NOTICE IS HEREBY GIVEN of the availability of a draft of the proposed replacement housing plan for the Arbor Crest project for review and comment by the Project Area Committee of the North Park Redevelopment Project Area, other public agencies and the general public. The draft is available Monday through Friday, between the hours of 8:00 am and 5:00 pm, at 1200 3rd Avenue, 14th Floor, San Diego, California 92101. Comments regarding the draft replacement housing plan may be directed to the Redevelopment Division of the City Planning & Community Investment Department at the above address or by calling the North Park Redevelopment Project Manager at (619) 236-6269.
The Arbor Crest project is located at 3783 to 3825 Florida Street in the City of San Diego. The Redevelopment Agency of the City of San Diego will consider a resolution which would adopt the replacement housing plan for the Arbor Crest project at 2:00 on December 9, 2008 at 202 C Street, San Diego, California 92101.
At the meeting, you may appear and be heard or you may write to the Redevelopment Division of the City Planning & Community Investment Department at 1200 3rd Avenue, 14th Floor, San Diego, California 92101, in support of or in opposition to this matter. The City of San Diego Engineering & Capital Projects Department, in accordance with the National Flood Insurance Program regulation 65.7(b)(1), hereby gives notice of the City's intent to revise the floodplain and establish a floodway along Gonzales Canyon Creek, generally located between Old El Camino Real and a location approximately 1,850 feet east of Old El Camino Real. Specifically, the floodplain shall be revised from a point approximately 210 feet downstream of Old El Camino Real to a point approximately 2,140 feet upstream of Old El Camino Real. The floodway shall be established from Old El Camino Real to a point approximately 2,140 feet upstream of Old El Camino Real with a maximum width of approximately 100 feet at a point approximately 60 feet upstream of Old El Camino Real.

AN ORDINANCE AMENDING CHAPTER 2, ARTICLE 6, DIVISION 4 OF THE SAN DIEGO MUNICIPAL CODE BY AMENDING SECTIONS 26.0402, 26.0404, 26.0431, 26.0443, 26.0445, 26.0450, AND 26.0455, ALL RELATING TO THE ESTABLISHMENT OF THE ETHICS COMMISSION AND TO THE ETHICS COMMISSION'S INVESTIGATION AND ENFORCEMENT PROCEDURES.

This Ordinance makes changes to Chapter 2, Article 6, Division 4, of the San Diego Municipal Code, which contains the establishment and enforcement provisions applicable to the City's Ethics Commission.
If adopted, this Ordinance would amend Division 4 to require the Ethics Commission to elect its Chairperson in June instead of July; clarify that while serving on the Commission and for twelve months thereafter Ethics Commissioners are prohibited from seeking any elective city, state, or federal office; clarify and streamline the qualifications applicable to members of the Commission; establish procedures for Respondents at a Probable Cause Hearing to request that the hearing be open to the public and that such hearing may be bifurcated if multiple Respondents cannot agree on whether the hearing should be held in public; and clarify that a party's attorney may be served with documents by certified or overnight mail.
With regard to the issuance of subpoenas, this modifies the timeframe within which the Commission must rule on objections to subpoenas; and clarifies that the requirement to provide Respondents with a copy of issued subpoenas applies only to hearing subpoenas.
If adopted, this ordinance would take effect and be in force on the thirtieth day from and after its final passage.

NOTICE OF WATER RATE ADJUSTMENT

Section 67.0508 of the San Diego Municipal Code states that water rates shall be adjusted as necessary to proportionately compensate for any increase in the wholesale cost of water purchased by the City. Notice of such adjustment must be given to the Mayor and City Council by report and to the public by publication in the City's official newspaper on or before the thirtieth day prior to the effective date of the adjustment.
On November 17, 2009 the San Diego City Council held a public hearing to discuss the proposition of passing through the increases costs from CWA and generating funding for a proposed Indirect Potable Reuse Demonstration Project. On November 18, 2009, the San Diego City Council approved increasing the water rates in order to address increased costs from CWA and in order to generate funding for the Demonstration Project.
As a result of increased costs from CWA, San Diego water customers base fees, which is based upon meter size, will increase as follows: less than 1-inch: $0.20, 1-inch: $0.34, 1 _ -inch: $0.66, 2-inch: $1.06, 3-inch: $2.00, 4-inch: $3.34, 6-inch: $6.66, 8-inch: $10.66, 10-inch: 15.34, 12-inch: $28.66, 16-inch: $50.00. Commodity fees, fees based upon water usage, will increase by 8.50% for each hundred cubic feet (HCF) of water consumed for all customer classes. The typical single family residential customer uses 14 HCF (10,472 gallons) each month. A HCF of water equals approximately 748 gallons.
In addition to the rate increases due to CWA increased cost, commodity fees will increase by 3.08% for all customer classes in order to generate funding for the Demonstration Project.
Imposition of the new water rates effective January 1, 2009 will raise the bill of a single-family domestic customer using 14 HCF per month with a meter of less than 1-inch by approximately $4.43 to $57.31 per month for the water portion of their water bill.
