CERTIFIED LOCAL GOVERNMENT (CLG) ANNUAL REPORT
Description
:
Every year, each the State Office of Historic Preservation (OHP) requires that Certified Local Governments (CLG) prepare and submit a summary of all activity conducted during the fiscal year October 1 to September 30. Staff has prepared this report and sent copies to all board members for review. The report will be discussed at the meeting, and action taken to recommend approval or to recommend approval with revisions.
The following DISCUSSION items have been placed on the agenda:
CLG Grant: Julian Historic District: Now that the Board of Supervisors has approved the CLG grant, staff has prepared a Request for Proposal document that will soon be sent out. Staff will discuss the County's process for reviewing the response to the RFP's and the selection process.
PRESENTATION: David Lewis, civil engineering designer in Julian and author of: “Last Known Address”, a book about the Julian Cemetery. David Lewis is the fourth of five generations of my family to live in Julian. In addition to working as a civil engineering designer in Julian, Mr. Lewis also works part time for the South Coastal Information Center creating maps and drawings for the Nate Harrison and Whaley House site investigations under Dr. Seth Mallios. In February 1999 his cousin was killed by a drunk driver. While preparing to dig his grave, he became aware of the fact that little or no monumentation existed within the Julian Cemetery to position grave sites. Using surveying skills to place monuments within the cemetery and because there was no map of the cemetery, Mr. Lewis proceeded to create one. It was at this time that he realized how little was known about the cemetery and began research. After nine years (about 9000 hours) he created a map of the cemetery, compiled a database for the historic section, and wrote his book.

The County of San Diego, Owner, invites sealed bids for CONSTRUCTION OF THE FORMER ALPINE II BURN DUMP MITIGATION PLAN; PROJECT No. 1003344; (BID No. 3467).
Sealed bids will be received at the Office of Purchasing and Contracting, 10089 Willow Creek Road, Suite 150, San Diego, California, 92131, until 2:00 p.m. on DECEMBER 18, 2008, at which time they will be publicly opened and read aloud. A site inspection of the construction area at the Former Alpine II Burn Dump site is scheduled for 9:30 a.m. on Thursday, December 4th, 2008. Contractors are to assemble at the site entrance, located on Chocolate Summit Drive, approximately 0.6 miles east of Dunbar Lane, in the vicinity of Alpine (Thomas Guide 1233, F3). SAN DIEGO INTERNATIONAL AIRPORT MASTER PLAN
NEAR TERM IMPROVEMENTS


PROPOSED ACTION: The San Diego County Regional Airport Authority (SDCRAA) proposes a number of projects at San Diego International Airport (SDIA) which comprise the Near Term Improvements for the SDIA Master Plan. SDCRAA has identified specific physical improvements to allow the Airport to effectively continue its mission of serving San Diego's commercial air transportation needs as forecasted through 2015. These Near Term Improvements include the following:
€ Expand existing Terminal Two West with 10 new jet gates
€Construct new aircraft parking and replacement of Remain-Over-Night aircraft parking apron
€Construct new apron and aircraft taxilane
€Construct new second level road/curb and vehicle circulation serving Terminal Two
€Construct new parking structure and vehicle circulation serving Terminal Two
€Relocate and reconfigure SAN Park Pacific Highway
€Construct a new access road from Sassafras Street/Pacific Highway intersection
€Construct new general aviation facilities including access, terminal/hangars and apron
€ Demolish the existing general aviation facilities
A Draft Environmental Assessment (EA) has been prepared to examine the environmental consequences of the proposed Near Term Improvements. The Federal Aviation Administration (FAA) is the lead agency under the National Environmental Policy Act (NEPA).
PURPOSE OF PUBLIC HEARING: The hearing will provide an opportunity for public and agency comment concerning the potential environmental effects of the Near Term Improvements identified in the Draft EA.
LIST OF POTENTIALLY AFFECTED ENVIRONMENTAL RESOURCES: The Draft EA examines 23 impact categories as required by FAA Order 5050.4B. The environmental resources that could be potentially affected by the Near Term Improvements are as follows:

Phase 4 Group 7 of the Quieter Home Program involves sound attenuation improvements for certain residences around San Diego International Airport. The project includes 50 dwelling units located on 24 residential properties.
Sound attenuation improvements may include, but are not limited to, replacement of windows and exterior doors, added storm windows, added insulation and improvements to add air conditioning, ventilation, and electrical systems. The project may include special treatment for historically significant structures. The work will include the demolition and modification of existing construction to install new windows and doors and, in some cases, may require temporary weatherproof closures.
The magnitude of this work is in the range of $2,300,000. The bidder must possess a valid California State Contractors License, classification B at the time the contract is submitted.
Bids will be opened in public immediately following the time for receipt referenced above, in the Air Cal Conference Room at 2320 Stillwater Road, San Diego, California. No Bidder may withdraw a bid after the time and date set for bid opening.
A prebid conference will be conducted at ¬¬¬¬¬¬¬3:00 p.m. on December 18, 2008, in the PSA Conference Room at 2320 Stillwater Road, San Diego, California. At the end of the conference, interested parties may visit the job site or, if indicated in the Special Conditions, make an appointment to visit the site. The Airport Authority's representative will be present at the prebid conference to receive questions. This will be the only job site tour given, please ensure your attendance. Failure to visit the job site shall be grounds for denial of claims for changed conditions.

In accordance with the provisions of the California State Labor Code, the Airport Authority has obtained the general prevailing rate of wages (which rate includes employer payments for health and welfare, vacation, pension and similar purposes) applicable to the work to be done, for straight time, overtime, Saturday, Sunday and holiday work. All labor employed on this project shall be paid no less than such minimum rates of wages.
It is the practice of the Airport Authority that certified Disadvantaged Business Enterprises (DBEs) shall have the maximum opportunity to participate in the performance of Airport Authority contracts. Certified DBEs with qualifying experience are encouraged to respond to the request for proposals/bids/quotes, etc.
Bidder shall file the bonds as required by the Contract and Civil Code section 3247. The provisions of Public Contract Code section 22300 apply to this Contract.
Bidders are hereby notified that the successful Bidder will be required to provide insurance in accordance with Section 1C-6.1, “Contractor's Insurance,” of the General Conditions.
