NOTICE IS HEREBY GIVEN, that a meeting of the Commission is scheduled for 9:00 a.m., on March 3, 2008, in Room 302, County Administration Center, 1600 Pacific Highway, San Diego, to consider the above referenced proposal.
This sphere of influence review has been conducted to comply with requirements of State Law. With exception of applying special study area designations to certain spheres, there are no sphere changes recommended for the 18 cities mentioned above. The territory involves various acreages located in the corporate boundaries of each city as well as some adjacent additional sphere territory for the Cities of Coronado, Chula Vista, El Cajon, Encinitas, Escondido, La Mesa, Lemon Grove, National City, Oceanside, Poway, San Marcos, Santee, and Vista. Affirmation of coterminous spheres are recommended for the Cities of Carlsbad, Del Mar, Imperial Beach, San Diego, and Solana Beach.

PROJECT DESCRIPTION: The project is a Specific Plan Amendment to the Santa Fe Valley Specific Plan to allow a community entry guardhouse located at the northern entrance to The Lakes subdivision (Planning Area III). The amendment will revise the following figures: 2-6, 4-2, 4-3, 5-2, and 7-1 (along with new text on page 1-6 of the Specific Plan to explain the purpose of this amendment request) to re-designate an existing neighborhood entry at the intersection of Old Course Road and Bing Crosby Boulevard to a community entry within the Specific Plan area. The proposed community entry designation is necessary at this location in order to provide a secure northern entry, as well as to maintain the privacy and community character of The Lakes Subdivision. In accordance with the Specific Plan description of entries, it is necessary to amend the area as a “Community Entry”, rather than a “Neighborhood Entry”, because the later does not necessitate gated entrances. The guardhouse would have Spanish architecture that is consistent with the design theme of existing guardhouses throughout the Specific Plan area. The site is subject to the General Plan Regional Category Estate Development Area (EDA), Land Use Designation (21) Specific Plan Area. Zoning for the site is S88 (Specific Planning Area) Use Regulations. The site contains an existing road and landscaping that would be retained. Access is provided by a private road connecting to Del Dios Highway. No extension of sewer or water utilities will be required by the project.
LOCATION: The project site is located on 8086 Old Course Road in the San Dieguito Community Planning area, an unincorporated area of the County of San Diego (portion of APN 267-190-17).
ENVIRONMENTAL STATUS: An Addendum has been prepared for this project and is on file at the Department of Planning and Land Use as Log Number 95-08-021DDD.

PROJECT DESCRIPTION: The project is a Plan Amendment Authorization (PAA), presented to the County by the project applicant, for the submittal of a General Plan Amendment (GPA). It is County policy that the Planning Director, Planning Commission, or Board of Supervisors must initiate any amendment to the General Plan. This PAA was denied by the Planning Director and will therefore be heard by the Planning Commission. The applicant requests a change of the Regional Land Use Category of the General Plan from Estate Development Area to Country Town and a change from land use designation (17) Estate Residential (1 dwelling unit per 2, 4 acres) to (4) Residential (2.9 dwelling units per acre). The purpose of these changes to the General Plan is to facilitate the development of 96 residential lots on a 35-acre parcel. Each new lot would be approximately 7,500 square foot in size, which is substantially smaller than the current minimum lot size of 2 acres.
LOCATION: The project is located just north of Fruitvale Road, between Twain Way to the east and High Point Drive to the west in the community of Valley Center in an unincorporated area of the County of San Diego (APN 188-151-14 &15).
ENVIRONMENTAL STATUS: A Plan Amendment Authorization (PAA) is not subject to environmental review.

The County of San Diego, Department of General Services, invites qualified consultants to submit a Statement of Qualifications (SOQ) to perform the following tasks: AS-NEEDED PROFESSIONAL ENVIRONMENTAL SERVICES.
The purpose of this solicitation is to establish a list of pre-qualified firms to assist the County in performing environmental services tasks listed below. The consultant's qualifications and ability to perform each task will be evaluated during the evaluation process. Tasks include: General Environmental Services, Permit Processing, Biological Services, Special Services and Hazardous Material Analyses.
Consultant services shall be awarded by Qualification Based Selection. Professional services requirements listed in Request for Statement of Qualifications (RFSQ 2845).
The selection will be in accordance with County Board of Supervisors' Policy, F-40 (Procuring Architectural, Engineering and Related Professional Services). (Available upon request).
