The Southeastern Economic Development Corporation (SEDC) San Diego, CA - is a public non-profit corporation established by the City of San Diego and is responsible for all redevelopment activities occurring in the 7.2 mile area immediately east of downtown. SEDC is currently seeking a qualified Manager of Projects and Development to assist with the development and implementation of specific community redevelopment programs. The Manager of Projects and Development oversees and manages the daily operations of the Projects and Development Division. This individual must possess strong communication, written skills and have the ability to prepare and administer the division's budget.

The Manager of Projects and Development position requires a minimum of seven years as a Sr. Planner or Project Manager (with a minimum of five years as a supervisor). A Bachelor's degree in planning, public administration, architecture or closely related field is required. The salary for this position is $75,000 to $100,000 annually DOQ and the corporation offers a generous benefits package.

NOTICE INVITING BIDS

NOTICE IS HEREBY GIVEN that the Governing Board of the Grossmont Union High School District (“District”) is inviting prequalified contractors to submit sealed bids for the construction project described below.

GU-09.01.STSB Phase 3A New Construction: Science Building at Santana High School

PLACE FOR SUBMITTING BIDS:
Bids must be delivered to the District at the following location: Grossmont Union High School District Bond Trailer, 9600 _ Milden Street, La Mesa, CA, 91942
BID DEADLINE:
Bids must be delivered to and received by the District at the location specified above as the place for submitting bids not later than the date and time specified below, at which time the District will publicly open and read all bids. Any bid received by the District after the Bid Deadline shall be returned to the bidder unopened. Bids must be received by the District no later than the following Bid Deadline: December 17, 2008, at 2:00 p.m.
OBTAINING BID DOCUMENTS:
Prospective bidders may secure a set of bid documents as of November 18, 2008, for the Project(s) at Mayer Reprographics, 1065 University Avenue, San Diego, CA 92103. Information is available at Mayer.com; click on Projects Bidding. A $250.00 refundable deposit is required for each set of bid documents. Bid documents will be available for review only in the Bond Trailer at 9600 _ Milden Street, La Mesa, CA, 91942.
REQUIREMENTS FOR BID: Bids must be submitted on the Bid Form provided by the District and included in the bid documents. Each bid must strictly conform with and be responsive to this Notice Inviting Bids, the Instructions for Bidders, and other Contract Documents. The District reserves the right to reject any or all bids or to waive any irregularities or informalities in any bids or in the bidding. Except as provided in Public Contract Code Section 5100 et seq., no bidder may withdraw a bid for a period of sixty (60) calendar days after the opening of the bids.
DISABLED VETERANS: The District has adopted a goal for participation in the Project by disabled veteran business enterprises (DVBE) of three percent, per year, of the overall amount expended for the Project each year.
LABOR COMPLIANCE: This contract is subject to a Labor Compliance Program, as described in subdivision (b) of Section 1771.5 of the Labor Code. “Pursuant to Labor Code section 1771.7, the District implemented and shall enforce a Labor Compliance Program (LCP) approved by the Department of Industrial Relations on March 6, 2003, for this Project.”
REQUIRED BID SECURITY: Each bid must be submitted with security in an amount not less than ten percent (10%) of the maximum bid amount as a guarantee that the bidder will enter into the proposed contract, if awarded to the bidder, and will provide the performance and payment bonds, insurance certificates and other documents described in the Contract Documents. Such security must be in one of the following forms: (1) a cashier's check made payable to the District; (2) a certified check made payable to the District; or (3) a bond made payable to the District in the form set forth in the Contract Documents. Any bond must have been issued by a California-admitted surety as defined in Code of Civil Procedure Section 995.120.
REQUIRED CONTRACTOR LICENSE: The class(es) of California contractor's license(s) required in order to bid on and perform the contract for this Project is: B - General Contractor
MANDATORY PRE-BID CONFERENCE AND SITE VISIT:
The District will conduct a pre-bid conference and site visit on: Option 1) November 25, 2008, at 9:00 a.m. or Option 2) December 2, 2008, at 9:00 a.m. for the purpose of acquainting all prospective bidders with the bid documents and the work site. The pre-bid conference(s) will be conducted at the flagpole at Santana High School, 9915 N. Magnolia, Santee, CA 92071. Attendance is mandatory, and any bidder that does not will be disqualified from work on the Project.
DISTRICT STANDARDS: The District has made a finding that certain brand or trade names are necessary in order to maintain conformity among its campuses, compatibility with existing systems, and to streamline maintenance and parts storage. A copy of the resolution is incorporated in the bid documents under Specifications.
PERFORMANCE AND PAYMENT BONDS: The successful bidder will be required to provide both a performance bond and a separate payment bond, each in an amount equal to 100% of the total contract amount. The forms of the bonds are set forth in the Contract Documents and all bonds must be issued by a California-admitted surety as defined in California Code of Civil Procedure Section 995.120.
PREVAILING WAGES: The successful bidder and each of its subcontractors of any tier will be required to pay not less than the general prevailing rates of per-diem wages in the locality in which the work is to be performed for each craft or type of worker needed to execute the contract (“Prevailing Wages”).

The Southeastern Economic Development Corporation (SEDC) is a non-profit public benefit Corporation responsible for the redevelopment activities occurring in the 7.2 square mile area immediately east of downtown San Diego known as southeastern San Diego.
SEDC is seeking well-qualified corporate and municipal law firms or individuals to serve as corporate counsel for SEDC. The purpose of this Request for Qualifications (“RFQ”) is to identify qualified firms or individual which can provide SEDC with legal counsel and guidance regarding the laws and regulations affecting a non-profit public benefit corporation.
