Sealed bids will be received at the Office of Purchasing and Contracting, at 5560 Overland Avenue, Ste. 270, San Diego, 92123, until 2:00 PM on November 26, 2013, at which time they will be publicly opened and read aloud. NOTICE, pursuant to State of California Health and Safety Code Section 44363, is hereby given of a public hearing on December 4, 2013, at 9:00 a.m., before the Air Pollution Control Board (Board) of the County of San Diego, in Room 310, County Administration Center, 1600 Pacific Highway, San Diego, California, for the purpose of discussing and receiving public comments on the 2012 Air Toxics "Hot Spots" Program Report for San Diego County.

The California Air Toxics "Hot Spots" Information and Assessment Act was enacted by the Legislature in 1987. It requires facilities to quantify emissions of toxic air contaminants, conduct a public health risk assessment for emissions of concern, and notify the affected public if there is a significant health risk. The Air Pollution Control District is the implementing agency for San Diego County and is required to publish an annual report summarizing program efforts and results. The Air Pollution Control Board will hold a public hearing on the report to discuss its findings. The report shows, based on estimates by the California Air Resources Board, that more than 62.8 million pounds of toxic air contaminants are emitted annually from mobile, area, and natural sources in San Diego County. The report also shows that industrial sources emit more than 1.5 million pounds annually in San Diego County.

Written comments on the report are invited. Comments may be submitted no later than one week before the hearing date, and should be addressed to:

Subject: Community Signs and Banners in the Public Right-of-Way

SUMMARY OF ORDINANCE: Amendments are proposed to be made to the off-premises sign regulations commencing at Section 6200 in the Zoning Ordinance to authorize the placement of special purpose off-premises signs within and in one instance immediately adjacent to County maintained road right-of-way within the unincorporated county. Newly authorized right-of-way sign types will include streets spanning banners, vertical pole mounted banners, directional wayfinding signs, community identification signs and neighborhood and business watch signs. Additional minor revisions to clarify existing requirements related to signage are proposed to be made to the Zoning Ordinance and Chapter 1, Division 1 of Title 5 of the County Code related to signs, marquees and awnings.

ENVIRONMENTAL REVIEW: A Negative Declaration (State Clearinghouse No. 2013071003) has been prepared for this project and is on file at the Department of Public Works.

PROJECT DESCRIPTION: The project is a Major Use Permit for an unmanned wireless telecommunications facility. The proposed project would consist of the installation of twelve panel antennas pipe mounted to the existing Ramona Municipal Water District's water tank. The equipment necessary to operate the facility would be located inside a new 11-foot, 6-inch x 16-foot prefabricated fiberbond equipment enclosure on a poured-in-place concrete pad. The height of the equipment enclosure would not exceed 10-feet in height. A 30kW emergency generator with a 150-gallon diesel tank on a concrete pad and containment curb would be enclosed within the new equipment enclosure. A 4-foot microwave dish antenna would be mounted on a separate support pole at the northwest corner of the equipment enclosure. The project will require the installation of an approximately 1,600-foot long utility trench for the routing of the electrical conduit from the existing water tank to a proposed meter pedestal at the foot of Barona Mesa Road.

LOCATION: The project is located at 23401 Calistoga Place and 23303 Barona Mesa Road in the Ramona Community Plan area, within unincorporated San Diego County (APN 288-070-18, 288-662-27).

ENVIRONMENTAL STATUS: A Mitigated Negative Declaration has been prepared for this project and is on file with Planning and Development Services as Environmental Review Number PDS2012-3910-12-14-001.

PROJECT/CASE NUMBERS: Altman Wireless Telecommunication Facility Major Use Permit, PDS2012-3300-12-012 (MUP); PDS2012-3910-12-02-004 (ER)

PROJECT DESCRIPTION: The applicant requests a Major Use Permit to construct, operate, and maintain an unmanned wireless telecommunication facility consisting of a 50-foot tall faux mono-pine with antennas and associated equipment. The proposed faux tree would house 12 antennas and one six-foot diameter microwave antenna. A concrete masonry unit (CMU) wall, approximately 508 square feet in size, would be constructed to enclose the associated equipment on the 20.3 acre parcel. The height of the CMU wall ranges from eight-foot eight-inches to nine-foot six-inches, due to variations in topography. The project is subject to the Semi-Rural General Plan Land Use Designation (SR-2), and is zoned Limited Agricultural (A70) which permits Wireless Telecommunication Facilities under the Tier 4 Classification with the approval of a Major Use Permit pursuant to Section 6985A of the Zoning Ordinance.

LOCATION: The project site is located at 10271 Lilac Ridge Road in the Valley Center Community Plan area, within unincorporated San Diego County (APN 129-200-11).

ENVIRONMENTAL STATUS: It is recommended that the project be exempt from environmental review pursuant to Section 15303 of the State California Environmental Quality Act Guidelines, because the telecommunication facility qualifies as “new, small facilities on structures”. A Notice of Exemption dated was prepared for the project and is on file with Planning & Development Services as Environmental Review Number PDS2012-3910-12-02-004.

The County of San Diego Department of Public Works invites qualified Consultants to submit a Statement of Qualifications (SOQ) to provide Material Inspection/Testing Service and Geotechnical Engineering Consulting on an As-Needed Basis For FHWA Funded Projects. Projects are public works and subject to prevailing wage requirements. Consultant will be required to provide material inspection and testing services during design and/or construction phase(s) of various projects. Consultant shall collect field samples and perform field and laboratory testing to verify conformance with project design and/or construction specifications. Report preparation, test summaries, and timely turnaround for test results are also required. The County may award up to two contracts from this Qualifications Based Selection. Awarded contracts shall not exceed $500,000 per year for a term of up to three (3) years each. Specific work will be assigned via task order.
