The following ACTION item has been placed on the agenda:
CERTIFIED LOCAL GOVERNMENT (CLG) ANNUAL REPORT
Description: Every year, each CLG is required to prepare and submit a summary of all activity conducted during the calendar year October 1 to September 30. Staff has prepared this report and sent copies to all board members. The report will be discussed at the meeting, and action taken to approve or amend.
The following DISCUSSION items have been placed on the agenda:
New Historic Site Board Procedure: Verification of condition of County Mills Act properties
CLG Grant: Julian Historic District: Now that the Board of Supervisors has approved the CLG grant, staff has prepared a Request for Proposal document that will soon be sent out. Staff will discuss the County's process for reviewing the response to the RFP's and the selection process.
€ 2008 CLG Grant Application: Discuss opportunities for historic surveys of other unincorporated areas of the County
PRESENTATION: Brian Baca, Chief, Department of Planning and Land Use: “The basics of California's open meeting law, the Ralph M. Brown Act”.
GENERAL INFORMATION: This public hearing is accessible to individuals with disabilities. If interpreter services for the hearing impaired are needed, please call the hearing staff liaison at (858) 694-3656 or California Relay Service, if notifying by TDD, no later than seven days prior to the date of the hearing.
NOTE: The Historic Site Board function is to act as an advisory body to both the Planning Commission and the Board of Supervisors. Decisions made by the Historic Site Board are in the form of a recommendation and are not the final decision. An opportunity will be provided for you to speak at this hearing regarding any of the above items.

The County of San Diego, Owner, invites bids for (3) JOB ORDER CONTRACTS AS FOLLOWS: JOC #114, GENERAL CONTRACTING, $3,000,000 maximum capacity (RFB 2832); JOC #115, SMALL GENERAL CONTRACTING, $1,000,000 maximum capacity (RFB 2834); and JOC # 116, LOW VOLTAGE ELECTRICAL SPECIALTY, $3,000,000 maximum capacity (RFB 2833).
These solicitations include a two-step process; prequalification followed by sealed bid. Prequalification packages are available at the office of Purchasing and Contracting, 10089 Willow Creek Rd., Suite 150, San Diego, California, 92131 or on the County Buynet site, http://buynet.sdcounty.ca.gov. Prequalification packages are due at the Office of Purchasing and Contracting on or before FEBRUARY 22, 2008 by 4:00 p.m. Sealed bids will be accepted from prequalified bidders only at the Office of Purchasing and Contracting on the following dates: RFB 2832 on MARCH 13, 2008, 2:00 PM; RFB 2833 on MARCH 18, 2008, 2:00 PM; and RFB 2834 on MARCH 19, 2008, 2:00 PM, at which time they will be publicly opened and read aloud. Bid Security in the amount of $25,000.00 is required at time of sealed bid. Bidding documents will be available at the Office of Purchasing and Contracting for a non-refundable cost of $25.00 per set to prequalified bidders. The County of San Diego, Department of General Services, invites qualified consultants to submit a Statement of Qualifications (SOQ) to perform the following tasks: AS-NEEDED PROFESSIONAL ENVIRONMENTAL SERVICES.
The purpose of this solicitation is to establish a list of pre-qualified firms to assist the County in performing environmental services tasks listed below. The consultant's qualifications and ability to perform each task will be evaluated during the evaluation process. Tasks include: General Environmental Services, Permit Processing, Biological Services, Special Services and Hazardous Material Analyses.
Consultant services shall be awarded by Qualification Based Selection. Professional services requirements listed in Request for Statement of Qualifications (RFSQ 2845).
The selection will be in accordance with County Board of Supervisors' Policy, F-40 (Procuring Architectural, Engineering and Related Professional Services). (Available upon request).
Submittals must be received at County of San Diego, Department of General Services, 5555 Overland Avenue, Building 2, Room 220, M/S 0366, San Diego, CA 92123 to the attention of David Timber no later than 10:00 AM, FEBRUARY 25, 2008.

The County as a matter of policy requires a three (3) percent participation goal for Disable Veteran Business Enterprises (DVBE) for this project, or documentation of “Good Faith Effort”. The County also encourages the participation of small business enterprises.
