NOTICE IS HEREBY GIVEN that the Board of Supervisors of the County of San Diego will conduct a public hearing on a proposed ordinance, as follows:
"AN ORDINANCE AMENDING SECTION 364.2, ADDING SECTIONS 459.2.1 AND 460.38, AND REPEALING SECTION 460.37 OF THE SAN DIEGO COUNTY ADMINISTRATIVE CODE AND AMENDING SECTION 71.408 OF THE SAN DIEGO COUNTY CODE OF REGULATORY ORDINANCES RELATED TO PUBLIC WORKS FEES AND DEPOSITS CHARGED FOR LAND DEVELOPMENT PROJECTS"

SUMMARY OF ORDINANCE: The proposed ordinance amends Sections 364.2, adds Sections 459.2.1 and 460.38 and repeals Section 460.37 of the San Diego County Administrative Code. Section 364.2 will be amended to adjust fees and deposits to allow for the full recovery of County costs to review private development and land use proposals. Section 460.37 will be deleted and incorporated into new Section 495.2.1. New Section 495.2.1 will establish deposits for the recovery of County costs to form assessment districts and manage district facilities. Section 460.38 will be added to establish ability to recover staff costs of building plan pre-submittal screening. Section 71.408 will be amended to allow for recovery of County engineering review and inspection services associated with construction of curb, gutter, sidewalks and other improvements in public right-of-way.
ENVIRONMENTAL REVIEW: It is recommended that the adoption of this Ordinance be determined to be exempt from environmental review under Sections 15273 and 15060(c) (3) of the State California Environmental Quality Act (CEQA) Guidelines.
GENERAL INFORMATION: A copy of the full text of the Ordinance is posted at the office of the Clerk of the Board of Supervisors, Room 402 of said Administration Center. PROJECT DESCRIPTION: The Department is proposing changes that were initiated as a part of the CountyÕs Business Process Reengineering in order to substantially reduce the processing time for discretionary permit applications. The proposed changes modify the procedures for preparing CEQA documents; expand the pre-application process for privately-initiated projects; require the development and maintenance of CEQA standards, including Guidelines for Determining Significance and report format requirements; modify County CounselÕs role in reviewing Environmental Impact Reports; and change the process for placement on and administration of the CountyÕs CEQA Consultant List. No changes in regulations affecting the physical design, density or intensity of development are proposed as part of this project. Implementation of the project will require revisions to the San Diego County CEQA Guidelines and Board of Supervisors Policy I-119.

The County of San Diego, Owner, invites sealed bids for SPRING VALLEY OUTFALL SEWER REHABILITATION, RFB 1061. Sealed bids will be received at the Office of Purchasing and Contracting, Lobby Front Desk, County Operations Center, 5555 Overland Ave, Ste 1111 (bldg 11), San Diego, CA 92123-2149, until 2 pm on Dec 21, 2005, at which time they will be publicly opened and read aloud. An inspection of the project construction area is scheduled for 10:00 a.m. on Dec 8. Contractors are to assemble at the entrance to the Purdue Water Treatment Plant at the southern end of Lakeview Avenue (Thomas Guide 1291-A5). Because of restricted site access, the inspection on December 8, 2005 will be the only opportunity during the bid period for Contractors to inspect the project construction area. The Contractor shall possess, at the time of submitting the bid, a California contractor's license, Classification A, General Engineering Contractor. Work to be Done consists in general of furnishing and erecting a two span, 180-foot long by 7-foot wide, prefabricated steel truss bridge and constructing a 30" ductile iron sewer line placed on pipe cradle supports on the bridge. The project includes earthwork, including rock excavation, constructing concrete abutment and bent footings and concrete stairs, furnishing and erecting prefabricated steel bridge bent, constructing manholes, placing a temporary sewer by-pass system, protecting existing utilities, constructing chain link fencing and cable railing, preparing a water pollution prevention program and implementing water pollution control measures. The project is located in the vicinity of La Presa. The cost of construction is estimated to be from $1,000,000 to $1,500,000. PROJECT DESCRIPTION: The project proposes a Zone Reclassification and a Major Subdivision in the North County Metropolitan Subregional Plan area. The Zone Reclassification proposes changing the building type from "C" which allows single-family residences on a single lot to "M" which allows a variety of housing types including detached homes on a single-condominium lot in order to accommodate nine detached homes on a single condominium lot. A five-foot high noise barrier is also included in the projectÕs design. The Major Subdivision is required for the division of 2.14 acres into nine detached homes on a single condominium lot. The site is subject to the (6) Residential Land Use Designation and the RS4 Single-Family Residential Use Regulations with minimum lot size of 10,000 square feet.
LOCATION: The project site is located on the north side of Woodland Avenue, approximately 350 feet west of the intersection of South Santa Fe Avenue and Woodland Drive.
