TENTH AVENUE MARINE TERMINAL
WATER LINE VALVES REPLACEMENT PROJECT
SAN DIEGO, CALIFORNIA
The Work Includes: (A) Furnish all labor, materials and equipment as necessary to complete the following: (1) Remove and dispose of existing post indicator valves (PIVS), outside screw and yoke (OS&Y) valves, non-rising stem (NRS) gate valves, pipe fitting and accessories. Conduct associated work including fire watch, selective site demolition, earthwork, shoring, dewatering, removal and disposal of asbestos cement pipe (ACP) as required, and other incidental items for demolition and removal as shown on the Drawings and as specified in these Specifications. (2) Install new replacement 4 and 6 PIVS, 8 and 10 NRS gate valves, and pipe fittings and accessories. Conduct associated work including fire watch, earth work, concrete surface and swale repair, asphalt concrete repair, trench drains and grates replacement, reinstallation of salvaged items, water pipeline testing and disinfection, and other incidental items of work for installation and repair as shown on the Drawings and as specified in these Specifications. (B) It is intended that the work be complete in every respect under the Contract Documents, including but not limited to testing, start-up, commissioning, training and completion of punch list activities, and such items or details not mentioned above that are required by the Contract Documents to be furnished, performed, placed, constructed, or installed by Contractor.
This is a small project estimated to be less than $125,000.00 and falls within the parameters of Board Policy 110.
The total contract duration is 120 calendar days. The Engineer's Construction estimate for this work is $114,000.
The bidder must possess a valid California State Contractors License, Classification A or C-34 at the time the contract is submitted.
Bids will be opened in public at or about that hour at 1400 Tidelands Avenue, National City, California, all as more particularly contained in Document No. 61310 on file in the office of the Clerk of the District. No Bidder may withdraw a bid after the date set for bid opening.

Bidder shall submit their original Bid Proposal Package to the General Services & Procurement Department, 1400 Tidelands Avenue, National City, California 91950 within the date stated on the Contract Documents page after electronic bidding (See Section 4.0, Instruction to Bidders).
A pre-bid conference will be conducted at 10:00 a.m.
on March 6, 2014
, in the Conference Room at the District Administration Building, 3165 Pacific Highway, San Diego, California 92101. The District's representative will be present at the pre-bid conference to receive questions. An addendum will be issued, if necessary, to respond to questions raised. At the end of the conference, interested parties may visit the job site or, if indicated in the Supplementary Requirements, make an appointment to visit the site. Submission of a Bid Proposal Package shall be evidence that the bidder has visited the jobsite and is satisfied with the conditions to be encountered if awarded the contract.
Questions or comments regarding this specification must be submitted electronically to our eBid system where the specification was downloaded and must be received by District no later than March 13, 2014, at 1:00 p.m. Questions received after the date stated here will not be accepted. Emails and faxes will not be accepted. Responses from District will be communicated via the electronic eBid system to all recipients of this specification.
In accordance with the provisions of the California State Labor Code, the District has obtained the general prevailing rate of wages (which rate includes employer payments for health and welfare, vacation, pension and similar purposes) applicable to the work to be done, for straight time, overtime, Saturday, Sunday and holiday work. All labor employed on this project shall be paid no less than such minimum rates of wages. These wage rates are available for inspection at the office of the General Services & Procurement Department of the San Diego Unified Port District.
It is the policy of the San Diego Unified Port District that certified Small Business Enterprises (SBEs) shall have the maximum opportunity to participate in the performance of District Contracts. Certified SBEs with qualifying experience are encouraged to respond to the request for proposals/bids/quotes, etc.
Award of the contract, if made, will be within 120 calendar days after bid opening date. A bid guarantee in accordance with Subsection 5.6.2 of the General Condition is required with submission of a bid. No Bidder may withdraw a bid after the date set for bid opening.
Bidder shall file the bonds as required by the Contract and Civil Code section 3247. The provisions of Public Contract Code section 22300 apply to this Contract.
Bidders are hereby notified that the successful Bidder will be required to provide insurance in accordance with Subsection 5.6.1, Contractor's Insurance, of the Section 5.0, General Condition.
A Notification Regarding Environmental Conditions has been included as Exhibit A in the project specifications. This notification will serve as the District's disclosure regarding potential hazardous materials that may be encountered during grading, excavation, trenching, and/or other ground penetration.
In the public interest, the District reserves the right to reject any or all bids, or to waive any informality in a bid.
