment Consultant services for the City’s defined contributions plans.  The requirements and criteria are set forth in the RFP document.  The Investment Consultant provides direction to the Trustee Board with respect to the Supplemental Pension Savings Plans (SPSP) and 401(k) Plan.  A copy of the RFP may be obtained from the City of San Diego’s web site at www.sandiego.gov/city-clerk/officialdocs/notices/index.shtml under “Consultants”.  Contact information is in the RFP if there are any questions.  Closing date: December 8, 2008.

NEIGHBORHOOD STABILIZATION PROGRAM (NSP)
WITH A SUBSTANTIAL AMENDMENTS TO THE CITY'S
FY 2009 ANNUAL ACTION PLAN

NOTICE IS HEREBY GIVEN that a public hearing will be held on Tuesday, November 18, 2008 in the City of San Diego Council Chambers located at 202 C Street, 12th Floor, San Diego, CA 92101. The purpose of the hearing is to provide San Diego citizens with the opportunity to voice their opinions on and participate in one substantial amendment of the City's Annual Action Plan for fiscal year.
The Mayor and City Council will consider adopting the Neighborhood Stabilization Program (NSP) as a substantial amendment to the FY 2009 Annual Action Plan. The U.S. Department of Housing and Urban Development (HUD) developed the program under Title III of Division B of the Housing and Economic Recovery Act of 2008. These funds have been allocated to states and cities nationwide that have been affected by a high rate of foreclosures. The funds must be used in targeted areas of “greatest need” within the City of San Diego for the purpose of acquiring, rehabilitating and the re-sale of “foreclosed/abandoned” residential properties. As a grantee, the City is required to submit a plan to HUD for the use of NSP funds as a substantial amendment to the City's FY 2009 Annual Action Plan no later than December 1, 2008. The City's total NSP entitlement upon approval of the Plan is approximately $9.4M. Public input is welcome. Citizens may participate in written form prior to the public hearings or orally during the hearing. Written comments must be submitted to the City of San Diego, Economic Development Division, 1200 Third Avenue, Suite 1400, San Diego, CA 92101 no later than 5:00 p.m. on Monday, November 17, 2008.
