NOTICE IS HEREBY GIVEN THAT THE CAJON VALLEY UNION SCHOOL DISTRICT of San Diego County, California, acting by and through its Governing Board, hereinafter referred to as the Owner, will receive up to, but not later than 2:30 o'clock p.m. of the 20th day of February, 2003, sealed bids for the award of a contract for:

SITE WORK AND UTILITIES FOR A MODULAR ATHLETIC FACILITY AT HILLSDALE MIDDLE SCHOOL
A pre-bid walk will be held Thursday, February 13, 2003, 9:00 a.m. Contractors are to meet in front of Hillsdale Middle School, 1301 Brabham Street, El Cajon, CA 92019.
Bids shall be received in the office of the Purchasing Office of the Board of Education of said District located at 535 Vernon Way, El Cajon, California and shall be opened and publicly read aloud at the above-stated time and place.
Each bid must conform and be responsive to the contract documents. Please call Amanda Cropp at (619) 579-4866 to confirm documents are ready for pick up.
Each bid shall be accompanied by the security referred to in the contract documents, the Contractor's Certificate regarding Worker's Compensation, Bid Form, Bid Bond, Designation of Subcontractors, Contractor's Statement for Maintaining A Drug-Free Workplace, and Noncollusion Affidavit.
In contracts involving an expenditure in excess of $25,000.00, the successful bidder shall file a payment bond issued by an admitted Surety approved to conduct business in the State of California approved by the Owner in the form set forth in the contract documents.
The Owner reserves the right to reject any or all bids or to waive any irregularities or informalities in any bids or in the bidding.
The Director of Industrial Relations has determined the general prevailing rate of per diem wages in the locality in which this work is to be performed for each craft or type of worker needed to execute the contract which will be awarded to the successful bidder, copies of which are on file and will be made available to any interested party on request at the Purchasing Department, 535 Vernon Way, El Cajon, California.
It shall be mandatory upon the Contractor to whom the contract is awarded, and upon any subcontractor under him, to pay not less than the said specified rates to all workers employed by them in the execution of the contract.
Each bidder shall be a licensed contractor pursuant to the Business and Professions Code and shall be licensed in one of the following classifications:

No bidder may withdraw his bid for a period of sixty (60) days after the set for the opening of bids.

NOTICE INVITING BIDS
The City of Del Mar, OWNER, invites sealed bids for:
FERTILIZATION AND TREATMENT OF PALM TREES IN POWERHOUSE PARK AND ON COAST BOULEVARD AND TREATMENT OF 14 MONTEREY CYPRESS TREES ON OCEAN AVENUE BETWEEN 15TH AND 13TH STREETS.
The City of Del Mar seeks a bid from your firm to perform the work for the fertilization and treatment of palm trees in Powerhouse Park and on Coast Boulevard and treatment of 14 Monterey Cypress trees on Ocean Avenue between 15th and 13th Streets.
Bid packages are available without charge from the City Clerk at 1050 Camino Del Mar, Del Mar, CA. 92014. Work summary includes but is not limited to: Fertilizing of six (6) palm trees in Powerhouse Park and one six month follow-up treatment, and thirty-seven (37) palm trees along Coast Boulevard including one two month follow-up treatment, installation of bait stations in crowns of three (3) palms trees along Coast Boulevard and maintain stations for a period of one year, and treatment of fourteen (14) Monterey Cypress trees infested with subterranean termites, work includes trunk injection of an estimated minimum of five and maximum of fourteen of the Monterey Cypress trees.
RECEIPT AND OPENING OF PROPOSALS: Sealed proposals will be received at the office of the City Clerk, City of Del Mar, located at 1050 Camino Del Mar, Del Mar, California, until 10:00 a.m., February 28, 2003, at which time they will be publicly opened and read aloud at said office. Mailed bids will be addressed to: City Clerk (Tree Treatments), 1050 Camino Del Mar, Del Mar, California 92014 and must be received by bid closing.
OPINION OF PROBABLE CONSTRUCTION COST: The Public Works Director?s opinion of probable construction cost for this project is approximately $6,500.00.
COMPLETION OF WORK: All WORK must be completed within 30 calendar days after the commencement date stated in the Notice to Proceed.
BID SECURITY: None required
PERFORMANCE AND PAYMENT BONDS: The successful bidder will be required to furnish a Payment Bond made payable to the OWNER in the amount of one hundred percent, and a Performance Bond made payable to the OWNER in the amount of fifty percent of the contract amount.
WAGE RATES: Prevailing wage rate for the locality in which the WORK is to be performed and the construction activity applies to this contract. Not less than these rates shall be paid to all workers employed on the project.
CONTRACTOR'S LICENSING LAWS: Attention is directed to the CONTRACTOR's License Law concerning the licensing of CONTRACTORS. CONTRACTORS are required to be licensed and regulated by the California Contractor's State License Board. CONTRACTOR to hold valid California license class C-27, and a valid Qualified Applicator License (QAL) or Certificate (QAC) for category C (Public right-of-way pest control operations) from Cal-EPA Department of Pesticide Regulation. CONTRACTOR shall also obtain a City of Del Mar business license

NOTICE TO OFFERORS
Financial Audit Services
Notice is hereby given that proposals will be received by the North San Diego County Transit Development Board at NCTD, 810 Mission Avenue, Oceanside, CA 92054, up to 5:00 p.m. Friday March 7, 2003.for the provision of Financial Audit Services.
The District intends to award a multi-year contract for a variety of audit services. The Scope of Work in the RFP provides a complete and detailed description of the project scope.
NCTD is a special district with a $60 plus million operating budget. During FY 01, the District went through major reorganization in its Finance Department with a new Director of Fiscal Support & Services and a new Controller. During FY 02, the Audit & Compliance Officer position was added. As a result of these changes and improvements being made to the department's policies and procedures, we have received unqualified opinions for the financial audit, Single Audit, and as well as for the local audits of TDA 4.0 and 4.5, and TransNet audit for both of these years. The District also had no material findings or management letter for the FY 02 audits.

The proposals will be evaluated and a report will be made to the North San Diego County Transit Development Board at the first regularly scheduled meeting following the final evaluation of the proposals. The Board reserves the right to reject any or all proposals or to waive any errors or discrepancies.

L. 105-178, June 9, 1998, 23 USC ? 101 note, as amended by the TEA-21 Restoration Act, Pub. L., 105-206, July 22, 1998, 23 USC ? 101 note, and other further amendments (TEA-21), or other Federal enabling laws administered by FTA; the Contractor will be required to comply with all terms and conditions prescribed for third party contracts in a grant contract between the United States Department of Transportation and the purchaser.
