A Mandatory pre-bid meeting has been scheduled for Friday at 2:00PM on 12/12/2008 to review the Project scope, bid requirements and the Project's existing conditions. Attendance at the pre-bid meeting is a perquisite for submitting a bid. The pre-bid meeting will take place at Southwest Middle School 2710 Iris Ave, San Diego CA 92154. NOTICE IS HEREBY GIVEN that SAN JACINTO UNIFIED SCHOOL DISTRICT of Riverside County, California, acting by and through its Governing Board, hereinafter referred to as the DISTRICT will receive sealed bids for the award of contract(s) for the following Single Prime Construction Bid Package (the “Bid Package”), which will be awarded for construction of the San Jacinto High School JV Softball Field Installation.

Bids will be received up to, but no later than 2:00 o'clock p.m., on the 16th day of December, 2008. Bids shall be received at the offices of the SAN JACINTO UNIFIED SCHOOL DISTRICT BOARD ROOM (entrance at South Parking Lot) located at 2045 SOUTH SAN JACINTO AVENUE, SAN JACINTO, CA 92583 and shall be opened and publicly read aloud at (or after) the above stated time and place.
Each bid must conform and be responsive to the contract documents, copies of which are now on file at HMC Architects, 3546 Concours Street, Ontario, CA 91764.
Bidders may obtain up to Four (4) sets of plans and specifications at the office of the Construction Manager, Barnhart, Inc., for a non-refundable fee of $25 per set, payable to “San Jacinto Unified School District”, company or cashiers checks only (no personal checks or cash will be accepted). For bidders wishing plans and specifications mailed to them, please add a non-refundable fee of $15 for each set for shipping and handling. Payment of this additional shipping fee can be combined with non-refundable plan fee or by separate payment payable to “San Jacinto Unified School District”. Bid sets will be available on Tuesday December 09, 2008 and can be picked up between the hours of 7:00 AM and 3:30 PM, Monday through Friday at the Barnhart, Inc. ONE NON-MANDATORY PRE-BID JOB-WALK will be held on Tuesday, December 09, 2008 at 9:00 A.M., at San Jacinto High School located at 500 Idyllwild Drive, San Jacinto, CA. The job walk will commence at the Tennis Courts located on Tiger Lane.
Each bid shall be accompanied by the bid security referred to in the contract documents, the non-collusion affidavit, the list of proposed subcontractors, and all additional documentation required by the Instructions to Bidders. The bid security referred to in the contract documents shall be in the form of a certified check or cashier's check or bid bond or cash, in an amount not less than ten percent (10%) of the total bid price, made payable to the “San Jacinto Unified School District” as a guarantee that the bidder, if its bid is accepted, will promptly execute the Agreement, furnish an acceptable Faithful Performance Bond in an amount not less than one hundred percent (100%) of the total bid price, furnish a Payment Bond in an amount not less than one hundred percent (100%) of the total bid price, and furnish certificates evidencing that the required insurance is in effect in the amounts set forth in the contract documents. In the event of failure to execute the Agreement and furnish the required documents, such bid security will be forfeited. The Faithful Performance Bond shall remain in full force and effect through the guarantee/warranty period as specified in the contract documents.
The District reserves the right to reject any or all bids or to waive any irregularities or informalities in any bids or in the bidding.
The Director of Industrial Relations has determined the general prevailing rate of per diem wages in the locality in which this work is to be performed for each craft or type of worker needed to execute the contract which will be awarded to the successful bidder, copies of which are on file and will be made available to any interested party upon request at the SAN JACINTO UNIFIED SCHOOL DISTRICT, 2045 South San Jacinto Avenue, San Jacinto, CA 92583. It shall be mandatory upon the Contractor to whom the contract is awarded, and upon any subcontractor under him, to pay not less than the said specified rates to all workers employed by them in the execution of the contract.
San Jacinto Unified School District has initiated and will enforce a Labor Compliance Program (“LCP”). Under this program, the District or its Third Party Administrator (“TPA”) in part, will review and audit payroll records to verify compliance with labor laws and shall have the right to withhold payments and enforce penalties for non-compliance. Labor Code 1770 et seq., requires payment of the general rate of per diem wages or the general rate of per diem wages for holiday and overtime work for any public works project over $25,000 when the project is for construction work, or over $15,000 when the project is for alternation, demolition, repair, or maintenance work.
This project is estimated to exceed $25,000, and therefore, is subject to District's LCP and enforcement by the District and its TPA.
Minority, women, and disabled veteran contractors are encouraged to submit bids. This bid is subject to Disabled Veteran Business Enterprise requirements.
Each bidder shall be a licensed contractor pursuant to the Business and Professions Code and shall be licensed in the appropriate classification for the work to be performed. Failure to possess the specified license or licenses shall render the bid non-responsive and shall act as a bar to the award of the contract to any bidder not possessing the specified license at the time of the award. More than one license may be required to perform the complete scope of work. The required license listed in this Notice Calling for Bids in no way relieves the Contractor from fulfillment of any legal requirement or licensing necessary for performance of his work.
No bidder shall withdraw his bid for a period of sixty (60) days after the date set for the opening of bids.
