The SAN DIEGO ASSOCIATION OF GOVERNMENTS (SANDAG), 401 B Street, Suite 800, San Diego, CA 92101-4231, is requesting bids for the following:

Design, manufacture, testing, inspection, shop assembly, packaging, shipping, and delivery, of special trackwork materials, associated hardware, and all other incidentals to provide two complete No. 24 Crossovers. Items will be delivered to a laydown area adjacent to MP 256.2 along the LOSSAN corridor, in the San Diego subdivision, where they will be unloaded by SANDAG. The right Crossover must be received at the designated laydown area by September 1, 2015 and the left Crossover must be received at the designated laydown area by December 1, 2015. This purchase does not include any construction or installation.

The Engineer's Estimate is $950,400 including sales tax. There is no DBE goal. The vendor must comply with Buy America regulations and have a minimum of 5 years' experience in the large-scale manufacture and supply of special trackwork and must have manufactured and supplied special trackwork to Class 1 Railroads with the last 10 years.

JOB ORDER CONTRACT (JOC) RAILROAD CONSTRUCTION SERVICES

The SAN DIEGO ASSOCIATION OF GOVERNMENTS (SANDAG), 401 B Street, Suite 800, San Diego, CA 92101-4231, and the San Diego Metropolitan Transit Systems (MTS) are requesting sealed bids to perform Job Order Contract (JOC) railroad construction work as follows:

The anticipated scope of work for this on-call JOC consists primarily of, but is not limited to, railroad construction improvements including main CWR track rehabilitation/replacement, grade crossings, special track work, direct fixation, signal systems, overhead catenary, traction power, and related civil construction improvements work; and all required incidental professional and technical services required for quality control monitoring and testing, shop drawings, safety, environmental, scheduling, traffic control, storm water pollution prevention, geotechnical, surveying, biological, and hazardous/contaminated materials for projects typically located in or near the railroad right of way within San Diego County, including, but not limited to right of way reserved for the San Diego Trolley, Sprinter, Coaster, or freight lines.

Minimum Contract Value (3 Years): $40,000
Maximum Contract Value (3 Years): $12,000,000


This joint procurement assigns each agency an allotment in the amounts of $9,000,000 and $3,000,000 for SANDAG and MTS respectively.

Bidders must have a valid "A" Contractors License issued by the State of California Contractor's Licensing Board. Bidders must comply with all Buy America requirements. Projects may be funded in part with FTA funding. The DBE goal will be set at Job Order level based on Scope of Work and funding source, and fall within an estimated range of 0-28.47%.

A non-mandatory prebid meeting will be held on Wednesday, March 4, 2015, at SANDAG, 401 B Street, 7th Floor, San Diego, in the Wells Fargo Building. The District is issuing this Request for Proposals (RFP) to identify a qualified Agency to provide Lease-Lease Back Services for modernization and/or other capital projects related to school construction projects as needed. The District is looking for a Proposer who will partner with the District to provide innovative and effective ideas to make the most of Proposition N funds to the benefit of the staff, students, and taxpayers of the District.

San Diego International Airport: Terminal 2 West Roof Replacement Project

Project Description:

This project consists of approximately 185,000sf of new Sika Sarnafil® roof system on top of the existing Terminal 2 West built up roof at the San Diego International Airport. Roof Contractors are required to be Sarnafil® approved applicators.

Turner/PCL/Flatiron - A Joint Venture is accepting a complete bid package from Prime Contractors which is inclusive of the following:

1. Gravel removal from existing roof.
2. 185,000sf of new Sika Sarnafil® roof system consisting of roof board and
membrane adhered to the existing roof as a substrate.
3. Approximately 300' of roof expansion joint removal and replacement.
4. Miscellaneous sheet metal.
5. A 22 week construction schedule.
6. Coordination of material and equipment on an active Airport Operations Area
(AOA).
7. Airport security requirements including background checks and SIDA badging.
8. State and Federal Prevailing Wages.
9. Additional scope is included with bid documents.
10. Exclusion of scope from bid package will result in a non-responsive bid.

Mandatory Pre-Bid Conference:

A mandatory pre-bid conference will be held for Prime Contractors on February 24th, 2015 from 9:00AM to 10:15AM to review the scope documents. Bid Packages will not be accepted by Prime Contractors that did not attend the pre-bid conference. Please contact the Project Manager, Jared Landa, at jlanda@tdpc1.com by February 20th, 2015 for further details if your company is interested in participating.

Note, the pre-bid conference is mandatory to outline the requirements of working on and adjacent to an Airport Operations Area. Material deliveries and loading will occur adjacent to active airport gates and aircraft.

Contractors interested in participating on a non-mandatory job walk of the existing Terminal 2 West roof will have the opportunity from 10:15AM to 11:30AM immediately following the pre-bid conference.

Small Business Enterprise (SBE) Goal:

This project has a Small Business Enterprise (SBE) goal. Please email jlanda@tdpc1.com if your company is interested in providing a proposal to Prime Contractors. Roof installers must be Sarnafil® approved applicators.

Bid documents will be distributed at the pre-bid conference and are also available in CD format to be mailed upon email request.
