As a nearby property owner, or person who has requested notice, you are hereby notified that the Civic San Diego (“CivicSD”) Board of Directors (“Board”) will hold a hearing to either approve, conditionally approve, or deny an Amendment to Centre City Planned Development Permit No. 2006-61 for the 13th and C Project
. The previously approved project was a mixed-use development consisting of 108 residential units, approximately 9,000 square feet of retail space, and 120 subterranean parking spaces within two six-story (65-foot tall) buildings located on a 30,000 square-foot parcel along the south side of C Street between Park Boulevard and 13th Street in the East Village neighborhood of the Downtown Community Plan Area. The proposed Amendment would allow an increase in dwelling units from 108 to 117. The amendment also proposes alterations to the façade of the buildings and a reconfiguration and expansion of the subterranean parking adjacent to Park Boulevard and 13th Street with a proposed encroachment into the public right-of-way. If approved, the amendment would allow development of 117 residential units, approximately 9,200 square feet of commercial space in two six-story buildings with 142 parking spaces in two subterranean levels. The Project is located along an active seismic fault and requires a number of deviations including a reduction in the minimum Floor Area Ratio (FAR) required, a reduction in the percentage of active commercial space required along both 13th Street and C Street, reduction of a 25-foot stepback along 13th Street, reduction in the minimum off-street loading bay dimensions, and a reduction in the required depth of commercial-space depth along 13th Street. In order to appeal the decision you must be present at the public hearing and file a speaker's slip concerning the application or have expressed interest by writing to the CivicSD Board before the close of the public hearing. The appeal must be made within ten (10)
business days of the CivicSD Board decision. If the CivicSD Board decision is appealed, the decision made by the City of San
Diego Planning Commission is the final decision.
This Project is covered under the Final Environmental Impact Report (FEIR) for the San Diego Downtown Community Plan (DCP), CCPDO, and 10th Amendment to the Centre City Redevelopment Plan, certified by the Former Redevelopment Agency (“Former Agency”) and City Council (“Council”) on March 14, 2006 (Resolutions R-04001 and R-301265, respectively) and subsequent addenda to the FEIR certified by the Former Agency on August 3, 2007 (Former Agency Resolution R-04193), April 21, 2010 (Former Agency Resolutions R-04508 and R-04510), and August 3, 2010 (Former Agency Resolution R-04544). The FEIR is a “Program EIR” prepared in compliance with California Environmental Quality Act (CEQA) Guidelines Section 15168. An FEIR Consistency Evaluation (“Evaluation”) was prepared for the Project in accordance with suggested best practices outlined in CEQA Guidelines Section 15168. The Evaluation concluded that the environmental impacts of the Project were adequately addressed in the FEIR and that the Project is within the scope of the development program described in the FEIR, therefore, no further environmental documentation will be required under CEQA.

NOTICE IS HEREBY GIVEN that a meeting of the Commission is scheduled for 9:00 a.m. on March 3, 2014 in Room 302, County Administration Center, 1600 Pacific Highway, San Diego, to consider the results of a comprehensive review and analysis of a smaller-than-district sphere for the deer Springs Fire Protection District (FPD); and current smaller-than-district sphere for the Valley Center FPD. The Deer Springs FPD includes approximately 44.16 square miles in the unincorporated community of Deer Springs; The Valley Center FPD includes approximately 84.5 square miles in the unincorporated community of Valley Center.
At the hearing, the Commission will consider the Executive Officer's Sphere of Influence and Service Review Report and will hear any person who wishes to speak.
