NOTICE OF INTENT
BY THE SAN DIEGO COUNTY AIR POLLUTION CONTROL DISTRICT
TO ISSUE EMISSION REDUCTION CREDITS

Notice is hereby given that, in accordance with Rules 26.0 through 26.10 of the San Diego Air Pollution Control District's Rules and Regulations, the Air Pollution Control Officer has made a preliminary decision to approve the Banking of Emission Reductions Credits (APCD2013-APP-000024) for Vulcan Materials, located at 5745 Mission Center Road, San Diego, CA 92108. The emission reductions result from the replacement of three older concrete batch plants (Permit to Operate Nos. 001219, 004203 and 976162), with a new modern concrete batch plant (Permit to Operate APCD2013-PTO-001465).

Class 'A' emission reductions credits will be registered with the District for 3.7 tons per year of particulate matter of 10 microns or less (PM10).

The application and the District's evaluation of the emission reduction credits are available for public review at the Air Pollution Control District, 10124 Old Grove Road, San Diego, CA 92131. Please refer to Application No. APCD2013-ERC-000024 on all correspondence regarding this project. Written comments concerning the District's proposed action may be submitted for a period of 30 days, commencing on February 28, 2014, and ending on March 31, 2014. The County of San Diego, Owner, invites sealed bids for HARBISON CANYON PUMP STATION IMPROVEMENTS; ORACLE PROJECT NO. 1018721; BID No. 6389

Sealed bids will be received at the Office of Purchasing and Contracting, Front Desk (where it will be time stamped to indicate time of receipt) 5560 Overland Avenue, Suite 270, San Diego, CA, 92123-1294, until 2:00 p.m. on March 24, 2014, at which time they will be publicly opened and read aloud. Contract Documents including Plans, Specifications and Bid Forms are available to be downloaded free of charge, from the Department of Purchasing and Contracting Buynet website at: https://buynet.sdcounty.ca.gov. The Contractor shall possess, at the time of submitting the bid, a California contractor's license, Classification A - General Engineering Contractor. The Contractor or its Subcontractors shall also possess, at the time of submitting the bid, a California contractor's license Classification C-11 - Elevator Contractor, Classification C-33 - Painting and Decorating Contractor, Classification C-10 - Electrical Contractor and Classification C-57 - Well Drilling Contractor. The cost of construction is estimated to be from $270,000 to $300,000. Bid security of no less than 10% required at time of bid. Successful bidder shall provide Payment and Performance Bonds of 100% of the awarded contract amount. State Prevailing and Federal Minimum Wage Rates rates apply. The Owner, as a matter of policy, encourages the participation of disabled veteran owned businesses.
