PUBLIC NOTICE OF INTENT TO ADOPT A
NEGATIVE DECLARATION
for the
SYCUAN RESERVATION ANNEXATION TO
OTAY WATER DISTRICT

NOTICE IS HEREBY GIVEN that the Otay Water District (OWD) has completed a draft Negative Declaration (ND) for the Sycuan Reservation Annexation to the OWD (proposed project) in the County of San Diego, California.
The proposed project would expand the boundaries of OWD's imported water service and sewer service areas to include the 640-acre Original Sycuan Indian Reservation. Additional Sycuan properties would be transferred from the Padre Dam Municipal Water District's sewer service area to OWD's sewer service area. All such changes to special district boundaries require approval of the San Diego Local Agency Formation Commission (LAFCO). Extension of OWD imported water service beyond its current boundaries requires approval of the Metropolitan Water District of Southern California and the San Diego County Water Authority.
The project would provide the Sycuan Reservation access to a reliable municipal water supply and sewer service to complement its current on-reservation groundwater supply and sewer system. Sycuan would continue to conserve water and utilize the groundwater supply to the maximum extent practicable.
In compliance with the California Environmental Quality Act (CEQA), OWD conducted an initial study to investigate whether the proposed project could cause significant environmental effects. The proposed ND finds that the proposed project would cause no significant environmental effects. The ND is available for a 30-day public review period from December 1, 2008 through December 30, 2008. You are invited to review the document and submit written comments on the proposed ND by 5:00 pm, December 30, 2008 to the following:
