The City of San Diego is expecting a 21% reduction from the U.S. Department of Housing and Urban Development (HUD) for the FY 2013 Community Development Block Grant (CDBG) Entitlement which is estimated to be $10,703,022. In addition, to the CDBG Entitlement funds, the Redevelopment Agency's Repayment of $3,842,200 to the program will be used to fund eligible projects and programs approved for CDBG funding. This represents an estimated total of $14,545,222 of CDBG funding available for the FY 2013 allocation process.

Notice is hereby given that a Consolidated Plan Advisory Board meeting has been scheduled to discuss and make funding recommendations for FY 2013 CDBG applications. These recommendations are to be presented to the City Council on a future date. The meeting is scheduled for Wednesday, February 22, 2012 at 8:00am and will be continued on to Thursday, February 23, 2012 at 8:00 am in the North Terrace Rooms, 202 C Street, San Diego, CA 92101.

Public comments will be accepted during the meeting. PLEASE ACCEPT THIS AS A NOTICE TO INFORM YOU, as a property owner, tenant or interested citizen, that the Council of The City of San Diego, California will conduct a public hearing, as part of a scheduled City Council meeting, on the following project:

UNDER THE PROVISIONS OF THE PUBLIC STREETS, HIGHWAYS AND SERVICE EASEMENTS VACATION LAW AND FIXING A TIME AND PLACE FOR HEARING THEREOF, NOTICE IS BEING PROVIDED AND THE VACATION PROCEEDING IS CONDUCTED UNDER CALIFORNIA STREETS AND HIGHWAYS CODE SECTION 8320, ET SEQ. AND SAN DIEGO MUNICIPAL CODE SECTIONS §125.0901, ET SEQ. AND §125.1001, ET SEQ.

NOTICE IS HEREBY GIVEN
that the Council of the City of San Diego, California, will proceed under the provisions of the Public Streets, Highways and Service Easements Vacation Law and the San Diego Municipal Code to adopt a Resolution terminating the public right to use a certain street and/or public service easement as shown on DRAWING NUMBERS 36517-1-B, 36517-2-B, and 36517-3-B, located at Executive Drive, west of Judicial Drive, (approximately 302.3 square feet of Executive Drive to be vacated; and a drainage easement of approximately 2,000 square feet south of Executive Drive to be vacated).

The City Council will hold a public hearing to approve, conditionally approve, or deny an application for a Community Plan Amendment, Rezone, Planned Development Permit, Site Development Permit, Lot Line Adjustment, Drainage Easement Vacation, and Public Right-Of-Way Vacation to permit the construction and operation of a new 15-story, 340,000 square feet gross building area, high rise office building, an associated 5-level parking structure, including deviations to the development regulations, and associated on- and off-site roadway improvements. The 5.8-acre site is located at the southwest corner of Executive and Judicial Drives in the RS-1-14 Zone (proposed IP-2-1 Zone), the Community Plan Implementation Overlay Zone “A,” the Airport Influence Area (MCAS-Miramar), the Federal Aviation Administration (FAA) Part 77 Notification area, and the Airport Environs Overlay Zone (60 dB CNEL), within the University Community Plan area. At its January 26, 2012, public hearing, the City of San Diego Planning Commission voted 7-0 to recommend approval of the proposed project and certification of the project Environmental Impact Report.

*Unless otherwise noticed or stated on the record at the hearing, if an ordinance is approved and introduced by the City Council, it will automatically be scheduled for a hearing by the City Council for final passage at 10:00 a.m. on the Tuesday two weeks after the subject hearing.

The decision of the City Council is final.

COMMUNICATIONS
This item may begin at any time after the time specified. Any interested person may address the City Council to express support or opposition to this issue. Time allotted to each speaker is determined by the Chair and, in general, is limited to three (3) minutes; moreover, collective testimony by those in support or opposition shall be limited to no more than fifteen (15) minutes total per side.
