Sealed bids will be received at the Office of Purchasing and Contracting, 5560 Overland Avenue, Suite 270, San Diego, California, 92123-1294, until 2:00 p.m. on December 18, 2014 at which time they will be publicly opened and read aloud. Contract documents including Plans, Specifications and Bid Forms are available for download at the County Buynet site: http://buynet.sdcounty.ca.gov. You must be registered at the site in order to download documents.

The Contractor shall possess, at the time of submitting the bid, a California contractor's license, Classification A, General Engineering Contractor. The cost of construction is estimated to be from $175,000 to $185,000. Bid security of no less than 10% required at time of bid. Successful bidder shall provide Payment and Performance Bonds for 100% of the contract amount. Prevailing Wage rates apply. NOTICE IS HEREBY GIVEN that the Planning Commission of the County of San Diego will conduct a public hearing on a Tentative Map as follows:
HEARING INFORMATION:

PROJECT/CASE NUMBER: Orchard Hills Tentative Map; PDS2012-3100-5570; PDS2012-3910-12-08-001
PROJECT DESCRIPTION: The applicant proposes a Tentative Map to subdivide 12.5 acres into 20 single-family residential lots. The site is currently vacant. Access would be provided by a public road connecting to Richland Road. The project would be served by sewer and imported water from the Vallecitos Water District. The project site is currently within the Vista Irrigation District and would require annexation into the Vallecitos Water District for water and sewer service. Total earthwork quantities are expected to be 30,000 cubic yards of cut and fill. The project includes the following off-site improvements: half-width improvements to Richland Road along the project frontage, including the installation of curb, gutter and sidewalk, and extending an existing sewer line approximately 600-feet from the intersection of Richland Road and Tuscany Avenue to the project site.
LOCATION: Northeast of Richland Road and Tide Way in the North County Metro Subregional Plan area, within unincorporated San Diego County (APNs 218-220-10 & 17).
ENVIRONMENTAL STATUS: It is recommended that the proposal be determined to be exempt from environmental review pursuant to Section 15183 of the State California Environmental Quality Act Guidelines, because the project is consistent with the development density established by the existing zoning, community plan and general plan for which an Environmental Impact Report (EIR) was certified.

PROJECT/CASE NUMBER: Aliso Canyon Tentative Map; PDS2014-TM-5589; PDS2014-ER-14-01-011; PDS2014-HLP-XX-XXX
PROJECT DESCRIPTION: The applicant proposes a Tentative Map to subdivide 30.7 acres into eight residential lots for single family development. The property is developed with an existing residential home, which would be retained. The project would also require a Draft Habitat Loss Permit (HLP) since Diegan coastal sage scrub (CSS) would be impacted, and the site is outside the Multiple Species Conservation Program (MSCP) boundary. A Biological Open Space Easement would be placed across Parcels 1, 2 and 7. Access to Lots 1, 2, 3 and 7 would be private driveways connecting directly to Pacifica Ranch Drive, which connects to Aliso Canyon Road. Access to Lots 3, 4, 5, 6 and 8 would be from a new private road easement, which connects to Pacifica Ranch Drive. Public Road right-of-way, SA 680, currently traverses the property along the northern and eastern boundary. This right-of-way was removed as a roadway from the General Plan in the early 1980s, but never deleted from maps. Therefore, SA 680 would be vacated prior to recordation of the Final Map. Recreational Trail easements would be added throughout the project site for hiking and equestrian use. Water would be provided by Olivenhain Municipal Water District, and sewer by the Rancho Santa Fe Community Services District. Earthwork would consist of a balanced cut and fill of 25,000 cubic yards of material.
LOCATION: 18531 Aliso Canyon Road, in the San Dieguito Community Plan area, within the unincorporated San Diego County. (APN 265-270-84)
ENVIRONMENTAL STATUS: It is recommended that the proposal be determined to be exempt from environmental review pursuant to Section 15183 of the State California Environmental Quality Act Guidelines, because the project is consistent with the County General Plan and will implement mitigation measures specified in the certified General Plan Update Environmental Impact Report.
