The San Diego County Water Authority (Water Authority), as the lead agency under the California Environmental Quality Act (CEQA), has prepared and plans to adopt a Mitigated Negative Declaration (MND) for the Pipeline 3 Relining Project - Sweetwater to Lower Otay Reservoir. This notice is intended to notify agencies and members of the public that may be interested in the project as to the availability of the MND, and the procedures for public review and comment on the MND. The pipeline to be rehabilitated extends from a point southwest of Proctor Valley Road near its junction with State Route 125, to the southeast through the communities of Bonita Meadows, Bonita Long Canyon, Eastlake, Eastlake Greens, Eastlake Business Center, and Otay Ranch and through a portion of Otay Ranch Preserve, before ending in Otay Lakes Regional Park at the southern end of Lower Otay Reservoir, in the City of Chula Vista and County of San Diego, California. Project Description:
The proposed project consists of rehabilitation of approximately 28,400 linear feet of existing Prestressed Concrete Cylinder Pipe (PCCP) along the existing Water Authority Pipeline 3. The proposed project would rehabilitate Pipeline 3 through installation of a steel liner into the existing PCCP along one contiguous segment of the pipeline. Seventeen temporary pipeline access portals would be constructed as part of the proposed project. While underground activities would occur along the entire reach of the pipeline alignment to be relined, above-ground disturbance activities would occur only at specified portal locations and staging areas. In addition to the planned portals, access to the pipelines also would take place through up to 10 existing manhole structures, blowoffs, pumping wells, and other structures (collectively known as access and ventilation areas) along the length of the project alignment. Probable Environmental Effects:
The MND identified potentially significant impacts to biological resources as well as environmental impacts from construction noise. Mitigation measures, as described in the MND, have been incorporated into the project that either eliminate the project's impacts or reduce them to less than significant levels. The proposed project is the construction of an access road that would connect the Otay Water District's (OWD) Regulatory Site to the terminus of a road serving the County of San Diego Sheriff's Station currently under construction and to a paved road that connects to State Route 94 (SR-94). The proposed alignment would generally occur along an existing unpaved road access road that extends to the Sheriff's Station site and an existing paved road that connects to SR-94. The access road would be 24-feet wide, would be paved with asphalt concrete, and would include 2-foot wide shoulders on each side of the road. The project will also include the construction of new storm water facilities which will convey stormwater from the surface of the access road extension along with the flows from the southern portion of the OWD Regulatory Site. The access road would be used by OWD staff vehicles as well as regional Fire District vehicles accessing the Heartland Regional Training Facility that is contained within the OWD Regulatory Site.
