NOTICE OF PREPARATION
ENVIRONMENTAL IMPACT REPORT
October 17, 2005

NOTICE IS HEREBY GIVEN that the County of San Diego is requesting public input regarding the preparation of a Notice of Preparation for an Environmental Impact Report/Environmental Assessment for Redevelopment of 70-acre Parcel and Land Acquisition in accordance with the California Environmental Quality Act (CEQA) and National Environmental Policy Act (NEPA) for the following project. The proposed Notice of Preparation can be reviewed at the Department of Public Works, Environmental Services Unit, 5469 Kearny Villa Road, Suite 305, San Diego, California 92123-1152, the Santee Public Library, 9225 Carlton Hills #17, Santee, CA 92071, and the El Cajon Public Library, 201 East Douglas Avenue, El Cajon, CA 92020. Comments on this proposed Notice of Preparation must be sent to the DPW address listed above adding MS O385 to the street address line, and should reference the project name. If you wish to challenge the CountyÕs action on the following Notice of Preparation in court, you may be limited to raising only those issues, which you, or someone else, have raised in written correspondence.

Redevelopment of 70-acre Parcel and Land Acquisition (UJ4171):

The County proposes to allow for the redevelopment of the 70-acre parcel located to the north and west of the intersection of Bradley Avenue and Wing Boulevard in the City of El Cajon from non-aviation use to aviation use. This change in land use will allow for later aviation development by private developers in response to Requests for Proposals. Private developers will be responsible for completing the environmental review necessary for the approval of their projects. Future improvements to be completed by private developers may include: rectangular and T-hangar spaces, conventional hangar space, aircraft tie-downs, apron area, automobile parking, aircraft maintenance space, and aviation office and business space.
The project also involves the acquisition of property to meet Federal safety requirements. Federal Aviation Administration (FAA) Regulations indicate that the approach surface of the runways at Gillespie Field should be kept free of all obstructions. Control of the runway protection zones at the ends of the runways is essential to ensure unobstructed approach surfaces are maintained. Land acquisition is proposed to meet Federal safety standards for unobstructed approaches for runways 9L-27R and 17-35. The AssessorÕs Parcel Numbers that have been identified for proposed land acquisitions will be listed in the Environmental Impact Report/Environmental Assessment for Redevelopment of 70-acre Parcel and Land Acquisition. Where land acquisition is not necessary or infeasible, avigation easements to prevent obstructions in the flight surface and to allow for overflight may be acquired.
Comments on this proposed Notice of Preparation must be received no later than December 20, 2005 at 4:00 p.m. (a 60-day public review period). The County of San Diego, Owner, invites sealed bids for CONSTRUCTION OF SR 54/94 IMPROVEMENTS, (RFB 1075). Sealed bids will be received at the Office of Purchasing and Contracting, Lobby Front Desk, County Operations Center, 5555 Overland Avenue, Suite 1111 (Bldg 11), San Diego, California, 92123-2149, until 2:00 p.m. on December 20, 2005, at which time they will be publicly opened and read aloud. The Contractor shall possess, at the time of submitting the bid, a California contractor's license, Classification A, General Engineering Contractor. A Disabled Veterans Business Enterprise (DVBE) goal of three percent (3%) has been established for this project. Work to be Done consists in _general of the widening to six lanes of State Route 94 from 0.34 miles west of Jamacha Boulevard easterly to the intersection of State Route 54 and State Route 94 (approximately 0.87 miles) and the widening to six lanes of State Route 54 from Cuyamaca College Drive East easterly to Brabham Street (approximately 0.91 miles). The project includes earthwork, placing aggregate base, disintegrated granite, asphalt concrete base, asphalt concrete, asphalt concrete dike, pavement reinforcing fabric and rock slope protection, cold planing asphalt concrete pavement, placing reinforced concrete pipe, constructing concrete retaining wall, inlets, cleanouts, headwall, energy dissipater, drainage ditch, curb and gutter, sidewalk, curb ramps and stamped concrete median, constructing a reinforced concrete box culvert extension, constructing concrete barrier, installing linear radial gross solid removal devices, constructing a temporary timber sound wall, performing highway planting and plant establishment work and installing an irrigation system, constructing and modifying traffic signals, constructing street lights, constructing chain link, barbed wire and wood fencing, providing traffic control systems, including construction area signs and other traffic control devices, installing temporary Type K railing, placing painted and thermoplastic traffic stripe and pavement marking, preparing a storm water pollution prevention plan and implementing water pollution control measures. The cost of construction is estimated to be from $10,400,000 to $11,400,000. Contract Documents, including reduced Plans only, Specifications and Proposal Forms, may be examined or purchased for the sum of $71.00 per set at the County of San Diego, Department of Purchasing and Contracting, Cashier, at the address listed above. Full size plans are available for $68.00 per set. Full-size plans will not be sent to full-size plan holders when plans are revised and issued as addenda unless re-ordered. Only revised reduced plans will be issued as necessary with addenda. Full-size plans will contain only the revisions made to the plans at the time of issuance. Otherwise, there will be an additional cost of $5.00 for mail service for this report. The following storm water pollution prevention plan, titled "Storm Water Pollution Prevention Plan for SR-54/94 Improvement Project Phase 2 and 3", is available for review and/or purchase for $53 at the Department of Purchasing and Contracting, Cashier, at the address listed above. Mail service is available outside the 30-mile radius cited above at an additional cost of $8.00. A package of existing cross sections (16 sheets) used in the design of this project is available for review and/or purchase for a cost of $8.00 at the Department of Purchasing and Contracting, Cashier, at the address listed above. These cross sections are provided for informational purposes only, and are not part of this Contract. There will be no additional cost to mail cross sections if mailed with full-size plans, otherwise, there will be an additional cost of $5.00 for mail service.
