Plans and specifications can be obtained from The City of San Diego's website: http://www.sandiego.gov/bids-contracts. A pre-bid meeting and/or pre-bid visit to the work site will be held, if indicated, at the time and place specified in the contract documents. Prospective bidders are encouraged to attend these sessions.

As a property owner, tenant, or person who has requested notice, you should know that the Planning Commission will hold a public hearing to recommend approval, conditional approval, or denial to the City Council of an amendment to Municipal Code Chapter 11, Article 3, Division 1; Chapter 12, Article 6, Division 3; Chapter 13, Article 1, Divisions 2 - 6; Chapter 14, Article 1, Division 6; and Chapter 15, Articles 1, 2, 3, 6, 14, 17, and 19; and the City's Local Coastal Program, all related to medical marijuana consumer cooperatives. The amendments would define a medical marijuana consumer cooperative, and establish a process by which medical marijuana consumer cooperatives could be permitted. The amendments would also establish the zones in which they would be allowed, as well as distance requirements from specified uses and other medical marijuana consumer cooperatives. The amendment is subject to City Council approval.

The decision to approve, conditionally approve, modify, or deny the proposed Medical Marijuana Consumer Cooperative amendment to the Municipal Code and Local Coastal Program will be made by the City Council at a future public hearing. A separate notice of public hearing will be provided 10 business days prior to the City Council hearing for this item.

The proposed Medical Marijuana Consumer Cooperative Ordinance and Local Coastal Program Amendment would apply within the Coastal Zone; therefore the City Council's decision requires amending the City's Local Coastal Program. As such, the final decision on the amendments to the Medical Marijuana Consumer Cooperative Ordinance within the Coastal Zone and associated Local Coastal Program amendment will be with the California Coastal Commission. The City of San Diego must submit the amendments to the Municipal Code as an amendment for certification to the California Coastal Commission. The ordinance will not be effective within the Coastal Overlay Zone until the Coastal Commission unconditionally certifies the amendment.

PUBLIC NOTICE: The City of San Diego as the Lead Agency has determined that the project described below will require the preparation of an Environmental Impact Report (EIR) in compliance with the California Environmental Quality Act (CEQA). This Notice of Preparation of a project EIR and Scoping Meeting was publicly noticed and distributed on November 19, 2013. SCOPING MEETING: A public scoping meeting will be held by the City of San Diego’s Development Services Department on Wednesday, December 4, 2013, beginning at 6:00 PM and running no later than 8:00 PM at the Mission Valley Branch Library located at 2123 Fenton Parkway, San Diego, CA 92108. Please note that depending on the number of attendees, the meeting could end earlier than 8:00 PM. COMMUNITY AREA: Mission Valley

PROJECT DESCRIPTION: SITE DEVELOPMENT PERMIT and a PLANNED DEVELOPMENT PERMIT to demolish existing structures (53,496 square feet) and on-site surface parking and construction of a mixed-use development (approximately 398,000 square feet gross floor area) consisting of residential, retail, and shopkeepers units in a “wrap design” within the Mission Valley Community Plan area. The project would range in height from two stories to five stories and would have a total of 291 residential units, 14 shopkeeper units, and 9,000 square feet of retail and commercial space. A total of 514 parking spaces would be provided in a six-story, above ground parking structure, in addition to 78 surface parking spaces, for a total of 592 parking spaces.

Access to the project site currently occurs from Camino del Rio North. Primary access to the project would occur via a new driveway off Camino del Arroyo in the northeast portion of the project. Entry to the parking structure would be provided from Camino del Arroyo and Camino del Rio North. An additional driveway would be provided off Camino de la Reina in the northwest corner of the project site. A fire lane would be provided along the western boundary of the project site.

The project site is located at 730 Camino del Rio North and is developed with commercial boat sales (Twin Anchor Boats and Yachts), car sales and storage, surface parking, and vehicle maintenance bays. Regional access to the site is provided by Interstate 8 (I-8), located immediately south of the project; SR-163, located approximately one-half-mile west of the project site; and I-805, located less than two miles east of the project site. East-west access to the site is via Camino del Rio North and Camino de la Reina; north-south access is provided from Camino del Arroyo. The site is zoned MV-CR (Mission Valley – Commercial Retail), Development Intensity District (DID) G and is designated Commercial Retail in the Mission Valley Community Plan.
