The San Diego Harbor Police, a division of the San Diego Unified Port District, in accordance with Section 526 of the Harbors and Navigation Code, hereby gives notice to destroy the following unclaimed/unregistered vessel:
?12' turquoise kayak - towed from Harbor Island West Lagoon per 523(a)(5) H&N
The vessel is stored at the Harbor Police Dock at 1401 Shelter Isl. Dr., S.D., CA 92106. Any person(s) having proof of ownership or a legal claim to the above listed vessel must contact the San Diego Harbor Police prior to November 30, 2003, at 3380 N. Notice is hereby given that the Purchasing Department, First Floor, of the San Diego Unified Port District will receive sealed bids at 3165 Pacific Highway, San Diego, California, until 2:00 P.M. on Friday the 5TH of December 2003 for:

MAINTENANCE PAINTING DISTRICT BUILDING, VARIOUS LOCATIONS

The work to be done consists of Bid Schedule "A", which include leaning, preparing, and painting the existing exterior and interior of District Building Nos. 131, 152, and 156 at the former Teledyne Ryan Site, 3025 N. Harbor Drive, San Diego, CA. as a first order of work under this maintenance painting contract. The work includes but is not limited to, cleaning and preparation for painting:
Exterior:
Walls, wood fascia and trim; metal trim and flashing; sliding, swinging doors, door frames and hardware; roof monitors; louvered vents; metal stair guardrails, stringers and handrails, roof access ladders, fall cages, gutters, downspouts, fire sprinkler, water and gas piping and electrical conduits including supports and other incidental related items of work, as shown on the drawing, and as specified in these Special Provisions.
Interior:
Exposed portions of exterior walls and roofs, wood plank and plywood and ply cord wall sheathing; wood ceiling; sliding and swinging doors; louvered vents and roof monitors; interior exposed wood studs, timber posts, roof joists and blocking; steel trusses, columns and clip angles; fire sprinkler, water, gas piping, electrical conduit and supports, and other incidental related items of work, as shown on the drawing, and as specified in these Special Provisions.

This contract also consists of Additive Bid Schedule "B" which includes painting of various District owned buildings located throughout Tidelands on an annual "ON CALL", and "as needed" basis. Contract work identified and performed under this bid schedule for each "ON CALL" location shall be limited to those building locations, which have a combined aggregate surface area equal to, or in excess of 5,000 square feet. The work includes, but is not limited to, cleaning and preparation for painting:
Exterior:
Walls, wood fascia and trim; metal trim, canopies, and flashing; sliding, rollup and swinging doors, door frames and hardware; roof monitors; louvered vents; metal stair guardrails, stringers and handrails, roof access ladders, fall cages, gutters, ownspouts, fire sprinkler, water and gas piping and electrical conduits
including supports. In addition, the work includes cleaning, preparing and painting of existing painted window frames and painted windowpanes where occurs, and other incidental related items of work, as shown on the drawing and as specified in these Special Provisions

Interior:
Exposed portions of exterior walls and roofs, wood plank and plywood wall sheathing; wood ceiling; sliding, rollup, and swinging doors; louvered vents and roof monitors; interior exposed wood studs, timber posts, roof joists and blocking; steel and wood trusses, columns and clip angles; fire sprinkler, water, gas piping, electrical conduit and supports. In addition, the work includes cleaning, preparing and painting of existing painted window frames and painted windowpanes where occurs, relocation of non attached office furniture to permit painting, protection of existing furniture and equipment, and other incidental related items of work, as shown on the drawing and as specified in these Special Provisions.
It is intended that the work be completed in every respect under the Contract, and such items or details not mentioned above that are required by the Contract documents shall be furnished, performed, placed, constructed, or installed by the Contractor. Painting includes surface preparation, prime coat (first coat), finish coats (second and third coats), inspection, cleaning, and touch-up of painted surfaces.
Furthermore, it is also the intent of this Contract that all items and surfaces which are normally painted and those that have been previously painted shall be included in this contract, whether or not said item or surface is specifically called out and included in the schedules and notes on the drawing, or specifically mentioned in these specifications.
The finish color of various surfaces to be painted will be provided to the Contractor for each building slated for painting. Color schematics for painting the existing interior and exterior of the District Building Nos. 131, 152, and 156 at the former Teledyne Ryan Site, 3025 N. Harbor Drive, San Diego, California, as a first order of work under this maintenance painting contract is indicated on the drawing. Actual paint colors shall match the ICI (Imperial Chemical Industries) color referenced thereon and the accepted color sample submittals. All other color schematics for buildings to be painted on an "as needed" basis under Additive Bid Schedule ?B?, will be determined on a case-by-case basis, and will be furnished to the Contractor prior to submission of his cost proposal for each building location selected by the Engineer.

The magnitude of this work is in the range of $500,000.00
Bids will be opened in public at or about that hour at 3165 Pacific Highway, San Diego, California, all as more particularly contained in Document No. 46669 on file in the office of the Clerk of the District. No Bidder may withdraw a bid after the date set for bid opening.
A MANDATORY prebid conference will be conducted at 10:00 A.M. on Wednesday November 19, 2003, in Conference Room 3 at the District Administration Building. A the end of the conference, interested parties may visit the job site or, if indicated in the Special Conditions, make an appointment to visit the site. The District?s representative will be present at the prebid conference to receive questions. An addendum will be issued, if necessary, to respond to questions raised. This will be the only job site tour given, please ensure your attendance. Failure to visit the job site shall be grounds for denial of claims for changed conditions.
Plans and specifications may be purchased for $10.00 per each set on or about November 5, 2003, during the hours of 8:30 a.m. to 11:30 a.m. and 1:30 p.m. to 4:00 p.m., Monday through Friday, excluding District holidays, from the Purchasing Department, San Diego Unified Port District, P.O. Box 120488, San Diego, CA 92112-0488, or picked up in person at 3165 Pacific Highway, San Diego, California, Telephone Number (619) 686-6320. Shipment of plans and specifications by Federal Express is available at Bidder?s expense. The purchase price and cost of shipment are not refundable. One set of plans and specifications will be made available by the District to local plan file services.
In accordance with the provisions of the California State Labor Code, the District has obtained the general prevailing rate of wages (which rate includes employer payments for health and welfare, vacation, pension and similar purposes) applicable to the work to be done, for straight time, overtime, Saturday, Sunday and holiday work. All labor employed on this project shall be paid no less than such minimum rates of wages. These wage rates are available for inspection at the office of the Equal Opportunity Management Department of the San Diego Unified Port District
It is the policy of the San Diego Unified Port District that certified Small Business Enterprises (SBEs) shall have the maximum opportunity to participate in the performance of District Contracts. The SBE participation goal for this proposal/bid/quote is zero (0%). Certified SBEs with qualifying experience are encouraged to respond to the request for proposals/bids/quotes, etc.
Bidder shall file the bonds as required by the Contract and Civil Code section 3247. The provisions of Public Contract Code section 22300 apply to this Contract.
Bidders are hereby notified that the successful Bidder will be required to provide insurance in accordance with Section 1C-6.1, "Contractor?s Insurance," of the General Conditions.
In the public interest, the District reserves the right to reject any or all bids, or to waive any informality in a bid.
