REQUEST FOR STATEMENT OF QUALIFICATIONS

DESIGN-BUILD SERVICES FOR VARIOUS ELECTRICAL PROJECTS

The City of San Diego (City) is requesting Statements of Qualifications (SOQs) from highly qualified Design/Build Firms or Teams licensed to perform work in California to provide for the design and construction of VARIOUS ELECTRICAL PROJECTS.
Design/Build Teams are to be composed of Engineering Design and Construction Firms experienced in the recent past in design-build projects of similar size and complexity as the example projects identified in the RFQ. From this RFQ, a short list will be developed and utilized to select D/B firms to perform projects with at least 65% of the dollar volume of the project construction work.
LICENSE CLASSIFICATION. In accordance with the provisions of California Law, the successful construction entity must possess a valid Class "A" license at the time that a bid is ultimately submitted for this project. In addition, all contractors, including subcontractors will be required to secure a City of San Diego license for the work contemplated.
SELECTION PROCESS. Selection of the successful Design-Build Teams (D/B) will be a two-step process:
(1) Selection of the most qualified D/B Teams based on the criteria outlined in the RFQ.
(2) Selected firms will be requested to submit Proposals and a Firm Fixed Price Bids for the design and construction of VARIOUS ELECTRICAL PROJECTS.
SCHEDULE. The selection process is planned to be completed by February 26, 2004, at which time notification of the firms that have been shortlisted will be issued to the successful Design-Build Teams. Design and construction of facilities pursuant to this RFQ and the resultant shortlist will be for a one-year period with options for two additional one-year periods at the discretion of the City. Formal Request for Proposals for specific elements of work will be issued to the shortlisted firms during the aforementioned time period(s). Awards will be made pursuant to San Diego Municipal Code sections 22.3301 through 22.3309.
STATEMENTS OF QUALIFICATIONS. Statements of Qualifications (SOQ) are due no later than 12:00 Noon, local time, on January 30, 2004 and must be submitted in full accord with the RFQ which can be obtained from the Record Management Unit of the Metropolitan Wastewater Department at the following address or by calling (858) 292-6307 or after December 4, 2003. This RFQ does not commit the City to award a contract or to defray any costs incurred in the preparation of an SOQ pursuant to this RFQ. This ballot proposition asks whether the City may award contracts for the construction of public works using a combination of (1) design review and management services, and (2) construction and construction management services; procured from a single person or entity for a guaranteed maximum price pursuant to a process of competitive negotiation, provided the process of competitive negotiation is conducted as may otherwise be required by the City Charter or the San Diego Municipal Code.
If passed by two-thirds of the qualified voters of the City of San Diego voting at the March 2, 2004, Municipal Election, this ballot proposition will amend the City Charter by adding Section 94.4, Construction Manager at Risk Contracts.
On the ballot to be used at this Municipal Election there shall be printed substantially the following:
PROPOSITION ___. AMENDS THE CHARTER OF THE CITY OF SAN DIEGO BY ADDING SECTION 94.4, CONSTRUCTION MANAGER AT RISK CONTRACTS.
Shall the City Charter be amended to permit the award of public works construction contracts using a combination of (1) design review and management services, and (2) construction and construction management services; for a guaranteed maximum price pursuant to a process of competitive negotiation conducted as required by the Charter or Municipal Code? YES / NO
If passed by two-thirds of the qualified voters of the City of San Diego voting at the March 2, 2004, Municipal Election, this ballot proposition shall not take effect until July 1, 2004.
This Ordinance relating to elections takes effect on November 24, 2003, which is the date of its introduction and passage, pursuant to City Charter section 17.
Pursuant to Section 9295 of the California Elections Code, this measure will be available for public examination for no fewer than ten calendar days prior to being submitted for printing in the sample ballot. During the examination period, any voter registered in the City may seek a writ of mandate or an injunction requiring any or all of the measure to be amended or deleted. The examination period will end on the day that is 75 days prior to the date set for the election. The Clerk shall post notice in his office the specific dates that the examination period will run.
