NOTICE IS HEREBY GIVEN, that a LAFCO conducting authority/protest hearing is scheduled for 10:00 a.m. on Friday, January 9, 2009, in Room 302, County Administration Center, 1600 Pacific Highway, San Diego, for the above referenced proposal.
The proposal was initiated by a resolution of the Borrego Water District (WD) and the Borrego Springs Park Community Services District (CSD). The reason for the proposal is as follows:
1. The consolidation will provide greater public accountability by eliminating one government entity (Borrego Springs Park CSD) and redundancy of governmental jurisdictions;
2. The consolidation will enhance regional planning and representation;
3. The consolidation will enhance service efficiency and reduce costs in administrative personnel, office expense, and contracted costs;
4. The consolidation is consistent with the determinations of the Borrego Valley Municipal Service Review and Sphere of Influence Update;
5. The consolidation will enhance legislative and regulatory representation; and
6. The consolidation will result in little perceptible change to and no interruption or degradation of service to the customers of either of the affected districts.
The proposal territory includes approximately 1,210 acres, and is located within the Borrego Valley Subregional area in northeastern San Diego County, north of SR-78; east of Di Giorgio Road; south of Palm Canyon Drive; and west of Borrego Valley Road (Thos. Bros. pg. 1079 A-C/3-6). A legal description of the exterior boundaries of the proposal territory as well as the terms and conditions approved by LAFCO are contained in the approving resolution and are available in the LAFCO office, located in Room 452 of the County Administration Center, 1600 Pacific Highway, San Diego, California.
At the hearing, the LAFCO Executive Officer shall hear and receive any oral or written protests, objections, or evidence that is made, presented, or filed. Written protest from landowners or registered voters residing in the proposal territory must be filed with the LAFCO Executive Officer prior to the conclusion of the protest proceedings. NOTICE OF AN EXTENSION OF TIME TO COMMENT ON
A PRELIMINARY DECISION TO APPROVE A
SOURCE OF AIR POLLUTION BY THE
SAN DIEGO AIR POLLUTION CONTROL DISTRICT

The San Diego County Air Pollution Control District hereby gives notice that it has extended the period of time to provide written comments on the Air Pollution Control Officer's preliminary decision to approve the Carlsbad Energy Center LLC's proposed development of the Carlsbad Energy Center Project (District Application Nos. 985745, 985747, and 985748) until January 5, 2009.
The Carlsbad Energy Center Project is a 558 megawatt combined cycled power plant consisting of two natural-gas-fired combustion turbine generators, each with a heat recovery steam generator and emission control equipment, and a diesel fire pump engine, to be located at 4600 Carlsbad Blvd., Carlsbad, California, on the same grounds as the existing Encina Power Station. Public notice of the preliminary decision to approve this project was provided on November 25, 2008, and the comment period was to have ended on December 24, 2008. The District is continuing to seek comments on this proposed permit action and written comments may be submitted through January 5, 2009. Comments postmarked on or before January 5, 2009, will be considered to have been submitted before the end of the comment period.

The District performed an evaluation of the air pollution impacts of this proposal and the equipment is expected to operate in compliance with all applicable District Rules and Regulations and all applicable federal requirements. The proposed permit incorporates conditions necessary to ensure compliance with all federal and District requirements.
The proposed permit would allow the new equipment to emit, potentially, a maximum of 72.76 tons per year of oxides of nitrogen, 339.9 tons per year of carbon monoxide, 25.0 tons per year of volatile organic compounds, 39.0 tons per year of particulate matter less than or equal to 10 microns in diameter, and 5.6 tons per year of oxides of sulfur. These emission increases would be partially offset by the retirement of three of the five existing utility boilers at the Encina Power Station.

SAN DIEGO INTERNATIONAL AIRPORT MASTER PLAN
NEAR TERM IMPROVEMENTS


PROPOSED ACTION: The San Diego County Regional Airport Authority (SDCRAA) proposes a number of projects at San Diego International Airport (SDIA) which comprise the Near Term Improvements for the SDIA Master Plan. SDCRAA has identified specific physical improvements to allow the Airport to effectively continue its mission of serving San Diego's commercial air transportation needs as forecasted through 2015. These Near Term Improvements include the following:
€ Expand existing Terminal Two West with 10 new jet gates
€Construct new aircraft parking and replacement of Remain-Over-Night aircraft
parking apron
€Construct new apron and aircraft taxilane
€Construct new second level road/curb and vehicle circulation serving Terminal Two
€Construct new parking structure and vehicle circulation serving Terminal Two
€Relocate and reconfigure SAN Park Pacific Highway
€Construct a new access road from Sassafras Street/Pacific Highway intersection
€Construct new general aviation facilities including access, terminal/hangars
and apron
€ Demolish the existing general aviation facilities
A Draft Environmental Assessment (EA) has been prepared to examine the environmental consequences of the proposed Near Term Improvements. The Federal Aviation Administration (FAA) is the lead agency under the National Environmental Policy Act (NEPA).
PURPOSE OF PUBLIC HEARING: The hearing will provide an opportunity for public and agency comment concerning the potential environmental effects of the Near Term Improvements identified in the Draft EA.
LIST OF POTENTIALLY AFFECTED ENVIRONMENTAL RESOURCES: The Draft EA examines 23 impact categories as required by FAA Order 5050.4B. The environmental resources that could be potentially affected by the Near Term Improvements are as follows:

NOTICE OF PRELIMINARY DECISION
BY THE SAN DIEGO COUNTY AIR POLLUTION CONTROL DISTRICT
OF RENEWAL OF A FEDERAL TITLE V OPERATING PERMIT

Notice is hereby given that, in accordance with Regulation XIV - Title V Operating Permits, of the San Diego County Air Pollution Control District's Rules and Regulations, the Air Pollution Control Officer has made a preliminary decision to take action on Application No. 984550 to renew a federal Title V Operating Permit. The renewal of this Title V Operating Permit will be issued to Otay Landfill Inc., for a solid waste landfill located at 4950 Otay Valley Rd., Chula Vista, CA (Permit to Operate No. 971227).
The proposed Title V Operating Permit incorporates conditions necessary to ensure compliance with all applicable federal and District requirements. The facility is currently operating in compliance with all applicable requirements.
The District is seeking comments on this proposed Title V Operating Permit. Written comments concerning the District's proposed action may be submitted for a period of 30 days commencing on December 19, 2008, and ending on January 20, 2009. NOTICE IS HEREBY GIVEN, that a LAFCO conducting authority/protest hearing is scheduled for 10:00 a.m., on Friday, January 9, 2009, in Room 302, County Administration Center, 1600 Pacific Highway, San Diego, for the above referenced proposal.
The annexation was initiated by a resolution of the Rural Fire Protection District (FPD). The reason for the proposal is to obtain fire protection services for a commercial travel center and adjacent territory currently surrounded by the Rural FPD and the Cities of San Diego and Chula Vista. Concurrent with annexation will be removal of the territory from the structural fire protection and emergency medical services boundary of County Service Area No. 135. Located east of San Ysidro in southern San Diego County, the subject territory encompasses 715± acres. A map and legal description of the exterior boundaries of the proposal area are contained in the approving resolution and are available in the LAFCO office, located in Room 452 of the County Administration Center, 1600 Pacific Highway, San Diego, California.

Phase 4 Group 7 of the Quieter Home Program involves sound attenuation improvements for certain residences around San Diego International Airport. The project includes 50 dwelling units located on 24 residential properties.
Sound attenuation improvements may include, but are not limited to, replacement of windows and exterior doors, added storm windows, added insulation and improvements to add air conditioning, ventilation, and electrical systems. The project may include special treatment for historically significant structures. The work will include the demolition and modification of existing construction to install new windows and doors and, in some cases, may require temporary weatherproof closures.
The magnitude of this work is in the range of $2,300,000. The bidder must possess a valid California State Contractors License, classification B at the time the contract is submitted.
Bids will be opened in public immediately following the time for receipt referenced above, in the Air Cal Conference Room at 2320 Stillwater Road, San Diego, California. No Bidder may withdraw a bid after the time and date set for bid opening.
A prebid conference will be conducted at ¬¬¬¬¬¬¬3:00 p.m. on December 18, 2008, in the PSA Conference Room at 2320 Stillwater Road, San Diego, California. At the end of the conference, interested parties may visit the job site or, if indicated in the Special Conditions, make an appointment to visit the site. The Airport Authority's representative will be present at the prebid conference to receive questions. This will be the only job site tour given, please ensure your attendance. Failure to visit the job site shall be grounds for denial of claims for changed conditions.

In accordance with the provisions of the California State Labor Code, the Airport Authority has obtained the general prevailing rate of wages (which rate includes employer payments for health and welfare, vacation, pension and similar purposes) applicable to the work to be done, for straight time, overtime, Saturday, Sunday and holiday work. All labor employed on this project shall be paid no less than such minimum rates of wages.
It is the practice of the Airport Authority that certified Disadvantaged Business Enterprises (DBEs) shall have the maximum opportunity to participate in the performance of Airport Authority contracts. Certified DBEs with qualifying experience are encouraged to respond to the request for proposals/bids/quotes, etc.
Bidder shall file the bonds as required by the Contract and Civil Code section 3247. The provisions of Public Contract Code section 22300 apply to this Contract.
Bidders are hereby notified that the successful Bidder will be required to provide insurance in accordance with Section 1C-6.1, “Contractor's Insurance,” of the General Conditions.
In the public interest, the Airport Authority reserves the right to reject any or all bids, or to waive any informality in a bid.
