A public scoping meeting is to be held by the City of San Diego Land Development Review Division for the project listed below on January 21, 2004, from 6:00 PM to 8:00 PM at the Carmel Valley Library, 3919 Townsgate Drive, San Diego, CA, 92130-2584. Both verbal and written comments regarding the scope of the proposed Environmental Impact Report (EIR) will be accepted at the meeting. This notice was published in the SAN DIEGO DAILY TRANSCRIPT and distributed on December 10, 2003.

SUBJECT:Rancho Valley Farms: Planned Development Permit, Specific Plan, Vesting Tentative Map, Coastal Development Permit, Site Development Permit, and an MHPA boundary adjustment. The proposed project would include the construction of 22 single-family units on approximately 26 acres, active recreational open space on approximately 49.7 acres and MHPA open space on approximately 65 acres. The subject site is located south of San Dieguito Road and is bisected by El Camino Real within the North City West Future Urbanizing Area (Northwest Quarter of Section 7, Township 14 South, Range 3 West, San Bernardino Meridian, excepting therefrom that portion lying easterly of "Old Survey No. 33" per map 9751 and excepting therefrom that portion conveyed to the State of California recorded as File NO. 1995-0372517).

Based on the project submittal, it appears that the proposed project may result in significant environmental impacts in the following areas: Land Use, Landform Alteration/Visual Quality, Biological Resources, Agricultural Resources, Noise, Hydrology, Water Quality, Geologic Conditions, Mineral Resources, Paleontological Resources, Historical Resources, Transportation/Traffic Circulation, Air Quality, Hazardous Materials, Public Facilities and Services, and Water Conservation.

As a property owner, tenant, or person who has requested notice, please be advised that the Hearing Officer will hold a public hearing to approve, conditionally approve, or deny an application for Coastal Development Permit for an addition to a single family residence at 3855 Bayside Walk and demolish a residence at 3848 Bayside Walk in the R-N zone of Mission Beach Planned District in the Mission Beach Community Plan, Coastal Overly (appealable), Coastal Height Limit, Beach Parking Impact in Council District 2
The decision of the Hearing Officer is final unless appealed to the Planning Commission in order to appeal the decision you must be present at the public hearing and file a speaker slip concerning the application or have expressed interest by writing to the Hearing Officer before the close of the public hearing. To file an appeal to the Planning Commission contact staff at the Planning Department, 202 "C" St., Fifth Floor, San Diego, CA. The appeal must be made within 10 working days of the Hearing Officer's decision.
The decision made by the Planning Commission is the final decision by the City.
Appeals to the Coastal Commission must be filed with the Coastal Commission at 7575 Metropolitan Drive, Suite 103, San Diego, CA 92108. Phone (619) 767-2370. Appeals must be filed within 10 working days of the Coastal Commission receiving a Notice of Final Action from the City of San Diego, Development Services Department.
If you wish to challenge the City's action on the above proceedings in court, you may be limited to addressing only those issues you or someone else have raised at the public hearing described in this notice, or written in correspondence to the City at or before the public hearing. If you have any questions after reviewing this notice, you can call the City Project Manager listed above.

A pre-bid meeting and/or pre-bid visit to the work site will be held, if indicated, at the time and place specified in the contract documents. Prospective bidders are encouraged to attend these sessions.
