NOTICE INVITING BIDS

Notice is hereby given that the Facilities Development Department of the San Diego County Regional Airport Authority (the “Airport Authority”) will receive sealed bids at 2320 Stillwater Road, San Diego, California, until 11:00 A.M. on December 1, 2008 for:

All questions shall be in writing and shall be directed towards the Contracts Representative. Questions will be received until 3:00 p.m. on November 19, 2008. Airport-wide 12kV Electrical Upgrades including a new12 kV Main Switchgear Building and a new 12kV duct bank, manhole and electrical power distribution system to Terminal 1 (T1), Terminal 2 East (T2E), Terminal 2 West (T2W) and the Central Utility Plant (CUP). The Work in Terminals T2W, T2E, and the CUP will require demolition of existing equipment and the installation of new 12kV equipment including coordination, planning, and phasing for cutovers of electrical service. The Work in T2W includes selective demolition and installation of concrete floor slab, finishes, HVAC, plumbing, electrical and fire protection systems. Additionally, this project includes new SDG&E duct bank and manholes on a portion of North Harbor Drive. Work includes coordination with SDG&E for their new services into the Main Switchgear Building and the coordination and phasing of the removal by SDG&E of their feeders and equipment.
The Work is located at San Diego International Airport, Lindbergh Field and in the streets and roadways fronting this airport.
The magnitude of this work is in the range of $13,800,000. The bidder must possess a valid California State Contractors License, classification A and C10 or B and C10 at the time the contract is submitted.
Bids will be opened in public immediately following the time for receipt referenced above, in the Tuskegee Conference Room at 3225 North Harbor Drive, San Diego, California. No Bidder may withdraw a bid after the time and date set for bid opening.
A mandatory Prebid Conference will be conducted at 1:30 P.M. on November 10, 2008, in the Emergency Operations Center at 3225 North Harbor Drive, San Diego, California. At the end of the conference, a project site walk thru will be conducted to visit the job site, as indicated in the Special Conditions 1D-10B. The Airport Authority's representative will be present at the Prebid Conference to receive questions. This will be the only job site tour given, please ensure your attendance. Failure to visit the job site shall be grounds for denial of claims for changed conditions.

In accordance with the provisions of the California State Labor Code, the Airport Authority has obtained the general prevailing rate of wages (which rate includes employer payments for health and welfare, vacation, pension and similar purposes) applicable to the work to be done, for straight time, overtime, Saturday, Sunday and holiday work. All labor employed on this project shall be paid no less than such minimum rates of wages.
It is the practice of the Airport Authority that certified Disadvantaged Business Enterprises (DBEs) shall have the maximum opportunity to participate in the performance of Airport Authority contracts. Certified DBEs with qualifying experience are encouraged to respond to the request for proposals/bids/quotes, etc.
Bidder shall file the bonds as required by the Contract and Civil Code Section 3247. The provisions of Public Contract Code Section 22300 apply to this Contract.
Bidders are hereby notified that the successful Bidder will be required to provide insurance in accordance with Section 1C-6.1, “Contractor's Insurance,” of the General Conditions. For work on the Airport Operations Area (AOA) as defined herein, the required limits of insurance coverage are increased for work performed on non-AOA projects and subject to the Airport Authority's Owner Controlled Insurance Program (see the applicable section of the General Conditions). The Contractor shall be required to provide insurance in addition to the Owner Controlled Insurance Program.
A Notification Regarding Environmental Conditions has been included as Appendix 6 in the project specifications. This notification will serve as the Airport Authority's disclosure regarding potential hazardous materials that may be encountered during grading, excavation, trenching, and/or other ground penetration.
In the public interest, the Airport Authority reserves the right to reject any or all bids, or to waive any informality in a bid.

NOTICE IS HEREBY GIVEN that the County of San Diego is holding an informational meeting to present our proposed Energy Retrofit Program that is part of our Strategic Energy Plan. The purpose of this meeting is to inform potential contractors of our scope of work and seek contractor feedback.
