PLEASE ACCEPT THIS AS A NOTICE TO INFORM YOU, as a property owner, tenant or interested citizen, that the Council of the City of San Diego, California will conduct a public hearing, as part of a scheduled City Council meeting, on the following item:

The FY 2014 College Area Public Facilities Financing Plan, which sets the Development Impact Fees for the community. The Financing Plan is a guide for future development of public facilities within the community and serves to determine the public facility needs over the next approximately 16 years when full community development is anticipated.

COMMUNICATIONS
This item may begin at any time after the time specified. Any interested person may address the City Council to express support or opposition to this issue. Time allotted to each speaker is determined by the Chair and, in general, is limited to three (3) minutes; moreover, collective testimony by those in support or opposition shall be limited to no more than fifteen (15) minutes total per side.

Those unable to attend the hearing may write a letter to the Mayor and City Council, Attention: City Clerk, City Administration Building, 202 "C" Street, San Diego, CA 92101 3862, Mail Station 2A; OR you can reach us by E-mail at: Hearings1@sandiego.gov or FAX: (619) 533-4045. All communications will be forwarded to the Mayor and Council.

If you wish to challenge the Council's actions on the above proceedings in court, you may be limited to raising only those issues you or someone else raised at the public hearing described in this notice, or in written correspondence to the City Council at or prior to the public hearing. All correspondence should be delivered to the City Clerk (at the above address) to be included in the record of the proceedings.

AN ORDINANCE OF THE CITY OF SAN DIEGO SUBMITTING TO THE QUALIFIED VOTERS OF THE CITY OF SAN DIEGO, FOR THEIR APPROVAL OR REJECTION AT THE MUNICIPAL SPECIAL ELECTION, CONSOLIDATED WITH THE
CALIFORNIA STATE PRIMARY ELECTION TO BE HELD ON JUNE 3, 2014,
ORDINANCE NO. O-20312, AMENDING THE SAN DIEGO MUNICIPAL CODE
RELATING TO THE BARRIO LOGAN COMMUNITY PLAN UPDATE; AND
ORDINANCE NO. O-20313, CHANGING THE ZONING OF 999.61 ACRES
LOCATED WITHIN THE BARRIO LOGAN COMMUNITY PLAN AREA.

This ordinance places one proposition on the ballot for the June 3, 2014 Municipal Special Election. The measure asks whether the following ordinances should be approved: Ordinance No. O-20312, amending the San Diego Municipal Code relating to the Barrio Logan Community Plan Update, and Ordinance No. O-20313, affecting the zoning of 999.61 acres located within the Barrio Logan Community Plan area. The ordinances were approved by the City Council to implement changes related to an update of the Barrio Logan Community Plan that included amendments to the City of San Diego's Municipal Code, Land Development Code, and a rezoning action. The ordinances are on file in the Office of the City Clerk.

The ballot measure is the result of a referendum petition which qualified the measure for the ballot and a City Council vote to place the measure on the ballot.

This ordinance contains a notice that a full reading of this ordinance is dispensed with prior to its passage, a written or printed copy having been available to the City Council and the public prior to the day of its passage.

Pursuant to sections 295(b) and 295(d) of the San Diego City Charter, this ordinance relating to elections may be passed by the City Council on the date of introduction, which date shall be deemed the date of final passage.

A complete copy of the Ordinance is available for inspection in the Office of the City Clerk of the City of San Diego, 2nd Floor, City Administration Building, 202 C Street, San Diego, CA 92101.

Introduced and adopted by the Council of the City of San Diego on February 10, 2014, by the following vote.
