(Workforce Partnership) will issue a Request for Proposals (RFP) on February 29, 2012 to interested applicants with experience or related experience in brokering On-the-Job Training (OJT) agreements in industries where there is a career pathway with wage progression.

PROJECT NAME: CM-11-12: T-BUILDING RENOVATION/IMPROVEMENT

PURPOSE OF PROJECT: Renovation of existing T-Building (Trades & Industry) on the San Marcos campus.

Bids shall be submitted in Gilbane's bid system www.ibidpro.com. The bids will be publicly opened and read aloud at the stated time above in the Governing Board Room, Room SSC, Palomar College, 1140 West Mission Road, San Marcos, CA 92069.

A mandatory pre-bid conference shall be held on February 28, 2012 at 1:30 pm at the RS-Bldg., Room 5, on the San Marcos campus, 1140 West Mission Road, San Marcos, CA 92069. Any bid submitted by a Bidder who does not attend the mandatory pre-bid conference shall be considered a non-responsive bid.
Each bidder shall be a licensed contractor pursuant to the Business and Professions Code and shall be licensed in the following appropriate classification of contractor's license, for the work bid upon, and must maintain the license throughout the duration of the Contract.

Bid documents can be obtained through FTP site and will be made available for invited bidders only.

Each bid shall conform and be responsive to the bid plans, specifications and bid documents.
Pursuant to Public Contract Code Section 10126 (c) (2) the District declares that the following method shall be used to determine the lowest, responsive bidder on the project: The basis of the bid must be low base bid submitted by a pre-qualified bidder at bid due date.

The Director of Industrial Relations has determined the general prevailing rate of per diem wages in the locality in which this work is to be performed for each craft or type of worker needed to execute the Contract which will be awarded to the successful bidder, copies of which are available online at http://www.dir.ca.gov/dlsr. A copy of these rates shall be posted by the successful bidder at the job site. The successful bidder, and all subcontractor(s) under him, shall comply with all applicable Labor Code provisions, which include, but are not limited to the payment of not less than the required prevailing rates to all workers employed by them in the execution of the Contract, the employment of apprentices, the hours of labor and the debarment of contractors and subcontractors.
This project is a “public work” as defined within California Labor Code Section 1720. The District has initiated and enforces a Labor Compliance Program (LCP) that received “Initial Approval” from the Director of California Department of Industrial Relations (DIR) in accordance with California Labor Code (Labor Code) 1770, et seq. on March 24, 2003 (currently on extended approval), which requires the payment of the general rate of per diem for holiday and overtime work and the employment of apprentices for any Prop M Funded School Facilities project of $1,000 or more.
All bidders shall agree to obtain and maintain in full effect all required insurance with limits not less than the amounts indicated. Bidders who fail to comply with the insurance requirements of this contract may have their bids rejected as non-responsive at the election of the District.

The District reserves the right to reject any or all bids, to accept or to reject any one or more items on a bid, or to waive any irregularities or informalities in the bids or in the bidding process.

No bidder may withdraw its bid for a period of sixty (60) days after the date set for the opening of bids.

Notice is hereby given that the deadline for a proposal submittal to the North County Transit District at NCTD, 810 Mission Avenue, Oceanside, CA 92054, is 5:00 pm, Tuesday, March 13, 2012 for On Call Information Technology Temporary Staffing Services.
 
The District plans to secure services from temporary staffing firm or firms to provide supplemental and specialized staffing resources on an hourly basis for a variety of services and roles, including, but not limited to:  network architecture, on-call support, help desk, project management, cabling, etc.
This work is on an as-needed basis, and there is no commitment from NCTD of the value of work to be assigned. However, general experience indicates that an average level of contracted services be in the range of $100,000 to $300,000 per year.
The Scope of Work section in the RFP provides a complete and detailed description of the project scope.

Notice is hereby given that proposals will be received by the North County Transit District at 810 Mission Avenue, Oceanside, CA 92054, up to 5:00 p.m. on Thursday March 12, 2012 for a five year On Call Business Management and Financial Consulting Services contract.

Consulting services are to be provided related to the financial and business management aspects of programs, projects, and initiatives.  These functions may include:  Internal Control Assessment; Financial Planning and Analysis; General Business Management Reviews, Recommendations, and Documentation; Document Management Needs and System Evaluation; and Other Financial Services. The Scope of Work section of the RFP provides a detailed explanation of the desired services

This work is on an as-needed basis and there is no commitment from NCTD to provide enough work to keep Contractor personnel engaged on a full-time basis. NCTD reserves the right to award one or more contracts and contracts may be for one or more of the functions identified in the Scope of Work depending on the expertise of a firm and their interest to perform multiple functions as expressed in their proposal.
