The County of San Diego, Owner, invites sealed bids for Central Avenue Drainage Improvements; Activity No. IC4001 (RFB 40097).
Sealed bids will be received at the Office of Purchasing and Contracting, Lobby Front Desk, Building 11, County Operations Center, 5555 Overland Avenue, San Diego, California, 92123, until 2:00 p.m. on December 18, 2003, at which time they will be publicly opened and read aloud. Contract Documents, including reduced Plans only, Specifications and Proposal Forms, may be examined or purchased for the sum of $16.00 (including tax) per set at the Office of Purchasing and Contracting, Cashier, Building 11 (MS032), County Operations Center, 5555 Overland Avenue, San Diego, CA 92123. Make check payable to County of San Diego; no refund will be made. Full size plans may be obtained at the Office of Purchasing and Contracting, referenced above, at an additional cost of $0.50 per sheet (including tax). Only complete sets of full-size plans will be sold. Full-size plans will contain only the revisions made to the plans at the time of issuance. Only revised reduced plans will be issued as necessary with addenda. Mail services for full size plans are available only to those prospective bidders outside a 30-mile radium of the County Operations Center at an additional cost of $3.50 per set. Contract documents will be available for review and/or purchase on Wednesday 11/26/03. The Contractor shall possess, at the time of submitting the bid, a California contractor's license, Classification A, General Engineering Contractor. Cost estimate is $150,000-$200,000. Bid security of no less than 10% required at time of bid. Successful bidder shall provide Payment and Performance Bonds for 100% of the contract amount. NOTICE IS HEREBY GIVEN that the Planning Commission of the County of San Diego will conduct a public hearing on an Appeal of a Minor Use Permit as follows:

PROJECT DESCRIPTION: This is an appeal by the Valle de Oro Planning Group of the Zoning Administrator?s decision of October 21, 2003, to approve the Minor Use Permit (ZAP 01-040) for a telecommunication facility. The proposal is to construct a telecommunication facility consisting of a 35-foot tall faux monocypress, which is designed to appear exactly like a live cypress tree. The antennas will be completely concealed inside the tree. The associated equipment will be located inside a nearby 230 square foot shelter. The facility will be unmanned and approximately one to two visits per month by a maintenance vehicle are anticipated. This telecommunication facility is classified as a Minor Impact Utility pursuant to Section 1355 of the Zoning Ordinance and pursuant to Section 2104b of the Zoning Ordinance; approval of a Minor Use Permit is required to locate within the RS4 Zone. The San Diego County General Plan designates the site as (5) Residential.
LOCATION: 3686 El Canto Drive in the Valle de Oro Community Planning Area.
ENVIRONMENTAL STATUS: A Negative Declaration dated June 12, 2003 and revised on August 26, 2003 has been prepared and is on file with DPLU as Environmental Review Number 01-19-010.

PROJECT DESCRIPTION: This is an appeal filed by the Rancho Santa Fe Association of the Zoning Administrator?s October 7, 2003 approval of Minor Use Permit ZAP 02-046 for a wireless communication facility. The application is for a Minor Use Permit to authorize the location and use of an unmanned wireless communications facility and associated equipment cabinets. The proposed facility will be situated within the County right-of-way on El Camino del Norte. The facility will consist of mounting 2 antennas and 1 GPS antenna to new 10-foot-wide cross arms located 29 feet and 9 inches above grade mounted to a replacement 44-foot tall SDG&E utility pole on the north side of El Camino del Norte. The underground equipment vault will be situated 8 feet back from the edge of pavement on the south side of El Camino Del Norte. The distribution cabinet will be situated above ground on a concrete pad 5 feet to the northwest of the replaced utility pole and surrounded by landscaping.
LOCATION: The project site is within the County right-of-way of El Camino del Norte in the San Dieguito Community Planning Area adjacent to Parcel 265-090-14-00. Surrounding land uses consist of single-family residences and vacant parcels ranging from 1.04 acre to 31.32 acres in size.
ENVIRONMENTAL STATUS: It is recommended that the proposal be determined to be exempt from further environmental analysis pursuant to Section 15301 of the California Environmental Quality Act Guidelines (Existing Facilities), because it consists of minor alteration of existing facilities involving negligible or no expansion of use beyond that existing at the time of the lead agency?s determination.
