NOTICE INVITING BIDS

The Santa Fe Irrigation District (“District”) will receive sealed bids for the 15-INCH BADGER PLANT DRAIN LINE REHABILITATION Project at District Office (5920 Linea del Cielo, PO Box 409, Rancho Santa Fe, CA 92067) no later than March 5, 2014 at 10AM, at which time or thereafter said bids will be opened and read aloud. Bids received after this time will be returned unopened. Bids shall be valid for 60 calendar days after the bid opening date.

Bidders can obtain an electronic copy of the Contract Documents on the District's website at www.sfidwater.org. On the District website, there is a link to
www.ebidboard.com which hosts the full set of Contract Documents. Contractors should register for this project's Prospective Bidders List to receive project updates. Addenda and other notices will be posted on www.ebidboard.com and distributed to those parties registered for this particular project on this website.

Bidders may obtain a hard copy of the Contract Documents at District Office for $60. Appendix B will only be available on CD for purchase or viewing at SFID front desk. District will make all documents available for review at its front desk.

Bids must be submitted on District's Bid Forms. Bids must be accompanied by cash, a certified or cashier's check, or a Bid Bond in favor of District in an amount not less than ten percent (10%) of the submitted Total Bid Price.

There will be no pre-bid conference.

Each bid shall be accompanied by the security referred to in the Contract Documents, the Noncollusion Declaration, the Listing of Subcontractors form, the Iran Contracting Act Certification and all additional documentation required by the Instructions to Bidders.

The successful bidder will be required to furnish District with a Performance Bond equal to 100% of the successful bid, and a Payment Bond equal to 100% of the successful bid, prior to execution of the Contract. All bonds are to be secured from a surety that meets all of the State of California bonding requirements, as defined in Code of Civil Procedure Section 995.120, and is admitted by the State of California. Pursuant to Public Contract Code Section 22300, the successful bidder may substitute certain securities for funds withheld by District to ensure his performance under the Contract.

The Director of Industrial Relations has determined the general prevailing rate of per diem wages in the locality in which this work is to be performed for each craft or type of worker needed to execute the Contract which will be awarded to the successful bidder, copies of which are on file and will be made available to any interested party upon request at District Office or online at http://www.dir.ca.gov/dlsr. A copy of these rates shall be posted by the successful bidder at the job site. The successful bidder and all subcontractor(s) under him, shall comply with all applicable Labor Code provisions, which include, but are not limited to the payment of not less than the required prevailing rates to all workers employed by them in the execution of the Contract, the employment of apprentices, the hours of labor and the debarment of contractors and subcontractors.

Each bidder shall be a licensed contractor pursuant to the Business and Professions Code and shall be licensed in the following appropriate classification(s) of contractor's license(s), for the work bid upon, and must maintain the license(s) throughout the duration of the Contract: CLASS A

Award of Contract: District shall award the Contract for the Project to the lowest responsible bidder as determined from the base bid alone by District. District reserves the right to reject any or all bids or to waive any irregularities or informalities in any bids or in the bidding process.

SOLANA BEACH JOINT DEVELOPMENT

Notice is given that the deadline for a proposal submittal to the North County Transit District at 810 Mission Avenue, Oceanside, CA 92054, is 3:00 pm on May 7th, 2014 for qualified Proposers to submit a development proposal to NCTD for the property known as the Solana Beach Transit Station located in the City of Solana Beach, California. The development site, as further described in Section 4.02, consists of the vacant land (approximately 1.5 acres) contiguous with and immediately south of the existing train station building and the existing train station building.

Prevailing Wages:
It has been determined that the work herein described may fall into the category of public works construction projects for Federal and State requirements.  The Developer will be required to comply with all of the terms and conditions (including Federal and State General Prevailing Wage requirements) prescribed for performing public works construction projects.  The latest General Prevailing Wage determinations for crafts associated with public works construction projects shall apply.  In all instances where Federal and State Prevailing Wages for a given craft differ, the higher Prevailing Wage shall be paid.  It shall be mandatory upon the Developer and all Subcontractors to pay not less than the said specified rates to all workers employed by them in the performance of this Contract.  Federal Prevailing Wage Rates are available at HTTP://WWW.WDOL.GOV/; California State Prevailing Wages are available at HTTP://WWW.DIR.CA.GOV/DLSR/STATISTICS_RESEARCH.HTML.

It shall also be mandatory upon the Developer and all Subcontractors to comply with all other California Labor Code or Federal Department of Labor requirements, which include, but are not limited to, the employment of apprentices, hours of labor, retention of payroll records and debarment of Developer and Subcontractors, to the extent applicable.

Pre-Proposal Conference:
  Proposers are strongly encouraged to attend the Pre-Proposal Conference held at 10:00 AM, Thursday, February 13th, 2014 at 810 Mission Avenue in Oceanside, CA. 

FTA Funding:
Inasmuch as the items and services herein described are to be purchased with Federal assistance authorized by Federal transit laws codified at 49 USC §§ 5301 et seq.; or Title 23, United States Code (Highways); or the Transportation Equity Act for the 21st Century, Pub. L. 105-178, June 9, 1998, 23 USC § 101 note, as amended by the TEA-21 Restoration Act, Pub. L., 105-206, July 22, 1998, 23 USC § 101 note, and other further amendments (TEA-21), Moving Ahead for Progress in the 21st Century Act (MAP 21), Pub. L. 112-141, July 6, 2012, or other Federal enabling laws administered by FTA; the Developer will be required to comply with all terms and conditions prescribed for third party contracts in a grant contract between the United States Department of Transportation and the purchaser.

Developer warrants that in the performance of the Development Documents, it shall fully comply with US Department of Transportation (DOT) regulations implementing the Americans with Disabilities Act of 1990 (ADA).

MAAC Requests Proposals for:
“EARLY CHILDHOOD EDUCATION-FOOD SERVICES”

MAAC is seeking “Request for Proposals” (RFP) from highly qualified vendors with expertise in providing “Early Childhood Education-Food Services” on a countywide basis and through a competitive sealed bid process.

This process requires Vendors to submit a proposal that includes a complete bid for the “Scope of Work” outlined in Section E of the RFP; three professional references that could respond to the quality of your services and whether you are a Women/Minority Business Enterprise.

The RFP will be available for download on Thursday, February 13, 2014.

If you are interested in submitting a proposal in response to this RFP, you must register at www.maacproject.org in the Procurement Program section of MAAC's website. You are responsible for your registration and for downloading the RFP directly from the website.

Proposals MUST be received by 4:00pm (PST) on April 4, 2014. All correspondence or contact with MAAC regarding this RFP must be submitted in writing to KMunoz@maacproject.org within the time frame outlined in the RFP.
