Proposed De Minimis Port Master Plan Amendment
. The de minimis master plan amendment will be considered for adoption with or without modification by the Board of Port Commissioners at the May public hearing.
The proposed de minimis master plan amendment involves adding text to Table 11 of the Port Master Plan (PMP) regarding development on Broadway Pier to clarify that the general parameters of a cruise ship terminal building and public viewing and public access components are a project included in the PMP. Improvements to Broadway Pier are already listed on Table 11 (page 69) and PMP text (pages 63-64) establishes continued cruise ship use and development standards for a structure in the form of a floor area ratio (FAR) but does not specifically describe a cruise ship terminal. The proposed PMP Amendment would add text to the existing project listing on Table 11 number 4. (g) as underlined below:
4. NORTH EMBARCADERO REDEVELOPMENT:
(g) Broadway Pier cruise ship terminal (maximum 50-foot building height ) to cover no more than 50 percent of the pier, public events space, public recreation and viewing area, a public access corridor
along the southern side of the pier, and infrastructure improvements
This amendment is consistent with the criteria of a de minimis amendment to a PMP as set out in the California Coastal Act Section 30716. The redevelopment clarified in the proposed de minimis PMP Amendment was the subject of an Initial Study/Addendum to the North Embarcadero Alliance Visionary Plan Master Environmental Impact Report (Addendum). The Addendum was prepared pursuant to the California Environmental Quality Act and approved by the BPC in June 2007 (Resolution# 2007-126). At that time a Coastal Development Permit for the project was also approved and has since been issued for improvements to the pier and construction of a Cruise Ship Terminal building (CDP-2007-03).
The public, interested organizations, and government agencies are encouraged to submit testimony, statements and evidence relative to the plan amendment at the public hearing or in written form prior to the hearing.
