AN ORDINANCE OF THE BOARD OF DIRECTORS OF THE SAN DIEGO COUNTY WATER AUTHORITY AMENDING ARTICLE 2, CHAPTERS 2.04, 2.08 AND 2.16 OF THE ADMINISTRATIVE CODE BY THE AMENDMENT OF SECTIONS 2.04.040, 2.08.040, 2.16.020, AND 2.16.070 TO MAKE TECHNICAL CHANGES CONSISTENT WITH PRIOR BOARD ACTIONS
This ordinance amends various provisions of the Water Authority Administrative Code governing Water Authority personnel. Sections 2.04.040 and 2.08.040, governing the annual review process for the General Manager and General Counsel are amended to reflect the elimination of the Executive Committee, a standing committee of the board of directors. As amended, these sections will provide for annual reviews by the entire board. Section 2.16.020 is amended to further specify those employment positions that are designated as special category employments within the Water AuthorityÕs personnel system. Section 2.16.070 is amended to reflect the Water AuthorityÕs bi-annual budget process.

RESOLUTION OF THE BOARD OF DIRECTORS OF THE SAN DIEGO COUNTY WATER AUTHORITY REQUESTING SETTING THE FEE TO BE PAID TO THE WATER AUTHORITY AS A CONDITION OF ANNEXATION
WHEREAS, by Resolution No. 2004-39, the Board of Directors revised the calculation methodology for annexations and increased the annexation fee to $2,581 per acre as a condition of annexation of property to the Water Authority; and
WHEREAS, on November 17, 2005, the Board of Directors received a report recommending an increase of fee imposed as a condition of annexation of property to the Water Authority; and
NOW, THEREFORE, IT IS HEREBY RESOLVED, DETERMINED AND ORDERED by the Board of Directors of the San Diego County Water Authority as follows:
1. As a condition of annexation of property to the Water Authority a fee in the amount of $2,929 for each acre or fractional portion of an acre, shall be paid to the Water Authority.
2. The annexation fee shall be in addition to any charge imposed to reimburse the Water Authority for the cost of processing an application for annexation.
3. This resolution shall be effective upon adoption.

NOTICE TO CONTRACTORS

The County of San Diego, Owner, invites sealed bids for SPRING VALLEY OUTFALL SEWER REHABILITATION, RFB 1061. Sealed bids will be received at the Office of Purchasing and Contracting, Lobby Front Desk, County Operations Center, 5555 Overland Ave, Ste 1111 (bldg 11), San Diego, CA 92123-2149, until 2 pm on Dec 21, 2005, at which time they will be publicly opened and read aloud. An inspection of the project construction area is scheduled for 10:00 a.m. on Dec 8. Contractors are to assemble at the entrance to the Purdue Water Treatment Plant at the southern end of Lakeview Avenue (Thomas Guide 1291-A5). Because of restricted site access, the inspection on December 8, 2005 will be the only opportunity during the bid period for Contractors to inspect the project construction area. The Contractor shall possess, at the time of submitting the bid, a California contractor's license, Classification A, General Engineering Contractor. Work to be Done consists in general of furnishing and erecting a two span, 180-foot long by 7-foot wide, prefabricated steel truss bridge and constructing a 30" ductile iron sewer line placed on pipe cradle supports on the bridge. The project includes earthwork, including rock excavation, constructing concrete abutment and bent footings and concrete stairs, furnishing and erecting prefabricated steel bridge bent, constructing manholes, placing a temporary sewer by-pass system, protecting existing utilities, constructing chain link fencing and cable railing, preparing a water pollution prevention program and implementing water pollution control measures. The project is located in the vicinity of La Presa. The cost of construction is estimated to be from $1,000,000 to $1,500,000. Contract Documents, including reduced Plans only, Specifications and Proposal Forms, may be examined or purchased for the sum of $21 (including tax) per set at the County of San Diego, Department of Purchasing and Contracting, Cashier, Building 11 (MS O32), County Operations Center, 5555 Overland Avenue, Suite 1111, San Diego, CA 92123. A set of full-size project plans (21 sheets) may be obtained at the Department of Purchasing and Contracting, referenced above, at an additional cost of $10.50 per set. Only complete sets of full-size plans will be sold. Full-size plans will not be sent to full-size plan holders when plans are revised and issued as addenda unless re-ordered. Only revised reduced plans will be issued as necessary with addenda. Full-size plans will contain only the revisions made to the plans at the time of issuance. All prices include tax. Make checks payable to County of San Diego; no refund will be made. Mail service is available only to those prospective bidders outside a 30 mile radius of the County Operations Center and at an additional cost of $5 per set of documents and $6 per set of full-size plans. A set of San Diego County Water Authority as-built plans (7 sheets) for the water lines impacted in this project will be provided to each purchaser of the Contract Documents at the time of purchase. This set of plans is provided for informational purposes only, and is not a part of this Contract. A package containing the following reports is available for review at the Department of Purchasing and Contracting, referenced above, and/or may be obtained for a cost of $6. This package is provided for informational purposes only, and is not part of this Contract. There will be no additional cost to mail this package if mail service is requested at the same time mail service is requested for the Contract Documents. Otherwise, there will be an additional cost of $6 for mail service for this package. Reports are, (1) Limited Geotechnical Evaluation Spring Valley Outfall Sewer Rehabilitation and Bridge Seismic Retrofit, Spring Valley, California, prepared by Ninyo and Moore, dated August 20, 2002 (45 pages), (2) Addendum Geotechnical Evaluation, Spring Valley Outfall Sewer Rehabilitation and Bridge, Spring Valley, California, prepared by Ninyo and Moore, dated June 9, 2004 (15 pages), (3) Evaluation of Rock Slope Stability, Spring Valley Outfall Sewer Unit No. 1 Outfall Bridge Upgrade, San Diego, California, prepared by Group Delta Consultants, Inc., dated October 15, 1986 (17 pages). Cross sections are not available for this project. NOTE: Contract documents will be available after 1 pm on Wed Nov 30. CONTACT CASHIER TO CONFIRM AVAIL. A Disabled Veterans Business Enterprise (DVBE) goal of three percent (3%) has been established for this project. Bid security of no less than 10% is required at time of bid.
