All Consulting Architects, Engineers, Specialty Designers, Construction Managers, Inspectors and Construction Specialists must be pre-qualified to participate in Public Works projects at San Diego State University. Prequalification will be for work solicited during the 2006 calendar year. This excludes Project Architects & Engineers, which are pre-qualified with the California State University, Chancellor's Office, CPDC.

NOTICE TO CONTRACTORS
NOTICE IS HEREBY GIVEN pursuant to California Education Code 81641 that Palomar Community College District of San Diego County, California, acting by and through its Governing Board, hereinafter referred to as the Owner, will receive up to, but not later than 2:00 p.m. on the 19th day of December 2005 bids for the award of a contract for:

North Wing Remodel
Bids shall be received in the office of Business Services (Room A-10) of Owner at 1140 West Mission Road, San Marcos, CA 92069, and shall be opened and publicly read aloud at the above-stated time and place.
Each bid shall conform and be responsive to the bid specifications and accompanying bid documents. Each bid shall be accompanied by bid security in the form of cash, or cashierÕs check, certified check, or bidderÕs bond executed by an admitted surety insurer, and made payable to the Palomar Community College District, in the face amount of Ten Percent (10%) of the Contract Price.
The Owner reserves the right pursuant to California Public 20651, to accept the lowest responsible competitive bid, or reject any or all bids, or to waiver any irregularities or informalities in the opening of bids. Owner is an equal opportunity employer. Pursuant to Public Contract Code Section 10126 (c)(2) the District declares that the following method shall be used to determine the lowest, responsive bidder on the project: lowest, total base bid.

All bidders shall be licensed and certified in the State of California as "B" General Contractor. The remodel project consists of HVAC, electrical, plumbing, T-bar ceiling, and minor carpentry work. All work needs to be completed by January 17, 2006.
A mandatory bidderÕs conference will be held on December 12, 2005 at 1:30 p.m. at the Palomar College Escondido Center, 1951 East Valley Parkway, Escondido, CA. Only those prospective bidders attending the conference/job walk will be permitted to bid. Those prospective bidders who do not attend the mandated pre-bid conference and submit a bid will be considered non-responsive. Any prospective bidders who wish to attend the pre-bid conference should call the Office of Contract Services, (760) 744-1150, ext. 2697 to confirm their attendance.
The Governing Board has obtained from the Director of the California Department of Industrial Relations a determination of the general prevailing rate of per diem wages and the general prevailing rate for legal holiday and overtime work in the locality in which said work is to be performed for each craft, classification, or type of worker needed. Not less than the determined rates shall be paid to all workers employed in the performance of the contract. Such rates of wages are on the file with the Department of Industrial Relations and in the office of the District and are available to any interested party upon request.
All bidders shall agree to obtain and maintain in full effect all required insurance with limits not less than the amounts indicated. Bidders who fail to comply with the insurance requirements of this contract may have their bids rejected as non-responsive at the election of the District.
The Governing Board of the District reserves the right to select the schedule(s) under which the bids are to be compared and contract(s) awarded, to reject any and all bids, and to waive any and all irregularities or defects in any bid. No bidder may withdraw his bid for a period of ninety (90) days after the date set for the opening of bids.
