PLEASE ACCEPT THIS AS A NOTICE TO INFORM YOU, as a property owner, tenant or interested citizen, that the Council of The City of San Diego, California will conduct a public hearing, as part of a scheduled City Council meeting, on the following project:

Continental Street Public Right of Way Vacation to vacate two segments of unimproved Public Rights-of-Way on Parcel Lots 8 and 11 of the Brown Field Technology Park, north and south of the State Route (SR) 905 Freeway, located on Continental Street, north of Airway Road, south of Otay Mesa Road, and west of Britannia Boulevard.

This project was determined to be categorically exempt from the California Environmental Quality Act on July 18, 2014 and the opportunity to appeal that determination ended August 1, 2014.

The decision of the City Council is final.

COMMUNICATIONS
This item may begin at any time after the time specified. Any interested person may address the City Council to express support or opposition to this issue. Time allotted to each speaker is determined by the Chair and, in general, is limited to three (3) minutes; moreover, collective testimony by those in support or opposition shall be limited to no more than fifteen (15) minutes total per side.

NOTICE OF WATER RATE ADJUSTMENT

Section 67.0508 of the San Diego Municipal Code states that water rates shall be adjusted as necessary to proportionately compensate for any increase in the wholesale cost of water purchased by the City. Notice of such adjustment must be given to the Mayor and City Council by report and to the public by publication in the City's official newspaper on or before the thirtieth day prior to the effective date of the adjustment.
On June 26, 2014 the San Diego County Water Authority (CWA) voted to increase the rates it charges for imported water becoming effective January 1, 2015. These rates apply to all county water agencies, including the City of San Diego. CWA also enacted similar rate increases for 2012 and 2013, which were temporarily absorbed by the City. As the City is required to recover the costs for water purchases, the City must "pass through" these increased charges to its customers.
On November 21, 2013 the San Diego City Council held a public hearing to discuss the proposition of passing through the increased costs from CWA. At the November 21, 2013 public hearing, the San Diego City Council approved increasing the water rates for Calendar Years 2014 and 2015 in order to address increased costs from CWA for Calendar Years 2012 -2015. The 2015 approved rate increase, because it was unknown at the time, was set at a not-to-exceed amount of 7.5%
As a result of increased costs from CWA, San Diego water customers base fees, which are based upon meter size, will increase on January 1, 2015 as follows: less than 1-inch: $1.42, 1-inch: $1.92, 1 1/2-inch: $3.07, 2-inch: $4.50, 3-inch: $7.88, 4-inch: $12.68, 6-inch: $24.58, 8-inch: $38.94, 10-inch: $55.73, 12-inch: $103.50, 16-inch: $180.05. Commodity fees, fees based upon water usage, which were approved by Council to increase up to 7.5%, will in fact, increase by 7.06% for each hundred cubic feet (HCF) of water consumed for all customer classes.
The typical single family residential customer uses 12 HCF (about 9,000 gallons) each month. One HCF of water equals 748 gallons. Imposition of the new water rates effective January 1, 2015 will raise the bill of a single-family domestic customer using 12 HCF per month with a meter of less than 1-inch by approximately $4.71, from $66.09 to $70.80 per month for the water portion of their water bill. There is no increase proposed for the sewer portion of the bill.
Private Fire Service connections will also see an increase become effective on January 1, 2015. The monthly increases will be as follows: 1-inch: $0.18, 1.5-inch: $0.18, 2-inch: $0.27, 3-inch: $1.08, 4-inch: $1.38, 6-inch: $2.04, 8-inch: $2.88, 10-inch: $3.73, 12-inch: $4.45, 16-inch: $7.21, 20-inch: $8.98.
