Notice is hereby given that sealed bids will be received by the North County Transit District (“NCTD”) at the NCTD offices, 810 Mission Avenue, Oceanside, CA 92054, and publically opened at 2:00 P.M. on Wednesday, December 5, 2012 for the SOUTH COASTER FIBER PROJECT. Immediately after bid opening a “Record of Bid Opening” listing all bids will be emailed to all firms who requested a copy of the IFB.
Project Description:  Install approximately 43 miles of 24 and 72 single mode fiber optic cables, conduit systems and hand holes along the NCTD Coaster right-of-way (ROW).  Project location is between Oceanside Transit Center (Milepost 226.4) and BNSF Junction (Milepost 267.6) near the Santa Fe Depot in downtown San Diego. Approximately 12 miles of conduit will be installed between Miramar and CP Elvira which will require trenching.
NOTE:   The above descriptions are for general information.  The IFB Technical Specifications and Contract Drawings provide a complete and detailed description of the project scope.
Contractor’s License:  The successful bidder shall possess, at the time the contract for the Project is awarded, the California Contractor’s License Classification A.  Pursuant to California Public Contract Code section 20103.5, no bid submitted shall be invalidated by NCTD for failure of the bidder to be licensed in accordance with the laws of this state at the time of bid submittal.  Failure of the successful bidder to obtain proper and adequate licensing for award of the contract for the Project shall constitute a failure to execute the contract, and shall result in the forfeiture of its Bid Security, as required herein.
Required Contractor Experience: Contractor shall have 10,000 linear feet of fiber installation within the right of way of an active railroad and 5 years of horizontal directional drilling experience.

Pre-Bid Conference: Bidders are strongly encouraged to attend the Pre-bid Conference held on Wednesday, November 28, 2012 at 9:00 A.M. at NCTD’s PTC office located at 311 South Tremont Street, Oceanside, CA 92054.
Compliance with Labor Code Requirements/Prevailing Wages: It has been determined that the work herein described falls into the category of public works construction projects for Federal and State requirements.  The successful bidder will be required to comply with all of the terms and conditions (including Federal and State General Prevailing Wage requirements) prescribed for contractors performing public works construction projects.  The latest General Prevailing Wage determinations for crafts associated with public works construction projects shall apply.  In all instances where Federal and State Prevailing Wages for a given craft differ, the higher Prevailing Wage shall be paid.  It shall be mandatory upon the successful bidder and all subcontractors to pay not less than the said specified rates to all workers employed by them in the performance of this contract.  Federal Prevailing Wage Rates are available at; California State Prevailing Wages are available at
It shall also be mandatory upon the successful bidder and all subcontractors to comply with all other California Labor Code or Federal requirements, which include, but are not limited to, the employment of apprentices, hours of labor, retention of payroll records and debarment of contractors and subcontractors, to the extent applicable.
The successful bidder will be required to comply with all applicable Equal Employment Opportunity Laws and Regulations.
Work to be awarded under this IFB is funded in whole or in part by State of California bond proceeds. In accordance with Senate Bill X 2-9 and Assembly Bill 436, the Compliance Monitoring Unit (CMU) within the California Department of Labor Standards and Enforcement (DSLE) will monitor and enforce prevailing wage requirements on work performed under a contract awarded as a result of this IFB. As a requirement of a contract awarded as a result of this IFB, the Contractor must post a notice at the jobsite that the project is subject to CMU enforcement.
Bonds:  The successful bidder will be required to furnish NCTD with Performance and Payment (Labor and Material) Bonds in an amount equal to 100% of the successful bid prior to execution of the contract for the Project.  All bonds are to be secured from a surety company that meets all of the State of California Bonding requirements, as defined in California Code of Civil Procedure section 995.120, and is authorized by the State of California, and all documents required by California Code of Civil Procedure section 995.660, to the extent required by law.

A pre-bid meeting will be held on Wednesday, November 28, 2012, 9:00 a.m. at Cajon Valley Union School District, Purchasing Department, 225 Roanoke Road, El Cajon, CA 92020. All bidders are encouraged to attend.

Proposals shall be received in the Purchasing Department of the Cajon Valley Union School District located at 225 Roanoke Road, El Cajon, CA 92020 and shall be opened and publicly read aloud at the above stated time and place.
