The City of San Diego Land Development Review Division has prepared a draft Mitigated Negative Declaration for the following project and is inviting your comments regarding the adequacy of the document. Your comments must be submitted by December 03, 2006 to be included in the final document considered by the decision-making authorities. Subject: 47th Street Self Storage. SITE DEVELOPMENT PERMIT / PLANNED DEVELOPMENT PERMIT and COMMUNITY PLAN AMENDMENT to construct a 206,155 square-foot self-storage building on a vacant 1.87 acre site. The proposal includes an community plan amendment to the Southeastern San Diego Community Plan to allow self-storage/mini-storage as an allowed use in the Specialized Commercial land use designation; and deviations for an increased floor-to-area ratio (2.0 where 0.5 is allowed), increased lot coverage (0.57 where 0.50 is allowed), and modified landscaping (tree distribution). The proposed project site is located at 930 47th Street, between Logan Avenue and Solola Avenue, in the Southeastern San Diego Planned District, and the Encanto neighborhood of the Southeastern San Diego Community Planning Area (Portion of Lot 61, Map 283).

Recommended Finding: The recommended finding that the project will not have a significant effect on the environment is based on an Initial Study and project revisions/conditions which now mitigate potentially significant environmental impacts in the following area(s): Paleontological Resources.
