NOTICE OF PRELIMINARY DECISION
TO APPROVE AN APPLICATION FOR EMISSION REDUCTION CREDITS
BY THE SAN DIEGO COUNTY AIR POLLUTION CONTROL DISTRICT
The San Diego Air Pollution Control District (District) hereby gives notice that in accordance with Rules 26.0, 26.1, and 26.6 of the District's Rules and Regulations, the Air Pollution Control Officer has made a preliminary decision to approve an application for emission reduction credits, submitted by the District to bank emission reductions for the shutdown of equipment for Vulcan Materials Company Western Division. This application is for the shutdown of a hot-mix asphalt plant located at 5745 Mission Center Road, San Diego, CA 92108. This shutdown creates 2.3 tons/year of actual emissions reductions for oxides of nitrogen (NOx) and 0.7 tons/year of actual emissions reductions for volatile organic compounds (VOC).
The District has determined that these reductions are real, surplus, enforceable, quantifiable and permanent when all conditions imposed by the District are followed, and therefore, the credits will be classified as "class A emission reduction credits". These emission reduction credits are usable in whole or part, in accordance with the stipulations of District Rule 26.6, District Banking of Emission Reduction Credits (ERCs).
The evaluation of this application is available for review at the Air Pollution Control District, 10124 Old Grove Road, San Diego, CA 92131. Please refer to ERC Nos. APCD2014-ERC-000031 and APCD2014-ERC-000032 on all correspondence regarding this project. Written comments concerning the District's proposed action may be submitted for a period of 30 days, commencing February 20, 2014, and ending on March 24, 2014.
