NOTICE IS HEREBY GIVEN that the Planning Commission of the County of San Diego will conduct a public hearing on a Major Use Permit as follows:

PROJECT/CASE NUMBERS: Tecate Telecommunication Facility Major Use Permit, PDS2013-MUP-13-010 (MUP); PDS2013-ER-13-20-002 (ER)

PROJECT DESCRIPTION: The applicant requests a Major Use Permit to construct, operate and maintain an unmanned wireless telecommunication facility consisting of a 70-foot tall monopole with antennas and associated equipment. The proposed monopole would house 12 panel antennas and a microwave dish. An equipment enclosure would be located at the base of the monopole to accommodate equipment. The project is subject to the Limited Impact Industrial General Plan Land Use Designation (I-1), and is zoned Basic Industrial (M50) which permits Wireless Telecommunication Facilities under the Tier 4 Classification with the approval of a Major Use Permit pursuant to Section 6985A of the Zoning Ordinance.

LOCATION: The 2.3-acre site is located at 23949 Tecate Mission Road in the Mountain Empire Subregional Plan area, within unincorporated San Diego County (APN 652-170-63).

ENVIRONMENTAL STATUS: It is recommended that the project be exempt from environmental review pursuant to Section 15303 of the State California Environmental Quality Act Guidelines, because the telecommunication facility qualifies as “new, small facilities on structures”. A Notice of Exemption dated July 19, 2013 was prepared for the project and is on file with Planning & Development Services.

NOTICE IS HEREBY GIVEN that the Planning Commission of the County of San Diego will hold a public hearing on the following proposed ordinance:

TITLE OF ORDINANCE: “AN ORDINANCE CHANGING THE ZONING CLASSIFICATION OF CERTAIN PROPERTY WITHIN THE COUNTY OF SAN DIEGO RELATED TO THE PROPERTY ZONING CLEANUP 2013 [REZ 13-004; POD 13-014]”

Subject: POD 13-014, Property Zoning Cleanup 2013.

PROJECT DESCRIPTION AND LOCATION: The project affects 44 parcels on approximately 3,075 acres in the unincorporated communities of Fallbrook, Valley Center, Ramona, Lakeside, Crest Dehesa, County Islands, Alpine, and Mountain Empire.

SUMMARY OF ORDINANCE: On August 3, 2011 (1), the Board of Supervisors adopted the General Plan Update, which included a county-wide zoning amendment and Implementation Plan. One component of the Implementation Plan is a commitment to revising the Zoning Ordinance to ensure consistency with the goals and policies of the General Plan related to density, scale, and uses in zoning. PDS staff has annually prepared a zoning cleanup to address minor zoning changes related to property owner requests, property ownership changes, property line boundary adjustments between two zones, and other various zoning inconsistencies identified by staff. The project addresses the identified inconsistencies and recommends zoning changes to make the parcels consistent with surrounding zoning and the goals and policies of the General Plan. Affected properties would be located in the unincorporated part of the County of San Diego as shown on this map:

ENVIRONMENTAL REVIEW: the project complies with the California Environmental Quality Act (CEQA) and State and County CEQA Guidelines because an Addendum has been prepared to the GPU EIR per Section 15162 & 15164 of the CEQA Guidelines.
