The City of San Diego (City) is requesting proposals from highly qualified civil engineering firms for consultant services for Design of Otay 1st and 2nd Pipelines - West of Highland Avenue (H146207).

It is the policy of the City to provide equal opportunity in its civil engineering professional services contracts. Toward this end, proposals from small local businesses, disadvantaged businesses and disabled veteran, women and minority owned businesses are strongly encouraged. Prime consultants are encouraged to provide subconsultant opportunities or joint venture with these firms. The City endeavors to do business with firms sharing the City's commitment to equal opportunity and will not do business with any firm that discriminates on the basis of race, religion, color, ancestry, age, gender, sexual orientation, disability, medical condition or place of birth.

This project has a voluntary Small Local Business Enterprises (SLBE) / Emerging Local Business Enterprises (ELBE) Participation Level (SLBE/ELBE) goal of 20%. SLBE/ELBE goals are achieved by contracting with SLBE and ELBE firms as defined in the following website, http://www.sandiego.gov/eoc/boc/slbe.shtml. Attainment of the SLBE/ELBE goal is strongly encouraged, but strictly voluntary.

The City of San Diego will ensure that full access to programs, services, meetings and activities comply with Section 504, Title V, of the Rehabilitation Act and Americans with Disabilities Act (ADA) 1990, Public Law 101-336.

In-depth knowledge and a strong understanding of the local environment, and a local presence for interfacing with the City's project management staff are essential to the successful completion of this project. The proposal must address the consultant's knowledge and understanding of: the City and other local agencies' regulations and policies; local environment; and local building codes and other criteria. The proposal must also address how the consultant plans to interface with the City's project management staff and the consultant's workforce in San Diego County.

It is important to register at this website to become an official RFP holder. You must be a registered RFP holder to receive addenda. A pre-proposal meeting will be held on Thursday, March 6, 2014, 10:00 AM, at Procopio Building, MPR - 1st Floor Conference Room, 525 B Street, San Diego, CA 92101. It is strongly recommended that all interested parties attend. For more information, assistance, to request an agenda in alternative format, or to request a sign language or oral interpreter for the meeting, please contact Anh Nguyen, at 619-533-4627 at least five working days prior to the meeting to ensure availability.

Proposals are due no later than 5:00 p.m. Friday, March 28, 2014, at the location stated in the RFP. This RFP does not commit the City to award a contract or to defray any costs incurred in the preparation of a proposal pursuant to this RFP. The City reserves the right to accept or reject any or all proposals received as a result of this RFP. The City also reserves the right to revise this RFP, including but not limited to the pre-proposal meeting date and the proposal due date. If the City revises the RFP, all RFP holders of record will be notified in writing by the City.

SUMMARY SCOPE OF SERVICES

The Design Consultant's services necessary to complete the work and documents required for the Design, assistance during the Bid and Construction of the Otay 1st and 2nd Pipeline - West of Highland Avenue. The remainder of the Scope of Services is contained in the Request for Proposal for Design of Otay 1st and 2nd Pipelines - West of Highland Avenue (H146207), as Exhibit A to the Draft Agreement.

PLEASE ACCEPT THIS AS A NOTICE TO INFORM YOU, as a property owner, tenant or interested citizen, that the Council of The City of San Diego, California will conduct a public hearing, as part of a scheduled City Council meeting, on the following project:

Otay Mesa Community Plan Update and City of San Diego General Plan Amendment; rescission of the Otay Mesa Development District Ordinance; rezoning to citywide zones contained in the Land Development Code (LDC); amendments to the LDC including creation of new zones; and adoption of the FY 2014 Public Facilities Financing Plan. The project also includes an Environmental Impact Report, Sch. No 2004651076, with Findings, a Statement of Overriding Considerations, and a Mitigation, Monitoring and Reporting Program.

The proposed amendments to the Municipal Code include repealing Chapter 15 Article 17 Divisions 1 - 4, and amending Chapters 13 and 14. The proposed amendments to Chapter 13 include two new industrial zones and two Community Plan Implementation Overlay Zones (CPIOZ) that have been created and applied in parts of Otay Mesa.

* Unless otherwise noticed or stated on the record at the hearing, if an ordinance is approved and introduced by the City Council, it will automatically be scheduled for a hearing by the City Council for final passage at 10:00 a.m. on the Tuesday two weeks after the subject hearing.

The decision of the City Council is final.

COMMUNICATIONS
This item may begin at any time after the time specified. Any interested person may address the City Council to express support or opposition to this issue. Time allotted to each speaker is determined by the Chair and, in general, is limited to three (3) minutes; moreover, collective testimony by those in support or opposition shall be limited to no more than fifteen (15) minutes total per side.
